32小时找回2岁失踪女孩
时间回到今年5月13日下午，河北衡水火车站。
长距离的火车旅行，让吉斯么吃作的父母疲惫不堪睡着了。醒来时，女儿已不知去向。他们向当地公安机关报警。

那一天，韩旭杰正要去参加“团圆”系统的开启发布会，73岁的母亲在家为他准备早饭，忽然间，客厅的电视机里传出这样一则新闻：“在河北衡水被拐的彝族女童吉斯么吃作找到了。”

韩旭杰母亲的兴奋，源于他一岁时被拐后获救的经历。这件事，即使如今他做“团圆”系统，也鲜少与人提及。也许是冥冥之中，老天让韩旭杰设计了这款打击拐卖系统。
韩旭杰出生于河南省驻马店正阳县，1977年，母亲因打青霉素过敏，躺在床上动弹不得，当时父亲在单位上班，家里只能让一岁多的小旭杰在地上乱爬。
一不小心，韩旭杰就爬到了院里玩耍。在屋子里待了许久，忽然听不见屋外孩子的声音，韩旭杰的母亲心慌了，她坚持着爬起来，到院里一看，韩旭杰不见了踪影。
“孩子肯定是丢了。”心急如焚的母亲，一路向周围的邻居打听。这时，一位罹患老年痴呆症、平时不怎么说话的老头，竟突然开口跟她说话，还用手比画：孩子被一个人抱走，往那边去了。
随后，闻讯赶来的韩旭杰父亲带着单位里的一群同事，顺着老人指点的方向跑去，“幸运的是，他们还真把我找到了，把人贩子和我堵在屋里，还从他身上搜到了一张第二天去武汉的车票。要是晚一天，我恐怕是再也找不回来了。”

韩旭杰也感到，若不是受限于落后的交通，他或许一辈子也见不着亲生父母了。
如今每次见面，韩旭杰的母亲都要问起“团圆”上面丢失孩子的下落，“我没有丢过孩子，我想，只有我母亲这样亲身经历的人，才会有那么深的感受。”
打击拐卖刑警最怕假“随手拍”
“团圆”的开发缘起于去年的一次聊天。
当时，中国公安部的一位打击拐卖负责人在和阿里巴巴CRO（首席风险官）刘振飞偶然聊起，在打击拐卖方面，中国公安部一直缺乏内部协调的系统，希望建立一个互联网打击拐卖平台。
于是，刘振飞找到了公司安全部的资深程序员韩旭杰，希望他来组建技术团队，后来又有11个人加入到他的团队。
通过和中国公安部打击拐卖办工作人员的数次面谈，韩旭杰了解到，打击拐卖刑警以往一直被网上的疑似被拐儿童信息困扰，“以前大家转发‘随手拍’，发儿童丢失照片，但很大部分是假消息，浪费大量警力。”
在各地联动打击拐卖的过程里，信息滞后也曾是难题。“人贩子跨省转移小孩只需几小时，但传统办案，刑警录入丢失信息，先通过电话、传真，将信息上传到所在省的公安厅，经过信息核实，才能上传到中国公安部。中国公安部怀疑孩子被转移到哪个省，再将信息转移。信息传递效率就慢。”韩旭杰说。
“做这个系统是不算工时、不支付报酬的。后来我找同事时，也明确和他们说，实在要花钱的话，这钱我自己出也无所谓。”韩旭杰说。
打击拐卖非一朝一夕能完成
整个“团圆”系统，都是利用业余时间来做。有时周日凌晨才写完的代码，发到“团圆”群里，群里马上就有人响应。
尽管是“无私奉献”，但韩旭杰和同事卢一宁一直都很较真。起初中国公安部打击拐卖办的负责人仅是希望他们将打击拐卖信息录入系统，方便民警查询。但他们却不断提出合理化建议，仔细研究美国的安珀失踪儿童干预系统“安珀警戒”（注：在美国，97.7%的失踪儿童能被找回）。
如今，中国6000多名基层打击拐卖刑警，都在使用“团圆”系统，只要接到报案，核实清楚孩子的具体资料，民警就会在第一时间通过平台发布通知。
距孩子丢失地点附近数百公里内的普通人，也会通过智能手机中的高德地图、支付宝、淘宝、百度地图、新浪微博、QQ等14款国内高使用率的APP通知，收到失踪信息，协助警方发现破案线索。
和一线打击拐卖刑警的交流，让韩旭杰感触很深：“陕西有一户十分贫穷的人家，已经有6个儿子，一个女儿，竟然还要买一个男孩。这让我难以理解，也让我意识到，打击拐卖不是一朝一夕就能完成的。”

广州日报：“团圆”系统是如何运作的？
韩旭杰：6000多名基层一线的刑警发布丢失信息。所以半年内丢失的286个孩子，都是有名有姓的真实信息，不像以前，是普通人在网上发。
卢一宁：刑警接到报案后，核实相关信息，调取监控，获取孩子的照片，就会在“团圆”系统中输入孩子失踪的相关消息。随后，系统就开始和其他手机媒体平台对接，将这些信息通过APP发布出去。
比如在高德地图，距离孩子丢失时间1小时内，以孩子丢失地为中心，覆盖半径100公里；2小时内，覆盖半径为200公里；3小时内，覆盖半径为300公里；3小时以上的，覆盖半径为500公里。另外，结案说明也做到精准推送，当孩子找回时，能够让曾经收到失踪信息的人第一时间放心。
