　　一位参与蹲守的志愿者曾向记者透露，嫌疑人收购这批候鸟大概仅用了一个半月，警方查获的贩鸟账单显示，这批候鸟来自平乐当地及其周边县。记者在平乐县走访数日，受访的村民都表示，有人在八九月份农闲时捕鸟然后贩卖给收鸟的，更有鸟贩直接开车到村里去收购。

　　平乐县林业局主管执法的副局长黄文坦言，以往在排查行动上力度不够，“以前我们忽视了农村的偏远地带，今后将加大对这些地方的排查力度”。

　　“必要时也可异地调警”

　　此案源于护鸟志愿者的举报，一名参与蹲守取证的志愿者房飞（化名）向记者介绍了事情的经过。

　　他说，经过一个多月的暗访调查，他和另外的志愿者锁定了数个储藏收购野生动物的窝点，并于11月16日凌晨向广西林业厅举报。

　　出于安全等方面的考虑，他要求必须桂林市森林公安局来人，而自治区森林公安局刑警队的一位黄姓政委当即表态，“必要时也可异地调警”。

　　房飞称赞了广西森林警方出警的迅速，他说，桂林市森林公安局局长马玉生亲自带队，于当天凌晨控制了三名嫌疑人，并查获了多个窝点，其中包括藏匿候鸟的两个窝点。

　　案发当天下午，记者探访了嫌疑人藏匿候鸟的一处窝点——一座位于平乐县同安镇平山村的废弃教学楼。

　　在教学楼的二楼，有三大间屋子的候鸟在盒子里扑腾着翅膀乱窜，由于数量太多，振翅的声音听得很清楚。后经当地林业局统计，这里藏匿了1.1万只候鸟。

　　在该案中，警方共查获活体候鸟35000只，其中栗鹀33000只，栗耳鹀2000只，均属国家“三有”保护动物。

　　广西林业厅野生动植物保护与自然保护区管理副处长张振球介绍，栗鹀和栗耳鹀属于草鸟，主要吃植物的种子，每年从西伯利亚和东北飞到广西桂北一带过冬，来年春天又会返回北方去繁殖。

　　案发当日，广西林业厅就连夜召集野生动物保护专家召开会议，商讨放飞候鸟的工作。

　　张振球参与了候鸟放飞的选址工作，他解释，“对于此次放飞，我们充分考虑到周边环境适不适合此类候鸟的食物来源、生存容量、疫源疫病传播预防。此外，考虑到鸟类放飞后有充足的时间寻找归宿点，我们选择了在中午以前放飞完毕。”

　　11月17日上午11点左右，记者在平乐县同安镇同安村委的蔗冲山坳处，见证了3000多只候鸟被成功放飞。在此放飞点，有三辆卡车的候鸟，平均每车有80盒左右。

　　3万多只候鸟分两日被放飞。张振球表示，放飞活动很成功，候鸟存活率可达90%。

　　警方：查获的只是冰山一角

　　案发次日，桂林市森林公安局局长马玉生表示，此案可能会牵出更多的人，为了不打草惊蛇，案件的进展细节不便向媒体公开。

　　志愿者房飞透露，经过他们的暗访跟踪，嫌疑人收购这批候鸟仅用了一个半月的时间。

　　另一名志愿者拍摄的嫌疑人账本显示，这批收购的候鸟来自桂林市的平乐、荔浦、恭城以及邻近的贺州市昭平等地。

　　短短一个半月的时间，就收购了3万多只候鸟，令人震惊。“查获的只是冰山一角，”梁青表示。

　　根据官方此前通告，嫌疑人藏匿活体候鸟的窝点共有两个，平乐县同安镇平山村的一座废弃教学楼和该镇甄山自然村的一处空地。另有位于县城的一处收购窝点，志愿者称系嫌疑人的一个收购点。

