亚心网讯（文/记者 张梦雨 通讯员 魏国力 图/高支队特勤大队提供）在乌奎高速公路昌吉段未完工的一个立交桥出口位置，一伙人晚上用铲车挖开隔离的沙土堆，“打开”路口，并对进入这一路段的大货车设卡收取每车200元的过路费，不给钱就持刀威胁；早上再用铲车将路口“复原”。12月17日凌晨，警方接到报警后赶赴现场，将6名私自设卡收取“买路钱”的犯罪嫌疑人抓获。

现场：持刀威胁货车司机交“买路钱”
12月16日23时许，自治区公安厅交警总队高等级公路支队特勤大队接到支队指挥中心派警指令，称乌奎高速公路新建的昌吉出入口，有人擅自将道路隔离设施破坏后，收取过往车辆通行费用，并且持刀威胁过往车辆司机。
接警后，特勤大队民警分两组警力先后赶往现场。
17日凌晨1时许，一组民警到达后发现，昌吉出入口用来起隔离作用的沙土堆已被铲车挖开，在前后方设了两处“卡点”收取大货车的过路费，“卡点”每次只能通过一辆大车，后方已经排了十余辆大货车，在第二个卡点处一辆大货车的司机正和几名男子争执。
原来，大货车司机王某在前面那个“卡点”已经交了200元过路费，然后就开车往前走，可能车速有点快，第二个“卡点”的人以为他是没交钱“闯卡”的，就开小车上前阻拦，王某没刹住车，将小车前保险杠撞掉了，几名男子问王某“怎么解决”，王某说报保险，几人一听拿出刀子威胁说，“不能报保险，赔点钱就让你走”。
便衣民警见状赶紧上前制止，没想到，几人对民警们大喊“你们是干啥的”？！
此时，有人瞥见了民警身后车辆里的执法仪等物品，相互对视后不吭声了。民警很快将6名犯罪嫌疑人抓获，从几人身上及所驾驶的车辆里查获数把管制刀具、棍棒。
嫌疑人：带刀棒是为了“自我保护”
记者了解到，从去年起，乌奎高速公路在昌吉新建一座互通式立交桥，方便昌吉三工镇片区的车辆进出乌奎高速公路。目前主体已经完工，路面基本具备通行条件，但还有一些辅助工作没有完成，尚未交工。公路部门采取沙土堆方式对出入口进行硬性隔离，方便施工人员进一步施工，而这些犯罪嫌疑人私自设卡处就是连接昌吉和乌奎高速公路的一个出口。
犯罪嫌疑人交代，他们多是家住昌吉榆树沟一带，几乎都是“90后”，最小的年仅17岁，很早就辍学了，以前就互相认识。一周前，其中一人将几人纠集在一起，称找了条“发财的路子”。一伙人一拍即合，利用夜间视线差的条件，找来铲车，一到晚上就将还没修建完善的高速公路出入口隔离区破坏，给过往车辆造成道路可以通行的假象，引导大量货车从该路口驶入高速公路，避开正规收费站，到早上“收工”再将路口沙土堆回原位，恢复隔离。
对于随身携带管制刀具、棍棒，犯罪嫌疑人辩解：“也不是所有司机都乖乖交钱，万一碰到开车冲卡的，我们也要自我保护。”
其中一人告诉民警：“好多大货车司机跑车时车上也不止一个人，万一司机下来拿着棍子打我们咋办，所以我们也要带点东西‘防身’。”
大货车司机：多一事不如少一事
据6名犯罪嫌疑人交代，他们在这个路口“设卡”已有一周时间，每夜通行车辆大概在200辆，一辆大货车收取200元。如果有人闯第一道卡不交费，第二道卡的人员就会驾车上前拦住威胁收费。
记者了解到，犯罪嫌疑人主要抓住了大货车司机的心理，虽然车辆以新疆本地牌照居多，但一些大货车司机到路口后，发现不是正规收费人员，大多抱着“多一事不如少一事”的心理，觉得“出门在外，用200块钱买个平安”。另外，还有的大货车司机因为走正规收费站就会按照计重收费，缴纳大约800元左右的费用，而这个路口收费比正规收费站的过路费低，所以都交纳了费用，个别有意见的司机“不听话”，就会被该团伙以暴力方式威胁。
由于这个入口远离立交桥以及高速公路主干道，尚未交工交付给高支队管辖，因此在没有司机报警的情况下也使得这伙人气焰嚣张。
目前，6名犯罪嫌疑人已经移交属地公安机关进一步处理。
