南都讯 记者刘颖 摄影刘有志 “洋垃圾”危害巨大，不仅带有明显的污渍，还有可能成为诸多疾病的传染源。深圳海关今年在两宗案件中查获1046吨废旧衣物，这是今年侦办的最大宗固体废物案件。今日（11月17日）上午，深圳海关组织开展销毁走私废旧衣物行动。
2016年6月及9月，深圳市公安边防支队先后在深圳海域截获走私废旧衣物的“利运达”船和“荣顺”船，分别查获走私废旧衣物605吨和441吨，后移交深圳海关处理。经深圳出入境检验检疫局工业品检测技术中心再生原料检验鉴定实验室鉴定，走私货船内的旧衣物为国家禁止进口的固体废物。
据悉，“利运达”船走私的废旧衣物605吨已于今年8月进行了彻底销毁，该船走私情况还在进一步侦办中，这次销毁的主要是“荣顺”船走私废旧衣物。
深圳海关缉私部门调查显示，涉嫌走私废物货船从香港装货，意图运往内地，尚未确定具体目的地，正在等待老板的进一步命令，不曾想还没上岸便被抓获。
海关办案人员介绍，该团伙中黄某是“荣顺”号的船长（台湾籍），张某则是“荣顺”号轮机长，刘某、梅某、郭某、周某等4人均是水手。8月13日，该团伙驾驶“荣顺”号货船从汕尾出发驶往香港后，在香港油麻地润发码头装载了一批废旧衣物，直到9月4日凌晨启航向香港东侧台湾方向行驶，该船只伪造了船籍和护照，当日上午行至南澳大鹏角以南中国海域时，被提前掌握到相关线索的深圳公安边防支队查获。
一名团伙成员交代，那些货基本都是从日本、韩国等地搜集来的旧衣物，数量也很多，他们开船从香港出发后先开往台湾方向，然后又折返到大陆沿海，最后等老板通知说运到哪里就到哪里，具体卖到哪里他们并不清楚。
深圳海关缉私局下属沙湾海关缉私分局侦查科民警王明伟介绍，货船上的涉案旧衣物来源复杂不明，一般未经过消毒处理，许多旧衣服还带有明显的污渍，充满大量细菌，非常有可能成为诸多疾病的传染源，一旦流入内地市场将严重危害群众的安全和健康。另外，该批服装中还发现有童装、老年装等，一旦流入市场将对老人和儿童产生巨大安全隐患。
今日上午，南都记者看到，这批废旧衣物储存在土洋码头，其中包括运动服、丝巾、毛衣、皮草等等，包裹被压得非常紧实，每一包约有七八十公斤。深圳海关财务处副处长陈磊介绍，从走私船上吊卸至码头过程中，国检部门作消杀处理，随后由武警全程跟车押运，运输到南山和盐田的垃圾焚烧发电厂，预计销毁时间持续10天左右。
王明伟介绍，按照法律规定，走私入境达到5吨物品属于情节严重，将追究刑事责任，超过25吨，属于情节特别严重。经深圳市人民检察院批准，上述黄某等6名犯罪嫌疑人已全部被深圳海关缉私局下属沙湾海关缉私分局执行逮捕。目前，案件正在进一步侦办中。
