12月22，中国纪检监察报刊登《自甘污浊的环保局长》一文，曝光浙江省嘉兴市秀洲区环境保护局原党组书记、局长周大水收受贿赂，为污染企业大开方便之门的犯罪事实。
周大水利用职务便利为他人谋利，非法收受他人财物，涉案总金额达人民币574.6万元，其中个人实得316.56万元。2015年8月，周大水被判处有期徒刑13年10个月。
就在10天前，中国纪检监察报同样曝光了一起环保领域的贪腐案，而这起案件的“主角儿”正是秀洲区环境保护局党组副书记、副局长许海忠。
环保局一正一副两位领导，竟然都没有抵抗住金钱的诱惑，收受贿赂，成了污染企业的保护伞。可以想见，这个地区的环境保护和?治理，在二人主政期间处在何种混乱的状态。
2016年11月15日，浙江省嘉兴市秀洲区环保局开展以案说纪警示教育，一名局班子成员听了区纪委相关部门负责人进行案例通报后感叹说，“作为承担全区环境保护管理工作的环保局局长，居然自甘污浊，在腐败泥沼里越陷越深，教训深刻。”

2015年6月，浙江省嘉兴市秀洲区环境保护局原党组书记、局长周大水被开除党籍，开除公职，其涉嫌犯罪问题及线索移送司法机关处理。
2015年8月，秀洲区人民法院开庭审理周大水受贿案，一审判处周大水有期徒刑13年10个月，并处没收个人财产50万元。
经法院审理查明，2003年至2014年间，周大水在先后担任嘉兴市秀洲区交通局局长、秀洲区环保局局长期间，利用职务便利为他人谋利，非法收受行贿人的贿赂。
2007年3月，周大水调任秀洲区环保局党组书记、局长时，正值区委、区政府把生态环境建设放在优先位置，着力营造绿色发展环境和人民群众满意的生产生活环境的重要时期，环保系统的地位得到空前提升，权力越来越大，资金不断增多。
一些手握排污企业“生杀大权”的环保系统干部，也逐渐成为了个别排污企业老板追捧和“围猎”的对象。
就在这些追捧和“围猎”中，周大水变得利令智昏，在金钱面前淡薄了党性、迷失了方向，私欲不断膨胀，进而破纪破法。
周大水调任秀洲区环保局党组书记、局长时正好50岁。初到环保局，他便觉得年龄已大，升迁无望，便有了“船到码头车到站”的思想，逐步萌生了“有权不用、过期作废”的心理。
周大水在重要部门担任一把手10多年，利用手中的职权大肆敛财。
2014年12月至2015年1月，根据省委统一部署，浙江省委第一巡视组对嘉兴市秀洲区进行了巡视。在巡视过程中，省委巡视组收到了关于周大水的信访举报，随即移送秀洲区纪委进行调查。
随着秀洲区纪委调查的不断深入，周大水违纪违法的事实逐渐浮出水面。
收受300万贿赂款 约定退休后兑现
2007年盛夏的一天，在秀洲公园的一个角落，走马上任不久的周大水应约和嘉兴市某环境监测有限公司的老板徐某见面。前一天，徐某打电话给周大水，说有事情找他帮忙，为了避人耳目，周大水把见面地点安排在了比较冷清的秀洲公园内。
一见面，徐某就请周大水帮助他们公司垄断秀洲区的环境监测业务和环评业务，希望在审批中心设立该环评公司窗口，并答应按照公司每年利润的一定比例送给周大水好处。
在这项风险极大的交易中，周大水尽管有犹豫，但在巨大的利益诱惑下，他的纪律底线被突破了。
2007年至2012年，徐某许诺送给周大水共计约300万元。为了逃避党纪国法的制裁，双方约定，这笔金额巨大的贿款将在周大水退休后兑现。
而这只是周大水近80笔受贿款中的一笔。对于此时的周大水来说，权力完全成了谋利的工具。而他对私利的追求也从不“挑食”，只要一有机会，他就会抓住各个环保业务环节，想尽办法大肆挖掘权力寻租空间，处心积虑获取个人利益，不断地破底线、越红线。
据执纪审查人员介绍，周大水利用担任区环保局局长的职务便利，为有关企业在承接环境监测、环境评估、环保整治、环保检查和处罚减免、污泥监测、煤渣和污泥运输、取得印花业务资质、污泥压油项目运作等方面提供便利，以期权受贿、投资商业、借贷收息、收受干股等隐蔽的方式大肆收受相关人员的贿赂，深陷权钱交易的泥潭不能自拔。
