陕西国土厅原厅长王登记受贿6600万 判无期徒刑|能源|国企|受贿_新闻资讯
中青在线北京11月20日电（中国青年报·中青在线记者 卢义杰） 能源大省陕西的要员王登记，因煤炭彻底告别了仕途。河北省廊坊市中级人民法院近日判决认定，陕西省国土资源厅原厅长王登记受贿折合人民币6624.34万元，处无期徒刑，剥夺政治权利终身并没收个人全部财产。判决书显示，王登记受贿多与煤炭有关，其中5000万元原拟用于托人跑官。接近案情的人士告诉记者，王登记未上诉。
记者注意到，判决共认定了8项受贿事实，并指王登记利用职务便利，为他人在矿产资源整合、划定矿区范围、承揽工程等事项上谋取利益，收受他人财物。这些受贿均发生其2003年~2013年担任陕西榆林市市长、陕西国土厅厅长期间。
前述5000万元系判决认定的受贿金额最大的一笔。陕西神木石砭煤矿法定代表人高置林的证言显示，2012年下半年，已执掌陕西国土厅6年的厅长王登记称“为升副省级要跑关系”，高表示愿出钱支持，王登记后让他拿5000万元给一个叫王登广（另案处理）的人。王登广证言也称，王登记为了让他帮找关系办理升职为副部级的事，让其找高置林要了5000万元。
辩护律师对此认为，王登记通过王登广收受高置林给予的用于提升职务支出的5000万元不应计入受贿数额，且王登记主动揭发王登广涉嫌重大诈骗犯罪，属重大立功。法院没有支持该辩护意见，认为王登记曾利用职务便利为高置林谋取利益，高为表示感谢出资5000万支持其跑关系、提升职务，有明显的钱权交易性质，属于受贿。
王登记跑官策略最终未能如愿。2013年2月，差1年零9个月满60岁的王登记被免去陕西国土厅党组书记、厅长职务，仅任陕西省政府参事室参事（正厅级）。判决未载明王登广是否为王登记找关系、如何找关系。
2014年10月，王登记涉嫌受贿，被司法机关立案调查。次年5月，中国最高人民检察院网站发布消息，称河北省人民检察院依法以涉嫌受贿罪对王登记决定逮捕。2016年9月，中纪委官网援引陕西省纪委消息称“陕西省委委员、国土资源厅原厅长王登记被开除党籍”。
事实上，无论是拥有世界性大煤田的榆林市，还是能源大省陕西的国土厅，曾出任二者“一把手”的王登记都留下了“硬伤”。
判决认定，2003年起，时任榆林市市长的王登记接受陕西江源公司法定代表人董江元请托，为该公司申请榆林千树塔井田探矿权提供帮助，受贿85万元。2005年，王登记又为陕西神通公司承揽榆林市榆神煤炭公司办公后勤小区综合服务楼项目提供帮助，收受神通公司法定代表人牛文儿50万元。
此后，2006年3月，王登记进入陕西国土厅任党组书记，4月履新厅长。2006年7月，为了从源头上减少煤矿事故、促进煤炭工业健康发展，陕西省政府印发《陕西省煤炭资源整合实施方案》，其中鼓励大型煤炭企业采取兼并、收购、参股等方式整合小煤矿，并由国土资源管理部门对整合后的资源依法划定矿区范围。
在此次煤炭整合的治理过程之中，一些商人接近了王登记。判决显示，2007年至2012年，王登记接受陕西多个煤矿的实际控制人、法定代表人的请托，为煤矿资源整合、划定矿区范围等事项提供帮助。其中，为王登记出资跑官的商人高置林，2010年就曾为该煤矿井田置换、调整矿区范围而送给王登记350万元。
打点王登记的商人各获得了好处。例如，2006年12月，陕西神木县政府向榆林市政府上报的马连湾煤矿资源整合方案为单井整合，榆林市政府将其调整为多井整合，此后该矿负责人杨小平找到王登记帮忙，陕西国土厅最终将该矿调整回单井整合并获陕西省政府批复。为此，王登记收到杨小平给的500万元。
另有一些煤矿则通过送钱扩大了矿区范围，判决显示，2009年，陕西长城煤矿负责人高崇楼请王登记帮忙给该矿扩大点资源面积，当年10月，高崇楼花80万元为王登记购买了冬虫夏草作药引子，又于2011年1月送给王登记100万元。陕西国土厅最终为长城煤矿划定了扩大2.4平方公里矿区范围。
除此之外，王登记还接受煤矿股东、国企法定代表人财物，为煤矿办理煤矿置换后相关手续、探矿权保留手续等手续提供帮助。上述所有非法收受他人给予的财物，共计折合人民币 6624.34万元。
王登记在庭审中对公诉机关的所有指控均无异议。判决显示，中央纪委及廊坊市人民检察院反贪污贿赂局出具了办案说明，称王登记认罪态度较好，在组织谈话期间，主动交代组织并不掌握的本人涉嫌受贿犯罪的问题；组织将王登记在谈话期间交代的收受董江元等8人贿赂的犯罪线索移送检察院后，王登记对上述犯罪事实也供认不讳。
辩护律师提出，王登记曾主动退还商人王世春所送的西安某房产和手表，这部分不属于受贿，并认为王登记有自首情节，主动退还、退缴部分财物。
廊坊中院对此认为，王登记利用职务便利为王世春谋取利益，自2007年至2012年收受其房产、手表，属于受贿，直2014年7月因担心纪委调查才退还赃物，其出于掩盖犯罪目的的退赃行为，不影响对其受贿性质的认定。对于王登记有自首情节、主动退缴部分财物的辩护 意见，该院予以采纳。
2016年10月17日，廊坊市中院认定王登记犯受贿罪，判处无期徒刑，剥夺政治权利终身，并处没收个人全部财产。法院同时判决查封、扣押在案的受贿款人民币1054万及西安市某房产、江诗丹顿牌手表予以没收、上缴国库，其余赃款继续追缴、予以没收。
