  近年来中国持续加大对农村公里建设的支持力度,中国投资农村公路3265亿元,截至2015年底,中国农村公路里程达到398万公里,增长13.5%。中国99.99%的乡镇和99.87%的建制村通了公路。


  然而最近央视财经《经济半小时》栏目却接到四川省宜宾县合众村一些村民的反映:他们村修建的一条乡村公路存在问题,一条立项2.8公里的村道,实际长度却只有大约2.5公里,短了整整300米,不仅如此,这条路还存在着其它问题。

  四川省宜宾县合众村2011年修建了一条从桐木沟到盘龙寺的乡村水泥公路。村民说,这条水泥公路,总花费95万多元,其中80%是靠国家有关乡村公路建设补助资金,当时是按2.8公里立项修建的,但修完后,一些村民发现这条路长度不够,比2.8公里少了300来米。村民怀疑这当中很可能涉嫌虚报瞒报公路里程数、套取国家有关农补资金的问题。


  村民说,按照当初的施工设计要求,这条路有效路面的宽度是3.5米,但村民告诉记者,这条公路在施工中存在许多不规范的地方。为了证实这个说法,村民带领记者实地考察了这一段路。


  记者注意到紧挨着山坡旁边的一段路,公路和山坡之间没有间歇,也没有挖排水沟。而一段修在小山坡半山腰的路,由于一边悬空,需要在悬空的一侧加固,做护坡、堡坎,才能确保公路稳固安全。但是记者在现场看到,这个地方没有护坡,存在很大的安全隐患。在一个靠近转弯的路段,村民指着公路破边说,这段路,修建公路时没做堡坎,是后来补修的,因为质量不过关,现在又垮了。


  一路走过来,记者发现这段公路,很少一部分修了护坡或者堡坎,村民反映当时都不知道是怎么验收过关的。而垮塌的地方还远不止这些,村民又把记者带到了往前不远处的地方,这里的一段路基下面也是塌陷的。村民告诉记者,前两年涨水,公路就塌陷滑坡了。


  村民告诉记者,这段公路存在的问题还不止这些,除了偷工减料,这条路的水泥质量也有问题。一位村民随手从地上捡起一个小石块,走到公路边,稍微一用劲,就把路面的水泥敲掉一块。


  经过记者和村民一起实地测量,这段2.8公里的水泥路,实际上确实只有2.5公里,不仅比设计的短了三百米,而且这条在山沟里的乡村公路大多数地方都没有修护坡、堡坎;5年的时间,有些地方已经垮塌多次。

  一条公路三个里程数 县里、镇里和村里 都是一笔糊涂账


  2.8公里的路,记者一行实地测量下却只有2.5公里,两者相差300米。村民说,最初发现公路长度不够,还是刚修完路没几天,偶然听修路的施工工人,结算工钱时说起的。


  央视财经《经济半小时》记者找到了当初参与修路的工人,他告诉记者,按当地修路的行业惯例,他们通常都是依据修了多少米的路,来算工钱的;当初他们修路的时候,施工负责人没有说具体修多长的路,只是告诉他们40多天工期,按实际修路的米数来算工钱。在修完最后一段路,结算工钱时,这些修路工人被告知是按照2.5公里的长度计算的工钱。


  工人担心工钱和修路的长度不一定吻合,有可能没算够,于是他们自己拿皮尺实地测量一下,看看这条公路究竟有多长,结果就是2.5公里,和原先说好的2.8公里整整差了300米。


  对于修路工人来说,300米是工钱拿多拿少的问题,但是对于村民来说,却大不一样。村民听说这个消息后,怀疑这里面有问题,于是找到村委会,要求测量公路的实际长度和公布修路的明细账目。催了好几次,修完路快两年了,村委会才公布修路的账目。


  2013年7月17日,合众村村委会公布的村道硬化公路账目收支明细账,上面写着:路总长2.8公里,实际长度2.65公里;每公里34万元,实际付95.3万元。村民说,村里公布的账目上,写的是2.65公里;施工工人和村民实地测量是2.5公里,但公路立项修建是按2.8公里修的。一条路竟然出现三个不同的里程数。


  那么,这是一条什么路?当初为什么要修?资金来源又是怎样的?村民告诉记者,以前村里不通公路,只有一条蜿蜒曲折的羊肠小道,村民到12、3公里外的镇上赶集,走得快的也得走1个多小时,交通非常不便。2011年国家出台了好政策,村里召开村民大会,“一事一议”向上申请立项,修一条长2.8公里的乡村水泥路。按照国家农补的政策,资金来源来源主要由三部分构成。


