11月16日下午6点左右，陕西延长县发生一起恶性刑事案。据延长县委宣传部通报，这起案件已造成4人死亡，5人受伤。其中死者之一系延长县七里村街道办曹渠村村民小组长曹某海，其余死伤者均系曹某海亲属。
11月18日凌晨，封面新闻（thecover.cn）记者从延长县委宣传部官网“延长宣传文化网”获悉，犯罪嫌疑人名叫黑某平，系案发所在地七里村街道办曹渠村村民。经当地警方初步调查查明，黑某平的作案动机系因在曹渠村土地补偿款和国家公益林补偿基金分配时，认为其遭到不公平待遇。
据通报，警方接到报案时间为11月16日18时16分。延长县公安局110指挥中心接到报警，称七里村街道办曹渠村有人被捅伤。民警赶到案发现场之一时，当场将黑某平抓获。
案发已过去两天，现场之一曹某海家仍被警戒线警戒。 一个人作案

经警方侦查，这起刑案有三处案发现场。
16日15时许，在同村村民贺某宝家酒席上，黑某平与该村村民小组长曹某海发生口角。双方各自回家后，18时许，黑某平携带刀具闯入曹某海家，将毫无防备的曹某海及曹某海之妻、儿媳、孙儿捅伤。之后，打算到村主任曹某华家继续行凶。在骑三轮摩托车前往曹某华家途中路过曹某海五爷曹某明家，将在家门口的曹某明捅伤。黑某平赶到曹某华家，曹某华不在家中。黑某平又到曹某海大哥曹某杰家，用刀将曹某杰之妻、儿媳、孙儿、姑父捅伤。
截至目前，本案共造成4人死亡（曹某海、曹某海五爷曹某明、曹某海大哥曹某杰之妻3人于案发当日抢救无效死亡，曹某杰的儿媳于17日早6时许在延大附院经抢救无效死亡），5人受伤，其中2人伤势较重，在延大附院接受治疗；3人伤势较轻，在县医院接受治疗，生命体征平稳。
本案黑某平一人作案，现已被刑事拘留。

11月17日晚间，延长县公安局通报了黑某平作案动机。
经查，黑某平原为七里村街道办前郭家河人，2013年以照顾其外婆为由（外婆是曹渠村村民）将户口迁至曹渠村。2016年3月23日曹渠村召开村民小组会，讨论关于国家公益林补偿基金分配一事，会上制定出国家公益林补偿基金兑现分配方案，决定按曹渠村现有人口进行分配。因黑某平在2013年6月28日迁户时给村上写有保证书，保证不参与村里土地利益分配，据此，会议研究决定黑某平在国家公益林补偿基金分配中不应享受补偿。2016年5月6日曹渠村召开村民小组会研究决定土地征地补偿款分配方案。5月28日村里再次召开村民小组会就黑某平等人是否享受土地征地款进行表决，会上不同意给黑某平分配土地补偿款的村民签字并按了手印。参会人数53人，不同意给黑某平分配土地补偿款的有50人。黑某平认为曹渠村国家公益林补偿基金和征地款分配不公，曾向七里村街道办和县纪委反映。街道办和县纪委经过调查得出明确结论，认为曹渠村民小组会议结论符合相关规定。黑某平将此事起诉至法院，随后认为自己证据不足没有胜算，主动撤诉。
警方还通报称，据村民反映，案发前这段时间黑某平情绪稳定，没发现异常举动。
