15日，湖南省纪委官网发表“违纪案剖析”文章，披露平均年龄不足26岁的共青团湘潭县委团干队伍，整个班子发生违纪的过程。
注意到，去年6月，该违纪案件被湘潭县纪委查处。时任团县委书记万子萱，副书记陈泰宏、胡巧，青年服务中心主任黄怿，办公室主任周琼宇共5人受到处分。
其中，不到30岁、时任团县委书记万子萱被给予撤销党内职务处分（正科级降至副科级非领导职务），副书记陈泰宏、胡巧被给予党内严重警告处分，青年服务中心主任黄怿被给予党内严重警告处分，办公室主任周琼宇被给予行政警告处分。

作为群团组织，共青团一向被视作是“清水衙门”，那么，湘潭县团委到底发生了什么，导致其班子成员出现集体沦陷呢？
时任共青团湘潭县委书记万子萱是这起违纪案中的“带头人”。
2012年，当时只有26岁的万子萱从邵阳市双清区经管局副局长任上，通过公开招考，异地选拔为正科级湘潭县团委书记。
而在万子萱任团县委书记、党组书记三年里，湘潭县团委几乎从未召开党组会议，也没有开展中心组学习和组织全体干部进行集中学习。
2013年3月至2015年5月，共青团湘潭县委违规发放津贴补贴20余万元，万子萱等5人人均领取4万余元。
此外，2013年以来，万子萱还先后安排、授意财务人员胡巧、周琼宇利用开展大型团组织活动、列支专项活动经费、列支乡镇团委工作经费等便利，分月虚开办公用品、电脑配件及耗材、宣传费、广告制作费、服装费、烟酒费、食品费、餐饮费、租车费等支出发票套取财政资金，总额达54.5万元。
注意到，万子萱等人套取的54.5万元财政资金来源五花八门。其中，数额最高的来源是行政经费，达到27.11万元，此外还包括乡镇团委工作经费、“相亲联谊”活动经费、羽毛球比赛活动经费、青少年服务专项经费以及志愿者活动专项经费。
除了四处揽钱，万子萱还四处“撒钱”，多次利用公款捞取政治资本。
据披露，2013年春节至2015年5月，万子萱以“衔接领导费用”名义在单位财务人员手中分30次提取现金21.33万元用于工作协调和请客送礼。
万子萱所谓的“衔接领导费用”实际上则是宴请上级领导；公款向中央、省、市媒体送礼、发送红包；到企业、单位大肆拉取赞助，举办各类活动。
2014年9月，万子萱在单位财务人员手中一次提取公款6万元用于请客送礼；次年1月，她又邀请省市媒体记者及其家属在株洲某山庄玩乐一天，公款消费和发送红包1.5万元。
同时，万子萱还在每年春节前给上级团组织领导和部门负责人寄送礼物礼品。在企业、单位获得活动赞助后，都要邀请赞助单位负责人“吃喝玩乐”甚至发送红包以示感谢。

2015年6月，湘潭县纪委查处了共青团湘潭县委违纪案，除给予万子萱等5人相应处分外，违规发放的津贴、补贴也被全额收缴。
