1968年9月，蒋永清出生于湖南省永州市，法学博士。2013年3月，因涉嫌严重违纪，蒋永清被湖南省纪委立案调查。2014年6月，蒋永清被开除党籍和公职。
2015年12月底，正当人们迎接新年到来时，蒋永清却在苦苦等待自己的一纸判决。12月29日，经湖南省高级人民法院终审，蒋永清因犯受贿罪、贪污罪被判处有期徒刑12年。

插手工程项目，连“合格学校”也不放过
翻开湖南省高院的刑事判决书，蒋永清插手最多是的工程项目建设，他在担任株洲县县长、醴陵市委书记期间，利用职务便利，在房地产开发、工程项目承揽等工作中，多次收受他人财物折合人民币共计970.634万元。
建设“合格学校”，是湖南省为加快城镇中小学配套建设而启动的一件利民惠民项目，对学校规划、装备乃至校园安全建设等都有一套严格的标准。不过，蒋永清却连“合格学校”也不放过，将这一项目当作“唐僧肉”，履职到哪儿“吃”到哪儿。
2009年，株洲县启动合格学校建设。某工程建筑公司老板为能从中承接工程，找当时担任县长职务的蒋永清帮忙。蒋永清向有关部门打招呼，该老板承接了7所中学的维修改建工程。同时，蒋永清积极运作和斡旋，还为另一建筑公司老板袁某承揽了运动场塑胶跑道建设。
2012年，醴陵市启动当年度农村合格学校建设。作为市委书记的蒋永清，又给该市相关部门打招呼，为建筑公司老板彭某顺利接手多所中学、小学的教学楼、宿舍楼、后勤楼和道路的改造维修工程创造条件。
此外，自2007年至2012年期间，蒋永清还为该建筑老板在土地竞拍等方面以及水利工程重建等招投标方面提供帮助，收受贿赂300万元以及价值13.6万元的玉器牛摆件一件。
按照蒋永清的说法，此时他内心的贪欲已经如同“一匹脱缰的野马”，肆意妄为，不顾后果。
2007年，在一次调解某水泥公司与当地百姓矛盾的工作中，商人王某与蒋永清结识。从2009年到2012年，蒋永清利用职务之便，在经营许可证办理、税收优惠、承揽业务等方面为王某提供帮助。
作为“回报”，王某分五次送给蒋永清各类礼品、礼金，包括5万元人民币的银行卡一张，价值1.85万元的铂金项链，38.6万元的金条，价值2.2万元的男式风衣，价值3.074万元的高档手表等。蒋永清均一一“笑纳”。
有时候，蒋永清替人办事后并不急着收钱，而是将“好处费”留在老板那里，并称“日后需要用钱再找你”。他自认为这些招数可以瞒天过海，然而却逃不过执纪人员的“火眼金睛”，最终还是作茧自缚，自欺欺人。

私人买画公款买单，“雅好”背后的勾当鄙俗不堪
蒋永清曾有过“两袖清风”的故事：他下乡或调研，坚持在食堂吃工作餐，还主动要求不摆水果。然而遗憾的是，面对百姓群众，他做的是一套，私底下又显露了另一副面貌。
蒋永清是一位学者型的官员，不但获得法学博士学位，还对字画收藏有很深的研究。
然而古人曾云：“夫好船者溺，好骑者堕，君子各以所好为祸。”爱好是一把双刃剑，既可以培育情操，提升修养，又可能会因此玩物丧志，被爱好所害。
为了自己收藏字画的一点“雅好”，蒋永清铤而走险，竟然怂恿他人用公款买单。
2008年初，中国南方地区发生冰灾。当年7月，某公司在株洲县租下基地用于农业开发。基地所在的村为争取5万元工作经费，向蒋永清打报告申请。2008年底，蒋永清想到自己买画时尚有20万元款项未支付，竟打起了“借下拨经费付款”的歪主意。
2009年1月，在蒋永清授意下，这份工作经费申请报告“如约而至”。不过经费申请不再是5万元了，而是提升到30万元，拨付的理由变成了“补助冰灾受损的养殖户种植户”，报告落款时间改为了冰灾后发生不久。然而让人啼笑皆非的是，该基地成立时间实际上是在冰灾之后。冰灾发生之时，该基地根本没有建立，养殖户种植户受损也就无从谈起。
很快，县财政部门将钱拨付至乡财政所。钱到账后，20万元被蒋永清用于支付字画欠款。
领导干部没有节制的爱好必然导致权力的异化、腐化。尝到公款买单的好处后，蒋永清“如法炮制”，在长沙选购10.8万元字画后，借株洲县湘江防洪景观道路工程的项目建设之际，将10万元拨款支付到辖区村，然后领款用于支付字画款。

