12月3日下午，上游新闻-重庆晨报记者从陕西横山县公安局了解到，针对网友刘彦君实名举报白界派出所民警殴打陷害自己一事，该局已经责成相关部门进行调查核实。
据当事人刘彦君介绍，早前自己与他人有债务纠纷，11月2日下午在调解此事的时候，横山白界派出所民警将自己强行带到派出所进行审讯，随后自己又被送到横山看守所关押了20天。期间，刘彦君曾遭到多名民警的殴打，导致鼻梁骨折和轻度脑萎缩。

今年34岁的刘彦君是陕西榆林人，1999年从部队复员后，刘彦君就一直在西安和榆林做着信贷和红酒代理的生意。2014年9月23日，刘彦君和榆林当地的一家4S店达成了一项价值20余万元的红酒生意。
“当初是4S店的岳经理以公司的名义和我签的字，不过后来岳经理调走了，新上任的经理一直都不认，钱也一分都没给我。”据刘彦君介绍，自己曾多次到4S店讨要这笔账，但每次都是不了了之。
上游新闻-重庆晨报记者从刘彦君提供的一份结算清单上看到，该4S店从刘彦君处买走了卡斯特格朗士赤霞珠干红和波尔多干红两款红酒共354瓶，价值20万零640元。
今年11月2日，刘彦君带着自己的弟弟和两个朋友，再次来到了4S店。“当天是上午到的4S店，大家态度都挺正常的，聊了30分钟，说下午2点会给我回话。然后，我们就出去找了个地方吃饭。”
据刘彦君回忆，当天中午12点54分，自己接到了一个电话。电话对面自称是白界派出所的民警杨文华，并表明有人报警称刘彦君强买强卖，要求刘彦君立刻到4S店说明情况。
“我挺纳闷的，按理说要报警也该是我报呀，怎么的也是别人欠我钱呀。所以，我就马上赶过去了。”刘彦君说，到了4S店之后，自己向警方出具了债务纠纷的相关材料，不过警方仍要求自己到派出所说明情况。“我本来是说要自己开车去派出所的，但是现场的民警不同意，他们非要把我往警车里面塞，期间我还和他们讲道理来着。”
一段拍摄于现场的视频显示，当时出警的民警和协警约有10个人，刘彦君两支胳膊分别被人架着，围在了最中间。期间，刘彦君不时的和民警讲着道理，称自己讨要欠款是有证据的，并且自己不是犯罪嫌疑人，不应该遭受这种待遇。不过，刘彦君还是被民警带走了。
被民警殴打2次，造成鼻骨骨折、脑萎缩

刘彦君称，自己在车里被打了十几分钟，后来就感到头晕、恶心，意识也出现了模糊。“到了派出所之后，他们直接把我关进了审讯室，并且铐在了审讯椅上。在这里，又有人用拳头对着我的脸打了好几下。”
“当时，我真的害怕了，我就说我不行了，要去看医生。然后有个民警就和我说，把笔录写完你就能去看病了。”不过令刘彦君没想到的是，录完笔录的时候，已经是晚上10点多了，而且民警并没有释放自己，而是把自己带到了横山县看守所。
“他们没有和我说原因，就直接把我送过去了，中间我头疼得不像话，还是我自己提出的去医院做体检的请求。”刘彦君称，自己被送到了横山县人民医院后，派出所负责押送自己的民警还曾阻拦自己做CT项目的检查。“最后就只做了一个血常规和鼻子的X光，他们说我没事，就把我关起来了。”
被关了20天后，警方解除了拘留，刘彦君才重获自由。
“警方什么都没有给我出示，我被关期间，只给我弟弟打了个电话。后来我从看守所出来，也只是签了一个解除拘留的单子，但最后单子也没给我。”11月22日从看守所出来的当天，刘彦君先是在家人的陪同下到横山县公安局纪检委进行了投诉后，才赶到横山县人民医院对自己的伤情进行了诊断。
在11月25日，横山县人民医院出具的诊断证明书上显示，刘彦君鼻骨骨折、脑萎缩，需要住院治疗。
另一份榆林市第二医院11月29日的医学影像报告单上也显示，刘彦君轻度脑萎缩，左鼻部有阴影，且双侧脑室旁脑白质及半卵圆中心脱髓鞘改变。

警方成立调查组核实此事
“我觉得我无故被关看守所，期间还遭到民警的殴打，他们需要给我一个说法。”刘彦君称，自己曾先后到横山县公安局找过局领导反映情况。“11月24日，是李副局长接见的我，说要给领导汇报。后来12月1日，是杨局长见的我。但是都没明确要给我个说法。”
12月2日，刘彦君又到了榆林市公安局和榆林市检察院反映了自己的情况。“他们问我有没有关押我的裁定书，我说我没有，他们说那这种情况可能提复议还困难。”
随后，刘彦君将自己的遭遇发布到了网上，并实名举报白界派出所所长常在斌、民警杨文华和康小军等人。
12月4日下午7点，陕西榆林横山县公安局通过其官方微博发布消息称，近日，一自称是公安边防部队复转军人的刘彦君实名举报白界派出所民警无故用铁棍加拳头殴打他的头部和面部，致其鼻骨骨折、大脑萎缩，且为了掩盖犯罪事实，担心伤情事实被暴露，捏造虚假是非将其关进横山看守所行政拘留了20天。
接到举报后，横山县公安局立即责成纪检、法制部门就举报情况进行调查核实，调查结果将会第一时间向社会公布。
