　　今天（27日），浙江省宁波市中级法院发布消息：该院一审公开开庭审理了江苏省委原常委、秘书长赵少麟单位行贿、骗购外汇一案。宁波市人民检察院派员出庭支持公诉，赵少麟及其辩护人到庭参加诉讼。

　　十八大以来，江苏已有四名副省级高官落马。按照被查先后顺序，分别是南京市委原副书记、南京市原市长季建业，江苏省委原常委、南京市委原书记杨卫泽，省委原常委、秘书长赵少麟和省委原常委、原常务副省长李云峰。

　　除了季建业在烟台中级法院受审并获刑外，目前杨卫泽和赵少麟二人的审判地，均在宁波中级法院。背后藏着什么内幕，刘一手为您细细解读。

　　三常委落马，均与赵晋有关

　　赵少麟的腐败之路，和他儿子赵晋紧密地联系在一起。而赵晋，则是一名房产开发商。

　　今天的庭审中，浙江省宁波市检察院起诉指控：2007年至2014年，赵少麟伙同其子赵晋，为赵晋实际控制的山东诚基房地产开发有限公司等单位在山东省济南市经营房地产项目谋取不正当利益，多次给予时任山东省委常委、秘书长、济南市委书记王敏财物，共计折合人民币444.895万元。2003年至2014年，赵少麟帮助其子赵晋，通过伪造对外贸易合同、虚构向境外支付费用等手段，骗取有关机关审批文件，在国内多家银行购买外汇，并汇往境外，共计美元4170余万元。

　　杨卫泽的落马，也和赵晋有关。在杨卫泽案开庭时候，宁波市人民检察院指控：2005年至2014年，杨卫泽利用担任中共江苏省委常委、无锡市委书记、南京市委书记等职务上的便利，为赵晋实际控制的多家房地产公司、江苏三房巷集团有限公司等单位和个人在房地产开发、职务晋升等事项上提供帮助，直接或通过其妻非法收受上述单位和个人给予的财物共计折合人民币1643.4643万元。

　　赵晋一人至少“坑”了三名省委常委：两名江苏省委原常委、一名山东省委原常委。

　　这在某种程度上印证了中央纪委监察部网站在赵少麟落马时的通报：严重违反党的政治纪律、政治规矩和组织纪律，在党内搞团团伙伙，大肆进行利益交换、利益输送，拉拢腐蚀领导干部，公开散布与全面从严治党要求相违背的言论，存在干扰、妨碍组织审查的行为。

　　李云峰与赵少麟交集颇多

　　季建业的落马，和赵晋没多大牵连，但也因房产而落马。

　　在烟台市中级法院公布的庭审记录中，季建业与一家名为“锦联公司”的企业联系紧密。记者经查阅后发现，这家公司除了承揽项目外，还从事商业地产开发。

　　李云峰因为目前在接受组织审查阶段，具体案情尚不清楚。但赵少麟和李云峰的仕途轨迹，有较多的交集，是否与赵晋有牵连，有待观察。

　　对比赵少麟和李云峰二人的简历，可以发现：1997年11月，赵少麟在淮阴市委书记、淮阴市人大常委会主任任上，调任南京，任江苏省委副秘书长、办公厅主任。在赵少麟履新5个月之前的1997年6月，李云峰刚由江苏省委办公厅副主任调任省委副秘书长。

　　从1997年到2003年，赵少麟一直兼任省委秘书长、省委办公厅主任两职，到2003年，赵少麟卸下省委办公厅主任之职，接棒者正是李云峰，接棒后他的职务为省委副秘书长、办公室厅主任，正好和赵少麟6年前从淮阴市委书记任上调入南京的任职一样。

　　3年之后的2006年，赵少麟退居二线，接棒他省委常委、省委秘书长之职的还是是李云峰。2011年，李云峰转任江苏省委常委、常务副省长之职。2016年，1957年3月出生的李云峰，在将至60岁时落马。

　　赵杨李仕途，均自南京起家

　　季建业所以“与众不同”，与他仕途由苏州起家有关。

　　简历显示：季建业是张家港人，由宣传系统起家，先任苏州下属的沙洲县（现张家港市）委宣传部工作人员，工作一年多后，调入苏州地委宣传部，先后任宣教科副科长、苏州日报社副总编等职，再转任吴县县委副书记，之后一路高升，曾任昆山市市长、市委书记，扬州市市长、市委书记等职。

　　其余三人，仕途经历和南京有着密不可分的联系，某种程度上，也为杨卫泽和赵少麟之间已被庭审证实的关系打下注脚。

　　赵少麟1970年大学毕业后，从南京大桥机器厂工人干起、先后任技术员、技术科党支部副书记、四车间党支部书记、党委副书记等职，1982年是赵少麟人生的转折点，他出任共青团江苏省南京市委书记，之后转任南京鼓楼区委书记等职，再任南京市委常委、秘书长，南京市委副书记等职，之后调任淮阴市市长、市委书记。1997年11月，赵少麟在淮阴市委书记、淮阴市人大常委会主任任上，调任南京，任江苏省委副秘书长、办公厅主任。

　　杨卫泽1981年自南京航务工程专科学校毕业后，一直在江苏省交通厅工作，历时19年，从办事员做到厅长。而在2000年3月，赵少麟出任江苏省委常委、秘书长，成为杨卫泽的上司。杨卫泽2001年出任苏州市市长之职，苏州工作3年10个月之后，调任无锡市委书记，2006年11月升为省委常委，之后转任南京市委书记。

　　李云峰34年多的仕途，也由南京起步。除在镇江地委党校担任过一年半的教师，1993年10月至1996年1月挂职任江阴市委副书记外，其余时间均在南京，从秘书、副处长、巡视督查组组长、处长、副秘书长、办公厅主任、秘书长，一直到常务副省长。

　　杨卫泽和李云峰均于2006年11月升任省委常委，巧合的是，赵少麟在该月卸任省委常委。

　　按照司法惯例，为便于起诉，“窝案”通常由一地检察机关侦查。今年9月30日，山东省委原常委、济南市委书记王敏被宁波中级法院一审判处有期徒刑12年；12月14日，杨卫泽因犯以受贿罪，被宁波中级法院一审判处有期徒刑十二年六个月；今天赵少麟又在宁波中级法院受审。指控方均是宁波市检察院。

　　因此，李云峰案在组织审查结束后，如被移送司法，是否由宁波市检察院起诉，将是判断他是否也和赵晋有关联的一个重要风向标。
