当地警方称，会同县委宣传部原副部长唐某某涉嫌与5名未成年少女发生性关系并猥亵2名未成年少女。7名涉案未成年女孩中，有三名辍学前曾在会同县第三中学就读。
作为涉事三名女孩曾经的校长，黎菊发在事件曝光后，12月9日选择向上级提出辞职。
黎菊发对记者说，三个孩子都是留守儿童，缺少家庭关爱。要避免类似问题，需要学校、社会、家庭共同努力，“只靠学校一方，解决不了问题。”

剥洋葱：辍学的几个孩子都多大？
黎菊发：初二左右吧。一个是去年初一时辍学，两个是今年初二时辍学。
记者：会同三中的辍学率是多少？
黎菊发：初中阶段在0.3%到0.5%左右，每年三四个人。我们会同的教育实际做得很好，辍学的不多。
剥洋葱：据你了解，这些学生为什么会辍学？
黎菊发：一个是学校管理太严了，他们感觉不舒服；还有就是厌学，学习学不进去；再加上社会上不良分子的引诱，觉得外面好玩。辍学生一部分是外出打工，还有一部分就是在家，在家具体做什么我们就很难掌握了。
剥洋葱：有网民说，义务教育阶段辍学，学校有责任。
黎菊发：我可以负责任地说，每一个辍学生，我们都做过努力。按规定，只要学生缺勤，老师就必须跟家长联系。对于辍学的，我们还要求老师进行家访。但教育不是学校一方的工作，学校、社会和家庭缺一不可。我们有时候找这些学生的家长谈话，家长也希望孩子好好学习，但管不住，后来也就只能辍学了。

黎菊发：都是留守儿童。一个是爷爷奶奶带，父亲不管，母亲不在家。还有一个，父母都在外面打工，也是爷爷奶奶带。

黎菊发：我觉得一个孩子的成长中，学校教育、社会教育和家庭教育都不可或缺。家庭教育尤为重要，我开家长会就常常跟家长们说，你们什么样孩子就什么样。这次涉事的一个孩子，本来老师能够感化她的，但是回到家，家长粗暴的教育下，还是被推到了社会上。
剥洋葱：为什么说家长粗暴的教育会把她推到社会上？
黎菊发：没有一个家长希望自己的孩子不学好，走歪路。但是他们的教育存在很大问题，有时候老师找家长后，家长的管教方式就是粗暴的打骂。特别是爷爷奶奶这辈的，骂起人来特别难听。他们在家里很难感受到关爱，而社会上有一些人，跟他们处兄弟姐妹，他们反而能得到被关爱的感觉，于是就和社会上的人一起了。
剥洋葱：媒体上经常会出现在校生被性侵的报道。你注意过吗？
黎菊发：看到过，在老师会上、班主任会上和学生会上，我还将一些案例作为教训讲出来。我们每个学期都有青春期教育课，向他们讲授生理上和心理上的知识。每个学期我们还有一到两堂法制教育课。
剥洋葱：社会上的一些不良事物向学校渗透，学校有哪些防范的措施？
黎菊发：有一些措施，在思想上，我们通过主题班会等形式，去引导学生树立正确的人生观、价值观，让他们明白读书的作用，启发他们对未来进行思考。同时我们也告诉他们，社会对未成年人来说还是比较复杂的，尽量不要和社会上的人进行交往。
剥洋葱：还有其他举措吗？
黎菊发：住读生学校还能管一下，但走读生就很难了，这三个辍学的都是走读生。对于社会上的闲杂人员，我们还能通过来访登记制度将他们挡在校园外。但学校也不是万能的，出了校园，社会上的东西我们就管不到了。比如社会不良文化制品，我们就很难管了，特别是网上的一些不良内容。我印象里网络兴起后，问题学生变得多了起来，所以我觉得不健康的网络文化对学生的影响是比较大的。
记者：你认为应该如何防范这类事件继续发生？
黎菊发：我认为，这需要学校、社会、家庭共同努力。学校认真负责，培养学生正确的人生观、价值观。同时社会上，要严厉打击违法犯罪现象，营造风清气正的环境。最重要的是家庭，家庭要给孩子关爱和必要的管教。只靠学校一方，解决不了问题。
