冼村，是广州“最繁华”的城中村，也是广州CBD最有名的“疮疤”。这里，破败的“握手楼”和不到300米外高楼林立的花城广场形成着强烈反差。
2016年12月19日，因村官贪腐问题停滞多年的冼村拆迁改造，再次全面启动。“如果拆迁顺利，或一夜出现大量千万富翁”，这是多家媒体报道时引述的文字。其实，比千万富翁更“博眼球”的，还有媒体笔下“百亿村官”卢穗耕引出的贪腐窝案。包括时任广州市副市长、增城市委书记曹鉴燎，也因此落马。

如今的珠江新城，早已是广州CBD的主要组成部分。它的“前生”，则是冼村的978亩土地。当年，珠江新城主要是村集体和开发商联名开发。一个出钱，一个出地。有时村里对土地要价较高，开发商便“攻关”曹鉴燎。曹鉴燎“帮忙”压低价格促成合作，开发商或直接向曹鉴燎、村干部等行贿，或承诺日后按差价百分比分成。在曹鉴燎庇护下，冼村大量集体土地、物业被卢穗耕等低价出租。报道称，曹鉴燎与卢穗耕交往长达几十年，形如兄弟。
2016年1月29日，曹鉴燎在深圳市中院受审。检方指控，1991年至2013年，其利用担任天河区沙河镇镇长，天河区副区长、区长、区委书记，广州市副市长、增城市委书记等职务便利，在土地开发、工程建设、物业租赁、“三旧”改造等领域为他人谋利，个人或与他人共同索取或收受财物折合人民币7696.2674万元。
对于指控，曹鉴燎全部认罪。而如今，外逃3年半的“百亿村官”卢穗耕依然没有归案。
