山西12处古建筑壁画被盗

　　新京报讯 （记者李玉坤）近日，有网友称近年来山西多处古建筑壁画被盗，目前可确定的有十二处，其中平遥县境内有三处被盗。记者昨日从平遥县公安局了解到，目前警方已经立案侦查，尚不能确定三起文物盗窃案是否同一个团伙所为。国家文物局相关工作人员表示，已经看到相关信息，正在研究方案。

　　文保志愿者称壁画连续被盗

　　据媒体此前报道，山西介休市中国重点文物保护单位源神庙东侧影壁琉璃二龙戏珠壁心被盗，壁心被整个切下，作案手法专业，引发社会关注。

　　唐大华称，他们在2014年曾做过山西乡村古壁画调查，因此多能找到失窃前的资料图片。据他的统计，目前已有十二处古壁画被盗，失窃时间多在2015年以后，被盗的古壁画大多无人看管。“盗取壁画是很难，需要比较长的时间才能完成，因此只要有人看守，盗窃者就会考虑风险。”唐大华说。

　　被盗壁画缺乏专门看护

　　据唐大华介绍，平遥县西良鹤村龙天庙1982年被列为平遥县级文物保护单位。然而此前一直荒废，殿宇坍塌损毁，壁画面临毁掉。2014年龙天庙终于得以修缮，2015年完工。但是最近壁画不幸被盗。

　　西良鹤村村支书闫银喜跟记者说，龙天庙曾在明清时期修缮过，庙中有文物保护价值的主要是壁画，另外庙中还有一棵千年老楸树。

　　此前，西良鹤村一直组织村民白天看护该寺庙，但是晚上没有人专门看护，因为村里没钱，曾找过县文物局，文物局说没有这份开支。

　　“10月4日晚，十块壁画被盗，第二天上午9点发现后，马上报了警。当天公安局刑警队下来一趟。后来，我找了他们两次也没有答复。”闫银喜昨日跟记者说，“壁画丢了以后，县文物局也来过一次。我又和他们说，但也是没有答复。现在我暂时垫钱让人白天晚上都看护，怕把殿内的东西也丟了。”

　　“我当村支书快三十年了，一直保护着，丟了以后我又心疼又气愤，但又没有办法。”闫银喜痛心地说。

　　国家文物局专家：“无保”单位也是文物

　　据了解，目前确认被盗的十二处壁画中，有两处是市级文物保护单位，其余多为县级文物保护单位或者未列入文物保护单位（以下简称“无保”单位）的文物。

　　山西省文物局表示，文物保护实行“属地管理、分级负责”，县级文保单位或“无保”单位由县级政府负责保护。山西省文物局已经派人到壁画被盗地区督促县级政府对壁画进行保护，并配合公安尽快破案。

　　国家文物局特聘专家付清远说，国家文物局在进行第三次文物普查时，所有无保单位也都列入普查，即未列入文物保护单位的不可移动文物，其性质还是文物。对于文物的保护，文物保护法有明文规定，文物是哪一级的，就由哪一级专家主持保护工作，国家文物局负责督促。保护工作包括工程保护、管理保护，所需经费纳入国家财政预算。

　　此外，针对介休壁心被盗案件，平遥县文物局向各文保单位发出通知称，在全县开展冬季文物安全大检查，排查范围是各级文保单位，重点排查建立机构编制的国家级重点文保单位。

　　山西省文物局工作人员说，为了解决资金不足问题，山西在探索借助社会力量进行保护。省文物局出台了山西省社会力量参与古建筑保护利用暂行办法，想要调动社会力量来参与，加强市县级和“无保”文物的保护。
