本市今年的“煤改电”工程已全部完工。据了解，今年本市共新增463个村用上了清洁能源采暖。同时，本市新增设41个抢修点、90余辆发电车，为用户提供应急供电服务；家里采暖设备若出现故障，手机APP上就能报修，还可随时查看抢修进度。此外，在“煤改电”农村地区，村村都设有村邮站、助农取款服务点等代售电网点，农民购电不用出村。
煤改电用户用上京外清洁电
“暖和！前几天降温家里一点儿都不觉得冷！”通州区潞城镇崔家楼村今年刚刚完成了“煤改电”改造，村民张万东家院子里的煤棚子消失了，房间里装上了电暖气。
以前烧煤的时候，80多岁的张大爷年年冬天得来回运煤，天天扫煤渣子，而今年采暖季院子里干干净净。“很方便，冷了就把开关一开，不用半夜起来笼火。安全！夜里睡觉都踏实多了！”
据了解，今年北京确定的463个村的“煤改清洁能源”建设目标已经全部完成。“今年‘煤改电’工程规模空前，工作量相当于过去13年‘煤改电’总量的三分之二。”国网北京电力营销部主任史景坚介绍，今年采暖季“煤改电”用户将全部使用京外清洁电，来自张家口、内蒙古、东北、新疆等地区的清洁绿色电力被引入北京。
北京“煤改电”工程2003年正式开始实施，从老胡同到文保区，从核心区到农村地区，截至2015年已累计完成38.45万户居民电采暖改造，首都核心区已基本实现居民采暖的“无煤化”。“十三五”期间，北京将再完成67.4万户“煤改电”改造。
新增41个抢修点 APP能报修
“煤改电”后，市民不仅能用上清洁采暖，还能享受到更多便捷服务。
近日，国网北京电力正式推出“掌上电力”APP电力报修服务，抢修也玩起“滴滴”模式。市民在APP上点击“申请电力报修”，输入联系人、联系电话，点选故障地点和故障现象即可完成报修，还可以上传现场图片。提交报修后，可在手机远程查看电力抢修人员信息、实时位置、移动路径及预计到达时间，还可以对抢修人员进行服务评价。
接到报修之后，电力公司运营指挥平台会智能分派工单至抢修人员，抢修人员通过系统导航能快速到达现场，缩短故障处理时间。
而根据新增“煤改电”村子的分布，本市今年增设41个抢修点，至此全市共有225处抢修点，其中五环内的抢修点就达到130多处。总共近2000人的抢修队伍和500余辆抢修车，为所有“煤改电”用户提供应急服务，响应时间城区不超过30分钟，郊区不超过45分钟。
农村“煤改电”后，用电量大了也不怕购电不方便。全市“煤改电”村布设村邮站、助农取款服务点等实体代售电网点，村村有交费点；此外还可使用手机APP、支付宝、农商银行电话银行等网络渠道购电。
外受电能力将增1倍
今年“煤改电”工程完工的同时，2017年北京配套电网建设也同步启动。据介绍，2017年至2018年，北京将配套建设46项配套输变电工程，以满足“煤改电”等大负荷接入，覆盖朝阳、丰台、通州等全市11个区，预计新增容量679万千伏安，新架设线路660公里。目前，已有16项工程开工建设，整体工程将于年底前全部开工，并在2017年、2018年供暖季前陆续投产。
北京外受电比例高，本地发电仅占用电负荷的40%左右，60%的电力需要从京外输入，加上北京本地电厂在“十三五”期间不再建设，尤其需要外部电力的支撑和保障。
“十三五”期间，北京将新建“东、南、西、北”四个方向7个外受电通道，全部建成后，北京电网外受电能力将在原有的基础上增加1倍。
“北京目前规划的7项外受电通电工程中，有3项是特高压工程。北京首条特高压入京通道锡盟-北京东-山东1000千伏特高压工程的配套北京东-顺义工程已于今年6月竣工投产，北京市民已经用上了特高压输送的清洁电力。”国网北京电力发展策划部副主任孙兵介绍说。
