杭州一环卫站站长贪污300余万，挪用公款800余万
本报讯（记者 颜新文 通讯员 黄可人）近日，浙江省杭州市江干区检察院发布消息，该区丁兰街道城市管理办公室原副主任、环卫站原站长何福祥涉嫌滥用职权、贪污挪用公款一案，已侦查终结移送公诉部门审查起诉。此前，江干区纪委常委会决定，给予何福祥开除党籍处分。
何福祥工作经历丰富，曾经做过企业总会计，当过厂长，还当过村委会主任和村党支部书记。2002年3月，开始担任丁桥镇（现更名为丁兰街道）环卫站站长。用他自己的话说，“自己知难而进，为丁兰地区的城市化推进发挥了一定的作用。”然而，走上领导岗位后，面对金钱的诱惑，何福祥心理逐渐失衡，世界观、人生观、价值观发生蜕变，产生了做事谈价格、工作讲条件、服务论报酬的错误思想，将手中权力异化为牟取私利的工具。
2015年10月，江干区纪委收到关于何福祥违纪问题的信访举报，随即安排专人展开调查。随着调查的逐步深入，何福祥顶风违反中央八项规定精神、违规经商办企业、伪造个人档案以及涉嫌违反国家法律法规等行为浮出水面。
由于环卫工人流动性较大，环卫站工资发放对象并不固定。何福祥见其中有空子可钻，于是将歪主意打到了环卫工人的工资上。2007年4月，他指使环卫站出纳范某某虚构10名员工，虚列工资用于套现。范某某按照何福祥的指示，在制作环卫站工资表时，除真实员工工资表外，还编造虚假员工姓名制作了另一个假的工资表。为了套取更多的现金供自己使用，2008年5月，何福祥又让范某某在工资表上增加了6个假名字。
2008年，因工作需要，丁桥镇环卫站出资成立了杭州大强保洁有限公司，何福祥兼任法定代表人、总经理。他故技重施，指使公司出纳赵某某虚构18名员工，以虚列工资方式套取资金。
虽然大强保洁有限公司是国有企业，但何福祥俨然将自己当成了私企老板，经常与其他公司老板吃吃喝喝，“联络感情”。与那些出手阔绰的老板相比，何福祥越发觉得自己的收入少得可怜。
为充分利用自己在环卫领域的人脉资源牟取私利，何福祥想到了“自立门户”，违规经商办企业。他与人合资注册成立杭州永蓝绿化有限公司从事营利活动，根据出资比例占60%的股份。随后，他又以个人及其配偶的名义，注册成立杭州永兰物业管理有限公司从事经营活动，并担任公司的法定代表人。
然而，十八大后，随着正风反腐力度不断加大，何福祥渐渐感到了压力。2013年5月，想着自己即将退休，为安度晚年，防止东窗事发，何福祥便让范某某、赵某某停止造假套现。就这样，2007年到2013年间，何福祥共贪污环卫工人工资300余万元。此外，他还利用职务便利，挪用公款800余万元进行营利活动。
在严查违反中央八项规定精神问题，反“四风”的持续高压下，何福祥无视纪律要求，依旧我行我素。2015年6月，他带领丁兰街道会计徐某某、环卫站办公室主任沈某某等人赴桐庐县游玩。对于旅游花费，他觉得既然是组织员工放松，那么所有开支自然是由单位报销。但考虑到市里三令五申严禁公款旅游，他便想到了用参加会议的名义，在自己一手掌控的大强保洁有限公司报销，共计报销住宿费、餐费等3820元。此外，何福祥还存在违反组织纪律、生活纪律的行为。
面对调查人员的询问，何福祥一开始仍然觉得“付出与收入就得成正比，这些钱是自己这么多年付出应得的，组织未给，自己取之”。经过反复谈话教育，他才逐渐认识到了自己的错误。他在忏悔书中写道：“对不起家人，愧对组织的信任与培养。”
“当官发财两条道，当官就不能想着发财，发财就不要当官。”江干区纪委相关负责人表示，何福祥正是抱着既想当官又想发财的思想，千方百计运用手中权力牟取私利。然而，“伸手必被捉”，何福祥即便退休了，仍要受到党纪国法的严惩。