2008年，周大水在对某染织有限公司进行查处过程中认识了企业老板金某。
2010年，在周大水的协调下，金某取得了企业印花业务资质。为获取好处，周大水在该染织有限公司以所谓的“借款”名义放了50万元，然后以收取利息的方式来实现利益输送的目的。
2013、2014年，周大水共收受金某以所谓“固定回报”为名的贿赂款40万元。
周大水在任期间，每逢节日，就有人给他送钱送物；每个月都有人按时往他的银行账户上打钱，每次数额都有数万元；买车、装修、旅游、女儿结婚都会有大笔贿金入账。
退居二线后，他还多次与行贿人商量期权受贿的兑现方式。
对污染企业送的好处 他照单全收
2016年12月12日，中国纪检监察报曝光了浙江省嘉兴市秀洲区环保局党组副书记、副局长许海忠的成为污染企业保护伞的贪腐劣迹。
许海忠利用职务之便，为相关污染企业谋取利益，收受企业主所送贿赂款物，共计价值人民币60余万元，其中个人实得40余万元。2016年6月，许海忠受到开除党籍、行政开除处分。目前，许海忠已被秀洲区人民法院依法判刑。
许海忠1995年调到秀洲区环保局工作，经历多个岗位，2004年5月起担任秀洲区环保局党组成员、副局长，2014年8月任秀洲区环保局党组副书记、副局长。他推行的排污权交易制度一度在国内领先，工作能力不可谓不强。
然而随着权力的增大，许海忠的人生观、价值观严重扭曲，走上了疯狂敛财的不归路。从最初收千余元的胆战心惊，到收几十万元面不改色……
近年来，秀洲区的纺织、印染企业不断增多，一些企业为了与环境监管单位搞好关系，挖空心思拉拢腐蚀环保干部。
2015年1月，秀洲区纪委在查处区环保局原党组书记、局长周大水严重违纪问题时，发现了许海忠的问题线索。经初核，掌握了许海忠大量违纪事实。2015年5月，该区纪委对许海忠进行立案调查。
1998年，许海忠还未被提拔为副局长时，就有企业开始主动结交他。有一次，嘉兴市某针织有限公司负责人黄某在年底请许海忠吃饭，并送上现金。推托几次，许海忠最终收下了钱。踩破“底线”之后，便一发不可收拾。
如果环评通不过，企业项目就别想开工。为了顺利通过“环评”，一些企业都愿意支付额外的“好处费”。而掌握审批大权的许海忠，通过环评代办机构得到好处后，充当起了污染企业的保护伞。
许海忠交代：“2004年，嘉兴市某环境工程有限公司老板徐某找到当时的局长张建明（由嘉兴市纪委另案处理）和我，提出让我们支持他，由他成立一家公司和某环科所合作从事全区环评业务，他会给我们好处。我们同意了。”
在许海忠等人的支持下，徐某的环保技术服务公司承接的环评业务量逐年增加。2005年至2007年3月，徐某陆续送给许海忠和张建明好处费共计约50万元。
许海忠还单独收受相关污染企业主的贿赂款物共计价值17万余元。
特别是在提拔为副局长后，有人送钱表示祝贺；在做环评业务上，有人送钱希望能够得到关照；在“环保专项行动”整治验收中，有人送钱希望企业顺利通过验收；在“环保黑名单”摘帽时，有人送钱希望顺利过关。对污染企业送的好处，他照单全收，并为他们在相关方面谋取利益。
“贤内助”不贤，也是让许海忠“落马”的又一个重要原因。他的妻子曹某进入徐某的公司当会计，一直给许海忠吹枕边风，让他多为徐某公司谋利益，徐某夫妇也多次送给曹某代金券、购物券等。“内助”如此，家风如此，许海忠怎能不堕落？
案件背后暴露出的问题
“以前局里的反腐倡廉工作只是传阅一下文件，根本不重视。”许海忠在接受组织调查时说，他觉得环保局是主管环境保护的职能部门，只要将业务工作做好就可以了，党纪党规的学习可有可无，进而将纪律和规矩抛诸脑后。
中国纪检监察报文章称，作为单位一把手的周大水，权力过于集中，很多重要事项都由他一个人说了算，部门内部的监督机制形同虚设，没有监督的权力必然导致腐败。
掩卷沉思，周大水财迷心窍，不惜违纪违法，到头来竹篮打水一场空，不过是当了回“财物保管员”。
党员领导干部如果平时缺乏党性锻炼，对纪律和规矩缺乏敬畏，心存侥幸，最终往往给自己套上贪婪的枷锁，走向贪腐的不归路。
