　　也有专家表示，日本亦想通过将中国从特惠关税待遇除名来弥补国内财政赤字。日本财务省此前曾表示，2015年，日本从50个享受发展中国家特惠关税国家的进口额高达约1.32兆日元，其中中国占60%以上。日本每年在特惠关税方面的损失达330亿日元，而上述五国就占了300亿日元。

　　程城则表示，日本将中国从特惠税待遇名单中除名，和不承认中国市场经济地位完全是两码事。中国和日本美在三角博弈中，日本是处于劣势的，中国和美国之间的贸易粘性包括互补性，要比日本强很多。日本只有采取不公平的贸易手段来挟制中国，从而获得主动性。

　　专家：日本与欧美保持一致属无稽之谈

　　据了解，中国的“非市场经济地位”问题源于2001年加入WTO时签订的《入世议定书》。议定书第15条规定：“在针对来自中国的产品发起反倾销调查时，并不自动用中中国国产品国内价格作比对价格，而是选择第三中国国产品价格，即替代国价格作对比价格，这种待遇保持15年。”

　　12月11日，中国加入WTO将满15年，按照入会协议，世贸组织应当如约给予中国市场经济地位。

　　中国外交部此前就中国市场经济地位问题表示，中国政府始终坚持以市场为导向的改革，不断完善社会主义市场经济体制，致力于营造更规范、更稳定的市场经济环境。中国在发展市场经济方面取得的成就也是举世公认的。

　　值得注意的是，据日本共同社报道，日本经济产业省在宣布决定继续不承认中国是“市场经济国家”后，还声称，“日本担心中国的廉价商品大量涌入，与持同样方针的美国与欧盟统一了步调。”

　　程诚在接受记者采访时表示：“日本声称不承认中国的市场经济地位是与美国和欧洲保持一致，我认为是无稽之谈。”

　　“首先，美国只说过中国是货币操纵国，但并没有明确表示不承认中国的市场经济地位。其次，中国是欧盟第二大贸易伙伴，但欧洲官方并没有说过否定中国的市场经济地位，只是欧洲工商界的某些企业，可能持有反对的意见。只有日本是以官方的形式来否认中国市场经济地位，这一点需要明确。”程诚说道。

　　人民大学重阳金融研究院研究员卞永祖在接受媒体采访时曾表示，日本以及欧美抱有这样的态度，主要有两个方面的原因：

　　一是近些年全球经济复苏乏力，发达国家的经济状况不是很乐观，他们在一些行业、领域内的竞争优势远远不如中国。

　　其次，英国脱离欧盟和美国大选等事件的发生令欧美国家的社会思潮出现了一些变化，民粹主义有所抬头，一些反华的声音也陆续出现。

　　程诚告诉记者，国际上对于什么是市场经济并没有明确的概念的界定。中国人民币加入SDR，成为世界五大货币之一。再者，从中国在国际经贸发展的地位来看，中国的市场经济地位不需要别人来判断。

　　白明也表示：“日本提出这样的言论，我并不觉得惊讶。首先，日本劳动要素成本高，能源短缺，自身的国际竞争优势并不明显。另一方面，中国与美国以及欧洲的经贸发展处于平稳发展的大趋势。在特朗普就任总统之际，在中国入市即将15周年之际，日本搞出一些小动作，并不会影响到中国在国际经贸发展当中的格局。”