早在2009年，蒋永清还是株洲县县长时，似乎开始深谙如何实现“权力变现”。
当年6月，刘某请蒋永清帮忙，为自己的亲戚周某安排工作。蒋永清大笔一挥，将周某安排进教育系统工作并入编。为感谢关照，刘某通过中间人送了10万元给蒋永清。
为掩盖受贿的事实，“精明”的蒋永清赶忙安排人送给刘某一幅名为“茹古涵今”书画作品，以作“两清”。随后蒋永清将这10万元用于购房。经鉴定，这幅“茹古涵今”书画作品价值为3000元。
一方面蒋永清为他人调动工作提供方便，一方面他又“运筹帷幄”，积极为自己开拓升官“捷径”：为讨好所谓的“关系人”，他愿意花200万购买卖不出去的字画。甚至还找所谓的风水大师“指点迷津”，花费巨额财物，结果上当受骗，竹篮打水一场空。
蒋永清在忏悔书中写道：“世界上没有无缘无故的爱与恨、没有免费的午餐、没有不透风的墙，没有后悔药可吃，这‘四个没有’的道理太深刻、太精辟。”这“滴血的教训”值得所有党员深思！
案例点评
当官发财两条道，当官就不要发财，发财就不要当官。党员领导干部要始终严格要求自己，把好权力关、美色关、金钱关，做到清清白白做人、干干净净做事、坦坦荡荡为官。

一、思想滑坡

没有约束的权力，让我的贪心就像一匹脱缰的野马。违规违纪违法行为主要发生在我担任负责人时。由于我平时对自身要求很不严，说的一套，做的一套，要求手下做到的，自己先违反，思想意识中总有特权因素，没有自我约束的习惯，在各种欲望和诱惑面前，是难以抵抗自拔的。在这方面，我有滴血的教训。
三、欲望熏心
我作为一名党员领导干部，没有抵抗得住来自方方面面、形形色色的金钱、美色等诱惑，成为欲望的奴隶，官欲熏心。从我成为公务员第一天开始，立志想做一名务实、干事、靠自己努力而发展的好干部。过去我提拔不快，对成长的问题总不去寻找自身原因，反而错误认为是自己没有去经营关系。慢慢地丢掉了过去扎实工作的好作风，一门心思找关系、走捷径，让所谓的上层关系和关键人物来打招呼。利用职务之便，为老板、他人谋利，收受钱物，满足疯狂的官欲；收受大量红包礼金、贵重物品，购房置业、违规做生意、大肆敛财，满足无限的贪欲。自己只能住一房，收受的大量字画、花瓶、烟酒、金银贵重物品，堆放在画室、会所、酒行，不都是一个符号？再多钱物，只能是罪恶的化身，犯罪的证据。作为公职人员和领导干部，正常待遇和收入完全可以过上一个稳定的生活，要知足常乐。我违反社会主义道德，生活作风变得腐化，与多名女性保持不正当男女关系，带给家庭的伤害和造成的社会影响是无法挽回的。
四、自以为是
官僚习气。我家长作风严重，民主集中制原则贯彻执行流于形式，一人说了算，把个人观点凌驾于集体组织之上，造成班子队伍松散，缺乏向心力和核心力，影响了工作，耽误了事业。
目无法纪。我虽是法学博士，可我平时长期放松对党纪国法的深入学习和实践运用，哪有不滑向犯罪深渊的？
侥幸作怪。人生许多失误和错误都是侥幸而成。最近几年来，组织和领导也多次向我提醒打招呼，希望我自警自省。但我失去了回头的机会，越滑越深。
世界上没有无缘无故的爱与恨、没有免费的午餐、没有不透风的墙，没有后悔药可吃，这“四个没有”的道理太深刻、太精辟。
我违规违纪违法问题十分严重，必将受到组织和法律的惩处惩罚。无论今后结局如何，我一定认真主动接受改造，彻底反省改过，珍惜机会、余生报恩！
