　　江西宜春市丰城发电厂三期在建项目发生冷却塔施工平台坍塌特别重大事故。截至24日22时，确认事故现场74人死亡，2人受伤。事故发生后，正在国外访问的中共中央总书记、国家主席、中央军委主席习近平立即作出重要指示，要求江西省和有关部门组织力量做好救援救治、善后处置等工作，尽快查明原因，深刻汲取教训，严肃追究责任。

　　中共中央政治局常委、中国国务院总理李克强作出批示，要求争分夺秒抢救被困人员，全力以赴救治伤员，尽最大努力减少伤亡。防止此类重特大事故再次发生。

　　事发 施工平台倒塌 致74死2伤

　　11月24日7点40分左右，江西省宜春丰城电厂三期扩建工程D标段冷却塔平桥吊突然发生倒塌，造成上面模板混凝土通道坍塌。事故发生时，施工单位正在进行零点班和早班交接。截至北青报记者发稿，记者从现场救援指挥部获悉，确认事故现场74人死亡，2人受伤。

　　目前，工作人员已核对确认了68名遇难者身份信息。确认身份的遇难者年龄最小的23岁，最大的53岁。当地政府正在全力做好遇难者家属接待、安抚工作。

　　昨天下午6点，江西省召开丰城电厂“11·24”事故新闻发布会。事故救援指挥部总指挥长、江西省副省长李贻煌通报称，发生事故的冷却塔高度145米，目前已施工完成70多米高。发布会称，11月24日7时40分许，江西省宜春丰城电厂三期扩建工程D标段冷却塔平桥吊倒塌，造成上面模板混凝土通道坍塌。

　　幸存者：十几分钟平台全坍塌

　　“不知道发生了什么，我逃出来以后就吓傻了。”记者在丰城市人民医院见到了目前在接受治疗的事故幸存者王摇胜。他和当时也在现场、现在医院照顾他的几名工友回忆了那惊恐的一刻。

　　24日一早刚过7时，他们10多位工友就到达冷却塔内，进行零班与早班的交接。在他们头顶上方70多米的高处，搭建有施工平台，那里还有几十名工人。大概五分钟后，他们突然听到头顶上方有人大声喊叫，接着就看见上面的脚手架往下坠落，砸塌水塔和安全通道。在地面层工作的工人迅速往冷却塔外跑。短短十几分钟的时间内，整个施工平台完全坍塌下来。

　　“当时上下施工平台用的电梯，一起坍塌了。除了地面层的工友，在上面的人全部坠落，被钢筋等材料压在下面。”王摇胜说。

　　从地面层成功逃生的工人王耀龙说，地面层的工人除了两人轻伤外都安全逃生，他们主要来自甘肃天水市。

　　据现场目击者称，坍塌施工平台目测高度至少20层楼高。

　　救援

　　江西消防总队调集无人机救援

　　据武警江西消防总队总队长房凌春介绍，消防部门启动了跨区域应急救援增援预案，一次性调集宜春、南昌、新余、吉安四个消防支队以及总队全勤指挥部共277名消防指战员、43辆消防执勤车、10条消防搜救犬、12台生命探测仪、2架消防无人机参加现场救援。

　　公开资料显示，此次发生事故的电厂位于丰城市西面石上村铜鼓山，厂区距丰城市区8公里，距南昌市约60公里，南临赣江约0.5公里，东距丰高公路约0.6公里，北距丰城水泥厂2.8公里。

　　江西丰城电厂是由江西省投资公司、中国国电集团分别按55%、45%股份比例组建的有限责任公司。江西丰城电厂三期扩建工程由江西赣能股份有限公司出资建设,是江西省电力建设重点工程。

　　在昨天晚上的新闻发布会上，当地通报称，丰城电厂三期扩建工程2015年12月28日开工，其中冷却塔项目今年4月开工。

　　伤亡人员均来自河北亿能公司

　　据介绍，河北亿能烟塔工程有限公司是专业从事冷却塔、烟囱、环保工程建设施工及项目改造的一家公司。

　　冷却塔与烟囱施工项目的工程部工程师廖辉寿介绍说，冷却塔是双曲线建设工程，属于复杂的建筑种类。冷却塔外壁薄，施工平台跟随施工进度抬升。发生事故时，冷却塔已建设到70多米。

　　北青报记者查询工商信息发现，河北亿能烟塔工程有限公司注册于2003年10月29日，注册资本1亿元人民币。其经营范围包括烟塔工程、冷却塔材料销售等。昨天北青报记者多次致电该公司董事长张运平，但显示已关机，该公司电话也始终无人接听。

　　此次事故中所有伤亡人员均来自该公司，部分工人来自河北成安县，死亡工人集中在河北省成安县李家疃镇白范疃村、抹疃村这两个村。事故发生之后，成安县已经紧急成立两个事故处置部，奔赴现场处置后续工作，成安县当地也正在紧急统计死伤工人的详细情况。

　　公开资料显示，河北亿能多次获得业主和主管部门颁发的《优秀承包商证书》、《优质工程证书》等荣誉。今年7月，河北亿能烟塔公司持有的商标“亿能烟塔”被认定为河北著名商标。此外，该公司承建的河北国华定州电厂8500平米冷却塔、河南沁北电厂8500平米冷却塔工程获得国内建筑行业工程质量最高荣誉奖“鲁班奖”。

　　但是，公开资料显示，河北亿能烟塔工程公司承建的项目近年也曾发生过数起工人死伤的安全事故。

　　2012年6月8日，中国能源建设集团所属湖南火电建设公司分包单位河北亿能烟塔工程公司在云南威信县煤电一体化项目冷却塔施工中，脚手架坍塌，造成7人坠落死亡。

　　2011年5月23日，山东茌平县一在建电厂突发事故，据有关部门通报，茌平郝集电厂建设工地工程由河北亿能烟塔工程有限公司承建，当天上午9点半发生钢内筒气囊漏气事故，造成5名施工人员受伤，1名工人因伤势过重抢救无效死亡。

　　2009年4月14日，位于南沙区广州南沙黄阁热电厂二期冷却塔建设工地，由河北亿能烟塔有限公司承建，在冷却塔施工现场，由于汽车吊在后退过程中碰撞到一作业平台的支撑柱，导致该作业平台倒塌，平台上工人张某、刘某2人被倒下平台砸死，另1名工人受伤。
