日前，华西都市报记者在绵阳看守所见到了被羁押的杨军，这个20多岁的小伙子看上去很阳光，通过手语老师的现场交流，他讲述了自己从大学辍学后拐骗操纵聋哑人的犯罪经过。

聋哑大学生辍学，用QQ群组建扒窃团伙

10月12日，身着囚服的杨军在绵阳看守所里不停地用手语向记者比划，讲述自己这么多年的经历。据杨军介绍，他曾是重庆一所大学的聋哑学生，由于交际圈子小，怕以后找不到工作，就中途退学，回到成都开始了街头扒窃生涯。而杨军的体格健壮，在与他一起扒窃的残疾人中很有影响力，就被推荐为带头人。2014年，杨军和另一同伙、同样是聋哑人的杨宁以及正常人王强萌生出了组建团队行窃的想法。

为了壮大自己的团队，杨军等人用QQ群向群内的聋哑残疾人发布信息，说可以帮忙介绍工作，而且还可以通过这个群认识更多的残疾人，结识自己的伴侣。

杨军的女朋友薛玉就是通过QQ群认识的。2012年初，还未成年的薛玉抱着试一试的态度找到了杨军。刚开始时，由于薛玉年龄小，杨军团伙成员行窃时，薛玉就在外围打掩护，“我们小组每天能偷几百元，但都要交上去进行分配。”薛玉说，她当时做的贡献不大，挣的钱非常少。

后来薛玉成为杨军的女朋友，杨军就不再让她行窃，负责保管每天各个小团伙交上来的钱。据薛玉介绍，和杨军成为男女朋友后，杨军就带她开着车四处旅游，还给她买了不少貂皮大衣、LV包包等奢侈品。

找工作、找伴侣，这些诱人的信息，让不少聋哑人聚焦了起来，加入了杨军等人的团伙。“我们在邀约这些残疾人时，都是先给他们出车票，等他们满意了再给他们‘工作’。”杨军用手语比划说。

统一租房管理“业绩”好的派到外省

将这些聋哑残疾人骗到一起后，杨军就将他们的身份证、残疾证搜走，为他们统一租房，统一管理，并进行培训。培训完成后，就将这些人员派到车站、广场等密集型场所行窃，并按“业绩”进行利润分成。

今年21岁的赵丽，也是这个团伙的成员之一，陕西人，在老家结婚还生了一个健康的宝宝。几年前，在家无事可做的赵丽听朋友介绍，加入到这个犯罪团伙，负责外围掩护。而她的上级高成则是杨军派到外地的负责人。今年年初，赵丽的儿子生病住院，父母通过微信告诉她孩子生病的事，让她赶紧回家看望孩子。

赵丽就把回家的想法告诉了她的负责人高成，但团伙中的另一成员胡子拒绝将身份证以及残疾证还给赵丽。“没有这些东西，连回家买车票都没法。”

赵丽几次哀求，才拿到自己的证件。回家看望孩子、父母后，她身上的钱很快用完，又再次进入扒窃团伙。今年9月，当她与团伙成员在江苏常州市作案时，被当地警方抓获。

据赵丽介绍，像她这样的一线人员，时常会受到上面人的威胁，当遇到业绩不理想时，吃不上一顿饱饭。对于想要逃跑的聋哑人，团伙骨干会用暴力威胁殴打。“他们常常会比划割喉等动作，来威胁不听话的聋哑人。”赵丽说，比起身体上的创伤，被骗入伙的聋哑人心理上的伤害尤为严重。

被押解到绵阳看守所，面对警方的审讯时，赵丽不住地流泪。她用手比划着说，她想她的孩子、想她的父母，如果能回到过去，她再也不干扒窃的事了。

收网开始后，抓捕组发现这些人由于受过各种培训，具有很强的反侦查能力。“一旦发觉有一点异常，他们就会立刻转移，支队里很多老民警都被他们发现过好几次。”绵阳市公安局刑侦支队民警陈飞虎说。

作为团伙老大的杨军，此时也作好了逃跑准备。10月7日，当杨军等人将LV手包等昂贵物品打包，准备逃离时，被专案抓捕小组挡获。在杨军的出租屋内，民警搜出了LV手包、貂皮大衣等物品，以及准备逃离的汽车工具。

公安机关在前期的摸排调查中发现，该团伙内部组织严密、分工明确，从上到下实行专人负责、层层管理。“团伙等级明确，团伙头目可以坐飞机、高铁，其他人只能坐火车出行。聋哑人每天盗窃所得都会被团伙骨干和头目收走，他们一分钱也不能留。”绵阳市刑侦支队政委王万涛说。

华西都市报：你为何会从行窃发展到拐骗操纵聋哑人违法犯罪？

杨军：我是一名聋哑残疾人，平时和正常人交流很少，而且聋哑人的手语外人也看不懂。正是这些原因，让我认为自己会被社会淘汰，最后走上了扒窃之路。在行窃过程中，时常会遇到被打，被正常人歧视，加上自己在圈内的名气变大，就开始干起了招募聋哑残疾人行窃的勾当。

华西都市报：你是一名残疾人，你招募来的也是残疾人，你为何还要盘剥他们？

杨军：我们要给他们租房子，要给他们办培训，这些都需要钱。因此，他们每次行窃后，我们都会要求他们上缴一定的比例。

华西都市报：残疾人值得同情，你却把他们作为揽财的工具，你这样做，心里有过愧疚吗？

杨军：经过这几天的反省，我也认识到自己的错误。残疾人群体，需要社会各界的关怀，而我在他们最需要关怀的时候，却把他们带上了一条歪路。这次他们得到解救，希望他们能走出阴影。
