　　爱店口岸位于广西宁明县爱店镇，是国家一类口岸，与越南谅山省接壤，边境贸易十分活跃。记者注意到，白天冷冷清清的街道，一到黄昏就开始热闹起来，大大小小的货车来来往往。

　　记者查看了一个停车场的停车记录，当天有38辆大型货车在此停留。停车场的管理员告诉记者，他们停车场车子多的时候一天有七八十辆，在爱店镇像这样的停车场还有好几家。

　　一位货车司机说，有铁栏杆的大货车都是拉猪的车，运往中国各地。停车场管理员告诉记者，他们本地并不养猪，这些生猪全部从越南偷渡过来的。

　　中介商黄老板告诉记者，爱店镇现在每天能出100多车越南生猪，每一车装150头左右，一天的越南生猪走私量在15000头以上，有时甚至更多。

　　“偷渡猪”没有检疫证明 竟能免费过高速

　　记者看到，这些走私越南生猪的大货车都是晚上从爱店镇出发，经过50公里的山路，在宁明高速路口进入南友高速。南宁吴圩收费站是这些走私越南生猪的货车必经之处，这里的收费员向记者证实，每天晚上通行的拉猪车数量惊人。

　　吴圩收费站收费员称，晚上基本上都是拉猪的多，都是大车拉的，一天大概有一百辆车。

　　记者：那要不要检查什么手续呢？

　　收费员：不用看什么手续呀。

　　记者：不用看有没有检疫证、检疫票？

　　收费员：不用，就是看是不是拉猪的，拍照给领导看，确定是拉猪，就给免费过。

　　按照中国的《生猪屠宰管理条例》，生猪定点屠宰厂（场）屠宰的生猪，应当依法经动物卫生监督机构检疫合格，并附有检疫证明。但中介商郑老板告诉记者，越南生猪全部是走私进来的，所以不可能经过检疫。

　　小镇遍布二十多条走私“通道”

　　在爱店口岸，记者并没有看到越南生猪进入，那么这些越南生猪是从哪里进入中国的？

　　谢老板是广西南宁市的一个猪贩子，他每天晚上要来爱店镇走私越南生猪。记者看到，在爱店镇背后有一条非常隐蔽的小山道，一些猪贩子正赶着猪沿着这条小路进入中国。

　　谢老板说，这里是爱店镇离越南最近的一条走私通道，他们把越南生猪赶过来，再通过拖拉机转运到大车上，连夜运送到南宁市的一家屠宰场。记者看到，不到1个小时，谢老板订购的56头越南生猪就全部运上了大车，谢老板向提供走私通道的人支付买路钱。

　　记者：爱店镇有几个走私通道？

　　猪贩子：20多个。

　　山路绕过检查站 “保车人”能通过执法检查

　　从爱店镇到宁明高速公路收费站，所有的车辆一般都要经过寨安边防检查站，但这些走私越南生猪的大货车却另有通道绕过了检查站。

　　知情人：“山上另挖了一条路，从那里绕过寨安检查站，大概9公里处就可以绕过。”据知情人介绍，爱店镇的越南生猪走私生意之所以红火，不仅仅是因为这里的走私通道多，更重要的原因是有一个神秘的“保车人”组织。

　　“保车人”黄老板是当地的越南走私猪中介商。黄老板告诉记者，只要交了保车费，他们就保证走私越南生猪的车辆安全通过执法检查。

　　凭一份保车费就可以畅通无阻

　　爱店为国家一类口岸，设有爱店边防检查站、爱店海关、爱店检验检疫办事处等多个机构，记者在爱店镇采访期间，走私越南生猪的车辆晚上在街道上来来往往、招摇过市，但是没有一个部门过问。“保车人”的底气为何这么足？记者决定搭乘一辆走私越南生猪的货车一探究竟。

　　李师傅在爱店镇做越南走私猪运输生意已经有好几年了，天刚要黑，他就开着货车去货主指定的地方装载越南生猪。在爱店镇的一个装猪货场，一辆接一辆的农用车把越南生猪运到这里，工人们把这些猪赶上李师傅的货车，40分钟左右的时间就装了150头。记者看到，李师傅给货主打了个电话，告诉他货车已经上路了。

　　李师傅 ：“都有人带路的，车装好了，货主就会把我的电话，还有车牌号告诉带路的人，带路人就会联系我。”

　　不一会，李师傅接到带路人的电话。李师傅说，每一段路都是不同的带路人，他们每人负责一段路。记者看到，沿途都有小车或摩托车停靠在路边，有人用手电筒照看李师傅驾驶的货车。

　　到了9公里处，李师傅按照带路人的指令，从小道绕过了寨安边防检查站。就在快到达宁明高速收费站的时候，记者看到有执法人员正在设卡检查运输生猪的车辆。

　　据“保车人”黄老板介绍，这是打私办、边防、公安、交警等联合执法，专门查处走私越南生猪的行为。按说，这些越南走私猪都没有经过检疫，执法人员只要查看他们有没有检疫证明就立刻真相大白，但出乎记者意料的是，执法人员并没有让李师傅停车接受检查，只是看了他的车牌号就放行了，李师傅这辆满载越南走私猪的货车就这样顺利通过了执法检查。

　　记者看到，执法人员正在和几名社会人员围在一起查看一张张单据。李师傅介绍，他们看的是车牌单，车牌单要花2.8万，我们也是花了钱买车牌单，这样就没有单位拦车了。这里有四个单位设卡捉走私，交警、打私办、边防、县公安局。所以说车牌单费就高了。

　　另一个走私越南生猪的中介商郑老板也告诉记者，他每出一车越南生猪要缴纳3万元的保车费。

　　郑老板：3万块钱保上高速。

　　记者：钱给谁？

　　郑老板：保车人，不然这个猪怎么能出得去。

　　中介商 郑老板：保货出去的，你不要问这个了，给带路的，保你上高速的人，不然你这个猪怎么出得去。

　　记者在爱店镇暗访期间发现，这个镇曾经有两次突然中止了越南生猪的走私生意，但是在停止走私生猪的前一天，所有的猪贩子都接到“保车人”的电话通知。

　　未经检疫的生猪走私入境，走私分子却有峙无恐，凭一份保车费就可以畅通无阻，打击走私的联合执法为何变得形同虚设？对于这一事件，央视新闻将持续关注。
