昨日，郭五林接受新京报记者采访时解释称，不是让同学一人买四本书，而是让学生帮忙卖书，为了锻炼其表达能力，提升公务员考试面试技能。宜宾学院宣传部相关负责人回应称，就上周五要求郭五林老师停止加分做法后，昨日学校在会议上决定，要求郭五林老师提交书面检查，其他处理意见等校长回复后再确定。
老师课堂推销 称买书考试时加分
近日，四川宜宾学院学生在微博上反映，“公务员考试”课的老师在“宜宾学院2017年公考班”群里发通知称，凡购买了《申论三级飞跃法》教材（30元/本）的同学，加平时成绩5分，而且每销售1本此书加5分，最高可加20分。
该校王同学告诉记者，这门申论课为选修课，且是网络教学，所有同学通过老师分享的视频学习，并在QQ群里分享有关课程信息。其授课老师是文学与新闻学院的教授郭五林，全校共有230个学生选修了这门课，“这门课应该是两个学分，我们大一期末时随意选的，也没注意是网络课程的形式。”王同学回忆。
据该校多个同学反映，该选修课程9月4日开课，课表显示每周五一次课。“第一天上课时，我们见到郭老师，他给我们介绍了课程内容，还推荐自己编写的《申论三级飞跃法》教材。中途在课上播放推销某白酒的视频广告，让我们帮他拉赞助，说低于一万元的赞助费就算了。”王同学称，当时同学们都表示吃惊，不太理解老师的做法。
在学生曝光的聊天记录截图中，郭老师说明期末考试成绩实行20+20+60的计数算法。其中20分为抄书部分，另一个20分为买书售书部分，60分为考试成绩。
令大二的李同学最为不解的是，郭老师开始称自己手里只有30本教材，让学生合伙购买后，要求每个人再抄写一份，也不让复印，之后又说买书算作考试成绩。“现在哪里还有这么教学和考试的？”李同学称，当时群里许多人表示不满和抗议。
学校称已要求当事老师写书面检查
昨日下午，宜宾学院宣传部相关负责人就此事回复新京报记者称，郭五林老师让学生买书加分的做法属个人行为，违反教学规定，学校在调查后，已进行严肃批评，让其停止买书加分的做法，并向学生致歉。学校内部会议讨论决定，将要求郭五林教授上交书面检查，之后还有一些书面处理意见，在等待校长回复后，再予以确定。
关于这门课程的网络教学做法，该负责人称，该门选修课是2016年第一次开课，作为教学改革试点课程，规范性还不够细致。开设课程之初，郭五林教授在提交的教学方案中提出：将讲述课程基本内容、要求；提供纸质、视频资料供学生自学；在其开设的公务员申论培训平台上为学生解答疑问，展开交流；开展5次集中培训指导、讲座报告。“据了解，这些教学方案也都实施了。”

郭五林：我开课之后，和五个选定的课代表商量过这个方案，他们都觉得挺好，没有异议。就让他们通知下去买书加分的期末安排。
新京报：为什么让学生买书？
郭五林：如果学生不愿意买教材，上课没有书也不方便，这本书定价38元，我让学生卖30元，我再给他们返10块钱红包回去，这样他们卖3本，就是30元，教材费就赚回来了，不是强行要求买四本书，也是为学生考虑才这么做。
新京报：这么做的初衷是什么？
郭五林：公务员考试分三部分，申论、行测和面试。我让他们帮忙卖书也是锻炼同学们的语言表达能力，期末那么多人进行面试考试也不现实。把能否卖书作为评价标准一举两得，所以20分的加分项也是算作面试成绩。
新京报：是要求同学们必须买书吗？
郭五林：不是硬性要求，不买他们考试也能及格啊。我的课件都上传在群里，不买书也可以学习。
新京报：为何把抄书算作平时成绩？
郭五林：对，平时成绩包括抄公文。公务员课程不像其他学科要求创新，公务员考试的文风和思维就是固化的，抄书能够帮助他们形成符合考试要求的定式。
和学生缺乏沟通 有些误会
新京报：你认为这种方式妥当吗？
郭五林：我长期从事这方面工作，之前出版过六本申论方面的书，这次是清华大学出版社出版的，我的学生都能考七八十分，成果是很高的。
新京报：学生们都是什么反应？
郭五林：有人赞成，也有个别一两个同学反对。
新京报：后来为什么取消这个决定了？
郭五林：这几天一直有媒体介入，我看到有报道之后就立刻在群里宣布取消了。
新京报：学校知道这件事吗？
郭五林：这是我个人行为，与学校无关。但事情发生后，我和领导汇报了情况，也和宜宾舆情办解释了，他们都表示理解，没有再追究此事。
新京报：以后决定怎么安排教学和考试内容？
郭五林：我觉得可能是网络课程的方式，让我和同学们缺乏沟通，有些误会。以后这种课可能我也不接了，具体考试安排的改变还是我和学生的事情，不便透露。

教师这种行为是否合法合规？
专家称属于变相强制，应追究老师的责任
21世纪教育研究院副院长熊丙奇认为，郭教授要求学生买书加分的做法明显违规。《教师法》第八条第五款中关于教师应当履行的义务有明确规定：制止有害于学生的行为或者其他侵犯学生合法权益的行为，批评和抵制有害于学生健康成长的现象。郭教授向学生推销自己编著的参考书，并与考试或总评成绩挂钩，学生不买就等于受到惩罚，属于强制要求学生购买参考书的行为，而考试内容使用了自编参考书的内容也属于变相强制，应追究老师的责任。
熊丙奇表示，推荐自己的参考书是可以的，但是学生是否购买，老师不能干涉。
记者注意到，近些年，学校老师推销售卖自己著作的情况时有发生，2015年，曾有媒体报道称，中央民族大学一名副教授向学生强制售卖自己编著的书籍；另有不少高校学生称，每到开学之际，许多课程的任课老师都会向学生推荐自己编写的教材。老师多数以自己编写的书籍与考试内容比较相关为由，变相要求学生购买。
中国教育科学研究院研究员储朝晖表示，学校考核、评价教师的体系对教师有编写教材的要求，大学教师多数都要参加项目课题，参与教材和学术出版物的编订，作为考核参考要素。教师编写的教材内容多数是重复且没有学术贡献，且不少是教师自己出钱请出版社帮忙印发，所以可能存在要求学生购买的现象。
熊丙奇称，每个高校都应该有教师伦理委员会，负责制定学校相应的规范，管理和调查教师的违规行为。现在这块的机制不完善，所以高校里教师一些违背师德，扰乱正常教学秩序的行为常有发生。
记者注意到，2014年7月，中国教育部发布《严禁教师违规收受学生及家长礼品礼金等行为的规定》，为教师划定的“红六条”中指出，严禁通过向学生推销图书、报刊、生活用品、社会保险等商业服务获取回扣。
