“今年，中国互联网行业收入增长超过40%。”在今天召开的中国工业和信息化工作会议上，工业和信息化部部长苗圩说，预计全年，中国规模以上工业增加值增长6%，其中，电信业务总量、业务收入分别增长53%和5.1%，软件和信息技术服务业收入增长15%。
“互联网行业增速远超其它行业，一方面得益于移动互联网高速发展的红利；另一方面，轻资产运营的互联网企业尤其是平台企业，当用户数量突破关键临界点后，不仅规模效应十分显著，受宏观经济波动的影响也较小。”中国信息通信研究院政经所经济部门副主任韦柳融认为，互联网行业的高速发展同样离不开中国网络基础设施建设的提速。
苗圩介绍说，今年，通信产业完成投资超过4300亿元，中国所有地市基本建成光纤网络城市，光纤宽带用户占比达到72%，4G用户突破7亿户，中国IPTV（交互式网络电视）用户已达8200万户；中国固定宽带平均接入速率达到2015年的2倍；新增3个互联网骨干直连点，网间带宽新扩容950G。
为填平城乡信息鸿沟，2015年底启动的电信普遍服务试点项目进展顺利，截至目前，共下达中央财政补助资金87亿元，带动基础电信企业投资230亿元，支持3.1万个贫困村在内的10万个行政村宽带建设和升级改造，超额完成全年目标任务。
“观察互联网行业发展趋势，有两个最直观的指标，一是4G用户数，截至今年11月，中国4G用户已达7.3亿户，每个月新增用户数在2000万上下，这主要得益于2G、3G用户向4G的迁移。”工信部通信清算中心项目副主任翟尤告诉记者，还有一个指标是宽带用户数，截至11月底，中国宽带用户接近3亿户，其中20Mbps以上速率用户达到2.2亿户。网络技术设施建好了，速率上去了，流量平均资费水平降下来了，老百姓用起来才方便，才敢用，互联网上面的应用才能更好地发展，这是互联网行业发展的基础。
“加快高速宽带网络建设，打通入户最后一公里，加快农村及偏远地区4G网络覆盖，是2017年通信技术设施建设的主攻方向。”苗圩指出，明年要实现中国城市家庭具备100Mbps光纤接入能力，部分城市提供1G超高带宽服务，80%以上的行政村实现光纤到村。支持3万个以上行政村宽带建设升级，力争宽带网络再覆盖8000个贫困村。完成互联网网间带宽扩容1000G，新增3个互联网骨干直连点。促进市场竞争，重点推动移动流量平均资费进一步下降，鼓励基础电信企业推出面向农村地区的优惠资费。
“当前，智能手机的渗透率、电子商务移动端的交易量已很高，这意味着移动互联网行业的红利正进入尾声。”韦柳融说，2017年工信部提出的主要预期目标中，互联网行业收入增长目标只有26%，就是充分考虑到了这一趋势。不过，韦柳融认为，除了等待智能互联网时代的到来，我们还有很多潜力可挖掘，其中，以大数据、云计算、物联网为载体的工业互联网将成为下一个业务爆发点。
而实施智能制造工程，让中国制造业企业从数字化起步，逐步实现网络化，最终达到智能化的终极目标，正是工信部选择的工业化与信息化深度融合的主攻方向。苗圩说，2015年实施的46个智能制造试点示范项目，平均生产率提高了38%，能源利用率提升了9.5%，研制周期比过去缩短了35%。2016年实施的63个试点示范项目也取得了明显成效。2017年工信部将在流程制造、离散型制造、网络协同制造、大规模个性化订制、远程运维服务等方面遴选90个左右的试点示范项目，制修订50个以上的智能制造标准，培育10个以上主营业务收入超过10亿元的智能制造系统解决方案供应商。
