昨天早上7时40分许，江西省宜春市丰城电厂在建冷却塔施工平台倒塌，事发时正值工人交接班时间。截至昨晚10时，确认事故现场74人死亡，2人受伤。国家安全监管总局局长杨焕宁率中国国务院工作组已赶到事故现场指导救援工作。

事发早晚班交接时间
24日7时40分许，江西宜春市丰城发电厂三期在建项目发生冷却塔施工平台坍塌事故，系丰城电厂三期扩建工程D标段冷却塔平桥吊倒塌，造成上面横版混凝土通道坍塌。当时施工单位正在进行零点班和早班交接，现场施工人员有数十人。
当天上午11时左右，内径125米、高70多米的在建冷却塔内，施工平桥吊坍塌在地上，钢筋扭曲叠杂在一起。现场救援人员正迅速地用液压剪等工具，剪断纠缠在一起的钢筋，清理现场，搜救仍被压在底层的工人。搜救犬正在逐一搜寻现场有无生命迹象。11时40分左右，陆续有十五六具遇难者遗体从坍塌现场抬出。死亡人员主要来自河北、湖北。
昨天下午，记者从丰城市人民医院急诊科工作人员处了解到，早上8时许从事故现场送来9名伤者，其中7人经抢救无效死亡，另外两人已被转送医院住院部。丰城市人民医院住院部工作人员表示，住院两人中一人头部受伤，另外一人脚部受伤，但均无生命危险。
据江西消防消息，在此事故发生后，宜春消防支队第一时间调集力量赶赴现场救援。截至当天上午11时40分，江西省消防部队共调派32辆消防车、212名官兵、9条搜救犬、2台无人机、7套生命探测仪和7套3G单兵图传设备到场处置。
截至昨晚10时，确认事故现场74人死亡，2人受伤。目前，工作人员已核对确认了68名遇难者身份信息。确认身份的遇难者年龄最小的23岁，最大的53岁。当地政府正在全力做好遇难者家属接待、安抚工作。
开工半年完成70多米
昨晚，在江西宜春丰城电厂事故新闻发布会上，江西省副省长李贻煌、武警江西消防总队总队长房凌春通报丰电三期事故有关情况。新闻发布会现场，李贻煌提议全体起立，向事故罹难者默哀。
李贻煌在通报会上介绍，丰城电厂三期扩建工程位于丰城市尚庄街道石上村，由江西赣能股份有限公司投资建设、中国电力工程顾问集团中南电力设计院有限公司总承包，监理单位是上海施耐迪工程咨询有限公司，主体施工单位分别由4家公司分别中标建设。发生事故的是由河北亿能烟塔工程有限公司负责的D标段工程，即冷却塔与烟囱施工项目。丰城电厂三期扩建工程是2015年12月28日开工，其中冷却塔项目（总高度165米）是2016年4月份开工。
冷却塔与烟囱施工项目的工程部工程师廖辉寿介绍说，冷却塔是双曲线建设工程，属于复杂的建筑种类。冷却塔外壁薄，施工平台跟随施工进度抬升。发生事故时，冷却塔已建设到70多米。据介绍，河北亿能烟塔工程有限公司，是专业从事冷却塔、烟囱、环保工程建设施工及项目改造的一家公司。
中国国务院工作组到现场
据国家安监局网站消息，江西丰城发电厂“11·24”冷却塔施工平台坍塌特别重大事故发生后，党中央、中国国务院高度重视，决定立即成立由国家安全生产监督管理总局牵头的中国国务院工作组，赶赴现场，指导地方开展人员搜救等事故处置工作。
11月24日16时，国家安全监管总局局长杨焕宁率中国国务院工作组已赶到事故现场，会同江西省委、省政府主要负责人，现场勘查坍塌情况，指导人员搜救等工作，强调认真贯彻中国国务院领导同志指示批示精神，要把救人放在第一位，争分夺秒抢救被困人员，核准被困人员，不放过一丝救援机会，全力以赴救治伤员，尽最大努力减少伤亡；要认真查明事故原因，严肃依法依规追究责任；要进一步督促地方严格落实各领域安全生产责任，强化监管和防范措施，严防此类重特大事故再次发生。

十几分钟作业面全塌了
“不知道发生了什么，我逃出来以后就吓傻了。”记者在丰城市人民医院见到了目前在接受治疗的事故幸存者王摇胜。他和当时也在现场、现在医院照顾他的几名工友回忆了那惊恐的一刻。
24日一早刚过7时，他们10多位工友就到达冷却塔内，进行零班与早班的交接。在他们头顶上方70多米的高处，搭建有施工平台，那里还有几十名工人。大概5分钟后，他们突然听到头顶上方有人大声喊叫，接着就看见上面的脚手架往下坠落，砸塌水塔和安全通道。在地面层工作的工人迅速往冷却塔外跑。短短十几分钟的时间内，整个施工平台完全坍塌下来。
“当时上下施工平台用的电梯一起坍塌了。除了地面层的工友，在上面的人全部坠落，被钢筋等材料压在下面。”王摇胜说。
从地面层成功逃生的工人王耀龙说，地面层的工人除了两人轻伤外都安全逃生，他们主要来自甘肃天水市。

项目总投资76.7亿元
据宜春市政府官方微博“宜春发布”此前发布的消息，赣能丰城电厂三期扩建项目开工将建设2×100万千瓦等级超超临界二次再热燃煤机组，并同步配套建设烟气脱硫设施、烟气脱硝装置和静电除尘等环保设施。
此次施工过程发生事故的冷却塔项目，是江西省最大双曲线型冷却塔，是江西省重点工程。今年4月11日，“宜春发布”称，省内最大的双曲线型冷却塔——丰电三期冷却塔开建，拟建成两座高168米、直径135米的双曲线型自然通风冷却塔。冷却塔是使冷却器排出的热水在其中冷却后重复使用，建成后将节约大量水资源，对防止赣江水干涸、维护当地生态平衡具有重要意义。
今年6月，江西赣能丰电三期扩建工程建设由土建施工进入安装阶段。“宜春发布”官微，丰电三期扩建项目位于丰城市西面石上村铜鼓山，总投资额76.7亿元，拟建2台100万千瓦超超临界燃煤机组。两台机组计划于2017年年底、2018年年初分别投产发电，年预计发电量将达100亿千瓦时。
