9月30日，中国中央银行发布《关于加强支付结算管理防范电信网络新型违法犯罪有关事项的通知》(以下简称“《通知》”)，就“加强账户实名制管理”、“加强转账管理”、“加强银行卡业务管理”等方面做出要求，针对主要面向电子支付的II类、III类账户规定了明确的交易消费限额，所涉新规将于12月1日起正式实施。

今日凌晨，支付宝官方微博发布《关于打击电信诈骗保障用户资金安全的公告》，为贯彻中国中央银行《通知》，对部分业务规则进行调整。

支付宝称，在支付账户管理方面，12月1日起，同一用户在支付宝只能开立一个Ⅲ类支付账户；新注册账户自注册之日起6个月内未发生交易，账户可能会被暂停使用，重新认证后可再次使用；如果多个账户对应同一手机号码，且不具有合理性，支付宝将对此类账户进行告知并清理。

在转账管理方面，12月1日起，使用支付宝账户转账时，单日转账笔数上限为100笔。单笔转账金额规定保持不变。

此外，根据《通知》要求，任何单位和个人不得在网上买卖POS机。支付宝将不再为销售POS机、刷卡器终端的商户提供收款服务。
