  号称“中国服装之都”的江苏常熟,着一条童工链条。 


  中介从云南等地把劳力运来卖给服装厂。其中也包括相当一部分只有10几岁的童工。


  这些孩子没日没夜地干活,几乎没有休息日。


  不干到年底,拿不到工资;


  中途逃跑,可能还要赔偿老板的损失;


  一旦想离开,老板会扣了身份证、银行卡、手机,甚至使用暴力……


  而大量使用云南童工的原因是,人工便宜,且,容易骗……


  常熟从中国各地引进工人


  江苏常熟,中国著名的服装城,全市拥有各类服装服饰企业一千多家,年产值一百三十亿元人民币,涌现了众多国内知名品牌。而一些国际名牌也在这里设立了加工厂。常熟服装出口达三点四亿元。




  在常熟服装城,几乎每家每户都是加工厂,相当于有多少栋房子,就有多少家。当地人说:做服装行业,大家知道就是拼时间,如果没有那么多产量就挣不了那么多钱。


  也因此,这里需要大量的工人。


  一位接受采访的服装加工业从业者说,这些加工厂都是通过流水作业的方式来制作服装。




  正因为是流水作业,每个人只负责一步骤。对那些没有技术含量的活,用有经验的师傅,或者新手,都是一样的效果,显而易见,用新手会减少人工成本。


  利益链催生非法用工


  就这样,中介与这里的加工厂老板之前形成了利益链条。


  中介从云南等地“骗”人过来常熟干活,加工厂老板付一定的介绍费之类的,一个工人大概两千块钱。



  而之所以是从云南等地找来大量的工人,是因为这里来的工人,价格很便宜,一两千元就卖了。而且是骗过来的,要什么年龄,中介还可以挑什么年龄的……



  他们当中,有一部分是只有10多岁的童工。一位老板说,给他干活的一个孩子现在才16岁,已经在这个加工厂3年了,也就是说。这个孩子13岁就来到了加工厂干活。


  一位受访者说,估计一家工厂20个左右的工人中,能有5、6个是童工。


  采访中,童工也并不难找到。



  一位15岁的受访者说,他已经过来一段时间了,而且和他相约一起来的人中,还有和他一样大的15岁的人。某加工厂老板在接受采访时说,中介从乡下找人带过来,而且大多从云南带过来,因为云南人到这边一千多元就可以了,可以江苏工人过来要接近3000元才肯过来,相比起来工资高出不少。



  仅去年,从云南就过来6000多人,人员涉及云南全省。  


  干不完的活,还要挨打


  这些童工在这里过着什么样的生活呢?



  没来的时候不知道累不累,以为做服装又晒不着太阳,不会有多累。哪知道来了这么累。  


  来自云南文山的小熊只有15岁,他说,刚来的时候还没有对他们计件,晚上8点半就下班了。他还心想:这活干得不累嘛!


  可是后来,计件数从每天350件,增加到500件,


  “老板本来说加到600件就不加了,可是后来加到了720件”


  小熊说,老板还想增加,可是再增加也干不出来了……


  在这里上班的每一天是什么样的?


  每个月30天,最少要干28天!


  早上7点半就起来了,虽然说晚上10点钟下班,可那是在活能干完的情况下,活干不完,就得加班!


  而按照小熊的说法,老板加给他们的计件任务,已经多到快干不完了,因此可想而知,加班在这里是常态。


  而且,只要不听话,还要挨打。



  “打一顿,干活快得很……”


  不干到年底没有工资可能还要赔偿


  受访者称:如果不干到年底的花,工资大部分都是不给的,能给一点生活费或者路费就算不错了。


  小熊也证实,如果中途走人,老板是不会给钱的。


  “我刚到这,老板就跟我说,要干到年底才能走,不然不会发钱。”


  一个老板接受采访说:如果干活不好,随便给一点就算了;哪怕干到距离过年还有一个月,不干了,走了,一毛钱都没有;如果干一两个月要走了,所花的钱,路费什么的,全部要他退回来……


  而且这些工人到工厂后,并不签订任何合同,相当于只是口头约定一下。


  这样的日子,显然是很苦的。


  小熊说:他刚来这个工厂的时候,跳过一次厂,被老板找到了。


  “那天我没上班的损失,老板要我赔付,算了一下,一共3700多块,回来直接把我的电脑给扣了,身份证还在他那呢。”


  一位老板在接受采访时也说,今年厂里跑了六七个工人,对这种工人的方法,就是押着对方的身份证和银行卡,没收手机,工人就没办法了,跑不了了。


  说起管理工人的方法,这位加工厂老板似乎还有点为自己的办法得以,称也可以用对他好的方式留住他,但最终表示,如果实在不行,还是要用暴力解决问题。



  而说起来到这里,小熊说,后悔已经没有用了……


  中国法律明确禁止使用童工!


  然而,贫穷,读书无用论,低成本用工需求、利欲熏心的不法厂商和招工中介,仍在催生浸透童工血泪的黑色产业……
