　　中新社济南11月23日电 （记者 梁犇）记者23日从山东省安监局获悉，该局日前公布了2015年临沂市平邑县万庄石膏矿区“12·25”采空区重大坍塌事故的调查报告，19名涉事人员被处分。

　　报告显示，截至2016年2月6日，该事故造成1人死亡，13人失踪，直接经济损失4133.9万元人民币，共有19名涉事人员受到相应处分，平邑县万庄石膏矿矿长马丛波自杀身亡，公安机关对其不予追究刑事责任。

　　2015年12月25日7时56分，平邑县保太镇境内万庄石膏矿区发生采空区坍塌，该区域内涉及万枣、玉荣、保太三个石膏矿。事故发生时，玉荣石膏矿井下作业的29名矿工被困，先后有15人获救升井。

　　经调查认定，该事故属于长期停产整合的万枣石膏矿采空区顶板逐渐冒落，上覆巨厚灰岩形成大面积悬空，达到极限跨度突然垮落形成现有技术手段无法准确预测的矿震，波及相邻玉荣石膏矿大面积坍塌的生产安全事故。

　　记者采访获悉，玉荣商贸有限公司未落实采空区监测治理主体责任是事故发生的主要原因，同时，玉荣石膏矿对相邻矿山采空区坍塌风险认识不足，防控不到位；政府及有关部门对停产矿山采空区监测和治理监督不到位，对房柱法开采石膏矿山上覆巨厚石灰岩层大面积断裂坍塌危害性缺乏认识，是事故发生的重要原因。

　　平邑县万庄石膏矿矿长、万庄膏业有限公司总经理马丛波2015年12月28日下井参与救援时自杀身亡，公安机关对其不予追究刑事责任。

　　平邑县玉荣商贸有限公司执行董事尹升等3人涉嫌重大劳动安全事故罪被平邑县公安局刑事拘留，目前此案进入审查起诉阶段；平邑县国土资源局地质环境监测站站长徐洪祥等2人受到党政纪处分，检察机关拟以涉嫌玩忽职守罪追究其刑事责任。

　　平邑县原县委书记丰程秀、县长刘春波、常务副县长冯青松等14人受到相应的党政纪处分。同时，还对平邑县玉荣商贸有限公司处以300万元人民币罚款。

　　2016年2月3日，已按规定与遇难和失踪的14名矿工家属签订赔偿协议，并支付赔偿金，善后处理工作结束。

　　2015年12月25日事故发生当天，11名矿工先后获救。另有4名矿工在被困井下36天后，通过地面大口径钻孔成功升井，近千人参与的营救创造了中国矿山救援史上首例地面打孔救援的奇迹。
