　　根据上海财经大学公共政策研究中心发布《2016年中国财政透明度报告》，31个省级政府财政透明度，只有宁夏和湖南两省份达到及格线。报告评估了和财政透明度相关的9个要素，其中平均分最高的是“被调查者态度”，80.87分，透明度最低的是“政府资产负债”，仅12.54分。

　　在整体透明度得分中，宁夏(65.53)和湖南(65.18)分获前两名。据统计，两地都是“逆袭”成功。去年两省份排名第23和27名。总分最低的是江苏，仅23.71分。与去年比，大多数省份得分提高，但山东、浙江、广西、海南、吉林、甘肃、河北和西藏透明度退步，得分下降。
