本报16日讯（记者闫紫谦）16日，省十二届人大常委会第三十次会议审议通过了新修订的《黑龙江省食品安全条例》，省人大常委会召开新闻发布会，省人大法制委员会和省食药监局相关负责人对新修订的食品安全条例进行说明。新条例特别是针对我省特点，做出了依法禁止种植转基因粮食作物的规定：“本省行政区域内依法禁止种植转基因玉米、水稻、大豆等粮食作物，禁止非法生产、经营和为种植者提供转基因粮食作物种子，禁止非法生产、加工、销售、进境转基因或者含有转基因成分的食用农产品”。用法律手段保护龙江生态发展空间，促进龙江绿色食品产业发展。
据了解，我省食品安全条例制定于2012年，自施行以来，在保障人民群众饮食安全方面发挥了重要作用。
但我省食品安全形势不容乐观，食品企业违法生产经营现象依然存在，监管制度和手段还不能完全适应食品安全需要，食品安全形势依然严峻。尽快修订食品安全条例，与2015年新修订的食品安全法相衔接，积极推进食品安全社会共治格局，把我省近几年形成的行之有效的食品安全制度、政策措施和成功经验用法律形式固定下来，为最严格的食品安全监管提供制度保障，对于保障公众身体健康和生命安全具有十分重要的意义。条例突出规范了依法禁止种植转基因粮食作物；农产品批发市场检验检测；学生、托幼及养老机构等群体性就餐和网络经营食品安全；食品安全社会共治；食品生产加工小作坊、食品小经营、食品摊贩；法律责任等六方面内容。条例加大了食品安全的处罚力度；加强了重点环节的监管；兼顾了服务与监管，较好地处理了食品安全和发展经济、就业创业的关系。依法禁止种植转基因粮食作物的规定，反映了群众意愿，回应了社会关切，在中国率先做出了示范。
发布会还特别指出，21世纪是生物技术的世纪，转基因是一个新兴的、具有远大发展前景的技术领域，转基因技术在农业、食品、医药、环保等方面有着广泛的应用。我省支持转基因技术在科学的范围内研究和发展，也不反对转基因技术在农产品方面的研究和试验。但当这种技术还不能准确回答安全不安全时，针对我省寒地黑土和植物多样性特点，谨慎推广应该是明智的选择。新条例自2017年5月1日起施行。
