在中国智能卡芯片占有率50%以上
陈伟鸿：刚才我在介绍今天的嘉宾是一位致力于打造中国芯的人，我相信很多人心中的答案可能还不是您，他们心中想的人当中，一定包括了这位——华为的任正非。
中国电子信息产业集团有限公司董事长、党组书记芮晓武：华为是一家非常优秀的企业。我们和华为是在不同的领域。我们更多的关注是涉及到国家安全和国民经济命脉的领域。比如居民身份证的芯片就是以我们为主打造的。比如一卡通、社保卡、银行卡、加油卡，全中国这些智能卡芯片我们大概占有50%以上的份额。还有就是大家伙了，计算机CPU。
中国电子为什么要做“中国芯”？
中国电子信息产业集团有限公司董事长、党组书记芮晓武：因为国有企业，特别是中央企业，一定要按照中央的要求，把资本向关系到国家安全和国民经济命脉领域里集中。这几年我们进口花外汇最多是芯片，去年是2300亿美元，更重要的是，一些国外的芯片不安全，有后门，影响到我们国家的安全。
中国工程院院士、中国网络空间安全协会理事长方滨兴：曾经，国外某一个品牌的认证芯片在检测过程中就发现多了一块，最后发现，认证的私钥可以直接读起来。银行卡里面的信息全世界只有你有，谁也读不出来，这才安全。但是那块芯片，只要拿个线在外面做个短接就能读出来，这就叫后门。
因为我们用的操作系统是别人的，有时候有些攻击你觉得不可思议。木马塞进来，但是怎么塞进来的不知道，而且还清不掉。什么原因呢？只有一个答案，就是整个系统有最底层的一些命令，通过你不知道的东西把它塞了进来，你想清都清不掉。如果用国外的东西，不用自己的，这种东西不可避免。
为什么不从第一天开始就依靠自己？
中国电子信息产业集团有限公司董事长、党组书记芮晓武：在我们没有认识到安全的时候，人家这个地基打得非常十分之牢，美国有八大金刚，每个企业都是巨无霸。从第一天他们就进来了，确实他们的技术领先、设备质量好，我们就用起来了。所以中国信息化在一开始就已经建立在别人地基上了。
要彻底改变过来需要时间，要持之以恒。十八大以后中央前所未有地高度重视这个问题，出台了一系列的政策。中国电子在历史上产业比较多，虽然不够强，反而成为某种优势，我们就自觉地当了这个领军人物。我们组织了400家企业做一个紧密合作，80%到90%是民营企业，大家合作这才有今天的一些成果。
