媒体：新加坡给台湾运军火 结果在香港被扣下了
香港，一个“星光”灿烂的夜晚。
所言何事？是今天中国外交部例行发布会上记者的一个问题：“香港海关昨天查扣了1艘从台湾开往新加坡的货船，船上载有装甲车。新加坡和台湾长期保持军事关系。香港海关此举是否根据内地授意？中方是否以此表达对新加坡同台湾保持军事关系的不满？”
台湾和新加坡间往来运军火，却在香港被扣下了——这事儿有点儿意思。
诡异
作为一个最好青春年华在军营中渡过的人，昨天看到这则消息时，岛叔闭着眼睛也想得到，一定会有人急吼吼的跑来认领这9辆性能颇为不错的Terrex装甲车，而且肯定不是别人，就是我们的邻居“星家坡”。
果不其然，新加坡的中国国防部和台湾地区的“中国国防部”几乎异口同声地出来表示，这批装甲车是前往台湾地区进行训练的新加坡部队装备，神知道转运途中出了什么乱子，卸在了香港。
作为重要的贸易自由港，原则上，各种货物在香港来回转运都是自由自在的，只是后来因为反对军火黑市贸易的需要，才专门对于战略物品实行管制。
初步调查显示，有关装甲车理应装载于船上，而按香港法例，有关货物若不“落地”就不需申报，但不知为何，装甲车抵港后被船上人员卸货至岸上，由于已“落地”，就要受相关法例规管。若装甲车仍可运作甚至带有军备，即属战略物资。
目前，香港法例第60章《进出口条例》规定，进出口、转口、经香港特区转运的战略物品，必须取得工业贸易署署长签发的许可证。任何人如非根据并按照进口或出口许可证的规定而进口或出口任何战略物品，即属犯罪，可处以下罚则：经简易程序定罪，最高可处罚款50万港元及监禁两年；经公诉程序定罪，最高可处无限额的罚款及监禁七年；以及，所有被搜获的违法战略物品，都会被强制充公。
其实，违反这种香港法律的事情，也并不罕见。2015年，香港海关就一共侦办了62宗此类案件，涉及罚款港币360万元。不过，香港《南华早报》昨天引述政府消息人士说，这可能是香港海关20年来扣查的最大一批战略物资。
当然了，既往案例中许多也跟这次一样，因为种种阴差阳错，闹出不大不小的风波。岛叔觉得最牛的一次是十年前，一个美国收藏家从乌克兰买了一架没装发动机的米格29战机（赞，岛叔也想，奈何家里没地方），结果也是因为违反相关法律被查办。
不过，话又说回来，在新、台两方的表态中会发现一个问题：按照他们的说法，为什么新加坡的部队会跑到台湾去训练？
星光
其实，这事儿已经很久很久了——有媒体就披露称，早年李光耀和蒋经国之间曾经秘密签署了代号为“星光计划”的军事交流合作协议，至今已达40年之久。而承担这项合作的新加坡部队，代号就是“星光部队”。
新加坡地理位置重要，周围马来、印尼两大强国环伺，因此采取了拥兵自固的防卫政策。
作为一个人口540多万、国土面积719平方公里的城市国家，新加坡的武装部队称得上“庞大”——现役6万余人、预备役20万人，装备160辆坦克和上百架固定翼飞机（除了大名鼎鼎的F16战斗机和E2C预警机，其中还有若干架加油机，恐怕还是只有神知道干啥用）……
如果中国按照同样的人口比例配备部队，解放军得有1450万人；若是按照国土面积，这个数字就更得大的吓人了。
不过，兵虽然有了，武器也很精良了，奈何国土面积实在太小，刚刚勉强够一个陆军师级部队展开的（新加坡倒是有6个师，岛叔没看过新加坡部队的演习啥样子，请各位自行脑补），空军飞行员一起飞，就得小心不要去了邻国。所以，新加坡也会派部队去美国、澳大利亚等国借一块地搞搞训练什么的。
当然了，如果只是“拥兵自固”，也可以人畜无害，比如瑞士那样。但新加坡还不放心，所以，他的第二条防卫政策就是“找靠山”，除了大靠山美国必须被邀请前来部署点没事到南海宣示一下“航行自由”的濒海战斗舰和侦察机什么的，也还从以色列弄点军事技术。
如果仅仅是找靠山，这原本也不关我们什么事。可是前面说到的“星光部队”就不同了。

新加坡跟中国建交是1990年的事情，在东南亚也是最后一个。双方都不讳言，这是因为时任新加坡总统李光耀意识形态上对中国防备甚重、而更亲近台湾的缘故。
跟中国建交之前，新加坡与台湾当局保持着密切的联系，能够搞出来“星光部队”不算稀奇。可是中新建交之后，新加坡仍然在继续这个“星光计划”就有点过分了。今天中国外交部新闻发言人就此事表态时就称，“中国政府一贯坚决反对我建交国与台湾地区开展任何形式的官方往来，包括军事交流与合作”。
话说到这里，其实一切都很明了。新加坡之所以坚持跟台湾继续“星光计划”的目的，就跟把樟宜海军基地借给美国来南海晃荡是一样的——试图通过种种手段对中国进行“制衡”。
换句话说，新台之间的军事合作，也并非是“借一块地用来训练”那么简单。
因为种种环境制约，台湾从国际上获得先进武器存在着不小的困难，也没有多少机会进行国际性军事交流和观摩。而正是新加坡陆军，曾经出动一个整装旅参与了台湾方面举行的实战演习，从而为台湾军队接触来自先进国家的军事战术技能提供了桥梁。
当然，新加坡做的还不仅于此。单说这次在香港亮相的Terrex装甲车，其实就跟台湾自行生产的“云豹”装甲车高度同源。结合以前媒体披露的消息，可以推测，新加坡曾经将自己的战机运抵台湾，与台空军共同训练使用，还曾经帮助台军改进飞机，甚至可能存在为其从西方国家代购先进武器的行为。
这，显然已经超过了所谓“制衡”，而是直接损害了中国的利益。满天星光可以是美丽浪漫之夜的成分，可是这种恼人的“星光”如果总是挥之不去，就会成为一个亟待解决的问题。
中国目前正在致力于“和平崛起”，因此对于“武力”从来都是慎言之。这起案件发生在香港特区这一法治社会，肯定会按照香港的法律依章办事；但是中国肯定也不可能总是坐视某些国家这种“暗度陈仓”式的挖墙脚行为。
毕竟，作为一个有相当实力和影响力的国家，中国如果想就此作出反应，方式可以是多种多样的。即便是最平和的手段，在中国巨大的体量之下，所产生的效果，也一定是某些国家会感受到的“不可承受之重”。
