检察院的起诉书披露，赵少麟伙同其儿子赵晋，为赵晋实际控制的山东诚基房地产开发有限公司等单位在山东省济南市经营房地产项目谋取不正当利益，多次给予时任山东省委常委、秘书长、济南市委书记王敏财物，共计折合人民币444.895万元。
一个是江苏省委秘书长，一个是山东省委秘书长，一个行贿一个受贿，在权钱交易中，巨大的利益就这样悄悄地被行贿人的亲属掠走。
今年9月30日，山东省委原常委、济南原书记王敏被判处有期徒刑12年。
身居高位的两位省委秘书长背离了党性原则，沆瀣一气，最终的结果也必然是被开除党籍和公职，接受司法的审判，凑巧的是，两个大老虎都在同一个法院受审——宁波市中级法院。

浙江省宁波市人民检察院起诉指控：2007年至2014年，被告人赵少麟伙同其子赵晋，为赵晋实际控制的山东诚基房地产开发有限公司等单位在山东省济南市经营房地产项目谋取不正当利益，多次给予时任山东省委常委、秘书长、济南市委书记王敏财物，共计折合人民币444.895万元。
2003年至2014年，被告人赵少麟帮助其子赵晋，通过伪造对外贸易合同、虚构向境外支付费用等手段，骗取有关机关审批文件，在国内多家银行购买外汇，并汇往境外，共计美元4170余万元。
庭审中，公诉机关出示了相关证据，赵少麟及其辩护人进行了质证，控辩双方在法庭的主持下充分发表了意见，赵少麟还进行了最后陈述，并当庭表示认罪悔罪。
2015年8月，中纪委公布了江苏省委原常委、秘书长赵少麟严重违纪违法被开除党籍的消息。与此前被通报的数十名落马高官相比，中纪委罕见地在通报中多次使用了新的表述。
在赵少麟的通报中，中纪委首次使用“大肆进行利益交换、利益输送”字样。
提及赵少麟，就绕不开其子赵晋。据公开报道，现年42岁的赵晋，曾是江苏房地产界的“大佬”， 其地产项目涉及江苏、天津、山东和河北等地，注册数十家公司，“手眼通天”。
中纪委在此次通报中亦指出，赵少麟严重违反廉洁自律规定，利用职务上的便利和职权影响，为其子经营活动谋取利益。
有媒体报道称，赵晋在天津政界的许多关系都是依靠其父亲赵少麟的关系建立起来的，其负责开发的多个项目普遍存在擅自增加楼房层数，将卧室处理成“飘窗”、“装饰性阳台”的计算方法，无限制扩大容积率，牟取暴利。
被人评价“善搞关系不办实事”
“拉拢腐蚀领导干部” ，成为中纪委通报落马官员的又一新表述。
谈到赵少麟拉拢腐蚀领导干部，还是避不开其子赵晋。有媒体披露，国家行政学院原常务副院长何家成，山东省委原常委、济南市委原书记王敏，江苏省委原常委、南京市委原书记杨卫泽，天津市政协原副主席、天津市公安局原局长武长顺等，或都与赵氏父子有关。
中纪委网站刊载的王敏案件警示录中就曾提到，2005年，王敏结识济南一家房地产开发公司总经理赵某，从此拉开了相互利用、权钱交易的“二人转”序幕，文中“赵某”就是赵晋。
中纪委通报称，赵少麟向他人送礼金，伙同其子行贿。包括中国国家发展改革委员会原副主任、国家能源局原局长刘铁男等在内，虽然“父子搭档贪腐”的案例频频，但在中纪委通报中被明确指出“伙同其子行贿”的，赵少麟还是十八大以来的第一位。

了解到，赵少麟是退休8年被查的省委常委。 仕途从未离开过江苏的赵少麟，在江苏省内特别是省委干部群体中口碑很差。据多位江苏省委老干部透露，赵少麟在省委任职期间，善搞关系，只看上不看下，“不办实事”。
出任“省委秘书长”一职长达8年
公开资料显示，出生于1946年的赵少麟是山西原平人，结束了在哈尔滨军事工程学院原子工程系无线电测量专业的学习后，1970年成为南京大桥机器厂的一名普通工人。
赵少麟从该厂技术科起步，历任技术科党支部副书记、四车间党支部书记、党委副书记等职。
1982年8月起，36岁的赵少麟出任共青团江苏省南京市委书记。在南京市履职长达10年，先后担任鼓楼区委书记、市委秘书长和市委副书记等职。
1992年至1997年期间，赵少麟在江苏省淮阴市担任市委书记、市长等职。
在淮阴主政5年后，赵少麟于1997年回省城任职，历任江苏省委副秘书长、秘书长，办公厅主任，并于2000年3月以江苏省委秘书长的身份入常。
值得注意的是，直至2006年11月届龄去职，赵少麟出任“省委秘书长”一职长达8年。其间，先后服务三任江苏省委书记。
中央第十二巡视组于2014年7月29日进驻江苏，并于9月底刚刚结束巡视工作，赵少麟也成为中央巡视江苏后揪出的首个“老虎”。
山东省委原常委、济南原书记王敏获刑12年
2016年9月30日，浙江省宁波市中级人民法院公开宣判山东省委原常委、济南市委原书记王敏受贿案，对被告人王敏以受贿罪判处有期徒刑12年，并处没收个人财产人民币200万元；对王敏受贿所得财物予以追缴，上缴国库。

经审理查明：2004年至2014年，被告人王敏先后利用担任山东省委副秘书长、省委政策研究室主任、山东省委常委、省委宣传部部长、省委秘书长、济南市委书记等职务上的便利，为他人在房地产开发、职务提拔、工作安排等事项上谋取利益，直接或者通过其特定关系人非法收受他人财物，共计折合人民币1805.103万元。
宁波市中级人民法院认为，被告人王敏的行为构成受贿罪。鉴于王敏到案后，如实供述自己罪行，积极退赃，从轻处罚。
