　　昨天早些时候，黑龙江省七台河市“11·29”煤矿瓦斯爆炸事故中的21名被困矿工遗体已经升井，1名被困矿工下落不明，4名犯罪嫌疑人被刑事拘留。中国国务院安委会办公室通报称，该矿属于违法违规组织生产，采矿许可证和安全许可证均已过期，作业人员也未经培训入井作业。

　　四名犯罪嫌疑人被刑拘

　　记者3日从黑龙江省七台河市“11·29”煤矿事故抢险指挥部获悉，事故中的21名被困矿工遗体已经升井，1名被困矿工下落不明，4名犯罪嫌疑人被刑事拘留。

　　11月29日，黑龙江省七台河市景有煤矿发生事故，22人被困井下。经抢险救援队持续搜救，被困22名矿工现已找到21名，均已无生命体征，遗体已全部升井。另有1名被困矿工下落不明。

　　公安机关已依法对涉嫌重大责任事故的4名犯罪嫌疑人采取刑事拘留的强制措施。有关部门已组成事故调查组，开展事故原因调查，并将根据调查结果依法依规严厉追究相关人员责任。

　　根据中国国务院安委会办公室发布的通报，经初步分析，该矿违法违规组织生产：一是该矿采矿许可证于2016年8月24日过期，安全生产许可证于2014年11月3日过期，被黑龙江煤矿安监局于2016年9月5日依法注销；二是没有安装安全监控系统和人员位置监测系统；三是作业人员未经培训入井作业。

　　中国国务院安委会办公室2日通报称，进入四季度以来，部分地区接连发生多起煤矿较大以上事故，教训十分深刻，暴露出来的企业安全生产主体责任不落实、违法违规组织生产等问题非常突出，在一些地区和一些煤矿企业大量存在。

　　各地区、各有关部门、各煤矿企业要牢固树立发展决不能以牺牲安全为代价的红线意识，清醒认识当前煤矿安全生产面临的严峻复杂形势，深刻汲取事故教训，警钟长鸣，举一反三，切实加强和改进煤矿安全生产工作，坚决遏制重特大事故发生。