　　平山村的多位村民表示，只是听说废弃的教学楼二楼是储藏鸟的，至于是谁放那里的，鸟来自哪里并不清楚。

　　废弃教学楼的一楼是一家加工柿饼的作坊，作坊老板说，“大家各做各的生意，不是他们那个圈子的也不便打听人家的事儿”。

　　事发后，嫌疑人位于平乐县城月城街的窝点推拉门紧闭。记者注意到，与两旁销售板材和门窗的店铺不同，这家店铺外面并没有挂任何牌子。而据护鸟志愿者介绍，该窝点平时大门紧锁，有人来送鸟的时候才把门拉开半尺宽。

　　该窝点旁边经营板材和门窗的两名老板均表示，不认识收购候鸟的人，平时很少交流，只知道最近被抓了，“大概有四五年了吧，经常能看见有人来送鸟”。

　　而志愿者此前暗访期间拍摄的两张照片显示，曾有两名骑摩托车的男子，提着黑色的长方形鸟笼来这个窝点送鸟。

　　当地人：基本上每个村庄都有人捕鸟

　　平乐县出租车司机唐军（化名）告诉记者，“县城那个窝点好多年了，也没见公安去查过”。

　　唐军说，平乐基本上每个村庄都有人捕鸟。他还曾帮同村的捕鸟人运过鸟，“就是县城出事儿那个窝点，大概有几十只吧，接货的是一个女的，我也就是帮别人捎带，不多问”。

　　而该案事发当天，被警方控制的三名嫌疑人中就有一名女性，且是另一名嫌疑人的妻子。

　　唐军告诉记者，尤其是在平乐的桥亭乡和大发乡，打鸟的人多，“因为那里山多”。

　　桥亭乡和大发乡均离平乐县城大约20多公里，确如唐军所言，这两个乡镇山多，且连绵起伏，村户多依山而建，呈点状分布，少有聚集。

　　一到桥亭乡境内，道路蜿蜒于两山之间，一路鸟鸣，不时有成群的鸟儿从一座山飞到另一座山。

　　桥亭乡车洞村一位孔姓村民正忙着将收获的柿子做成柿饼，他告诉记者，现在村里的人都在忙着做柿饼卖钱，没有时间进山打猎。

　　不过他透露，每到八九月农闲时，村里确实总有三四个人到山上放网捕鸟，“最多的时候（一次）能网住上百只鸟，每一只两三块，能从鸟贩子那儿赚好几百呢”。

　　孔姓村民还表示，村子里谁捕鸟大家都知道，只是不对外说，政府也没管过。

　　唐军说，“你一大早去山里放个网，谁能看见？”他以前跟朋友一起也捕过鸟，只不过没有贩卖给鸟贩子，而是自己吃了，“烧烤或是煲粥”。

　　在大发乡四冲村，一位王姓村民也向记者透露，村里有常年捕鸟的，但他拒绝透露具体都是谁。他还表示，偶尔会看到外面的车进村，“总是这辆车来，大家也就知道是来收购鸟的了”。

　　林业局：以前排查忽视了农村的偏远地带

　　梁青说，希望通过此案，联系熟悉候鸟的环保组织，制作些保护候鸟的宣传画册，发放到各个乡镇村庄。他坦言，无论是当地的林业局还是森林公安局，对候鸟的一些认识还很欠缺，更不知如何有效地保护。

　　记者走访平乐县数个乡镇村庄，并未发现一张宣传保护野生动物的通告或是画册，竖在路边的多是森林防火和禁止滥砍滥伐的宣传牌。

　　据平乐县林业局副局长唐玉冬介绍，以往的宣传主要是通过电视台发布保护候鸟的通告，“我们目前正着手印发候鸟保护的宣传单，准备发放到各大中小学校，让学生带回家”。

　　平乐县林业局主管执法的副局长黄文告诉记者，“我们已经和工商局开展联合执法行动，到农贸市场和饭店排查贩卖、销售野生动物的现象”，他介绍道，在沙子镇的市场查获了野生蛇，对捕猎者已经做出了处理。