  四川省宜宾县观音镇合众村村民:群众集资一部分,交通局拨一部分,县、市(政府)那些拿一部分。其中国家占80%,群众占20%。


  记者了解到,当地有关农村乡村公路的具体补助政策,主要依据2006年《四川省人民政府关于加快四川农村公路发展的实施意见》。其中第13条规定:农村公路建设补助标准,通村水泥路(油路)补助标准为每公里10万元;不通公路村的通村公路补助标准为每公里10万元。


  合众村村委会向村民公布的收支账单上,明确写有:路总长2.8公里,国家补助资金28万元,加上市县政府、县交通局等拨付的资金70多万元;村民集资15万多元,共95万3千元。


  部分了解内幕的村民告诉央视财经《经济半小时》记者,按照每公里34万元算,少了300米就差了10万元钱,另外村民认为这条路的工程承包费用,也不是按每公里34万元结算的。以为村民告诉记者,他了解到的承包费是一公里27万元,2.8公里就能有近20万元的出入,两项相加,就有近30万元的出入。而更让村民吃惊的是,实际上工程承包费用比他们知道的还要低。


  四川省宜宾县观音镇合众村村民:我只问了施工方究竟你们是承包了多少钱,他说45万差几万块钱,没给我们,就是这么一句话,这是我问到的。


  这位村民说,实际履行的工程承包合同,他没看见过,但他手中有一份工程最初承包合同的复印件。不过,村民一口咬定这是一份假的工程承包合同,是给上级和村民看的合同。因为上面写的是2.8公里,实际上根本没有2.8公里。


  那么,这份工程承包合同果真是假的吗?记者注意到,这份合同复印件,施工方授权委托代理人一栏写的是:邱松模,男60岁,住址:宜宾县白花镇下场街110号。记者决定按地址去找一下这位施工方委托代理人,以便进一步了解情况。


  几经周折记者找到一个门牌号,是胜利街110号的房子,大门紧闭,只有一把生锈的锁,但这不是合同上写的下场街。那么会不会是下场街更名为胜利街呢?为了弄清真相,记者来到了白花镇街道办,一位当地土生土长几十年的工作人员很肯定地说,没有这个地址,也没邱松模这个人名。为了更准确,记者来到当地派出所核实了解。白花镇派出所民警也告诉记者没有这个街道没有这个人。


  村民们告诉记者,施工委托人是假的,这份工程承包合同复印件上,写的承包金额为34万元/公里,也是虚假的,这不是真实的工程承包合同。

  那么,从申请立项、签订工程承包合同、工程进度、施工质量到资金收支账目等主要环节,作为工程建设单位的合众村村委会,又是如何监督管理的?曾经做过三十多年村干部的村民,直言不讳地告诉记者,村里使用这笔钱根本就没有人来监管。


  那么,对村民的种种疑问,当地村委会是怎么看的?12月14日,记者来到合众村村委会。村支书刘德勤告诉记者,只有镇三资管理中心,知道这个,其它的就是村里把钱取了,然后打个条子就完了。


  村支书说,像他们这种比较偏僻落后的基层农村,以前村委会拨付给施工方的修路资金,一般都是打收条,很难严格按财会制度执行。而对于大家关心的2.8公里公路究竟多长?修没修水沟、护坡、堡坎的问题,村支书也说了他知道的情况。


  四川省宜宾县观音镇合众村村支书刘德勤:实际长度应该是2.7左右的,但结账的时候是给了是2.8公里的钱。


  央视财经《经济半小时》记者:那为什么没有达到2.8公里呢?


  刘德勤:这个我都不好说的,村上的书记,当时的村书记,害怕这个钱不够,拿不出来的,就是暂时就那样写了合同。


  记者:修公路的时候,有没有水沟,护坡什么的?


  刘德勤:有,合同上都有的。水沟是修了,但是护坡,就没有整。


  这位村支书说,修2.8公里这条路是前任村支书做的,他不是很清楚,有关当初修路的情况,可以去找分管交通建设的镇党委委员了解。


  记者来到镇党委,工作人员说可以查找一下,但是从下午2点半上班,一直到6点多下班,记者除了看到镇上为修路拨付资金的一些复印件外,修路的立项申报、工程承包合同、公路竣工验收报告、修路资金收支账目原件等有关材料都没有看到。


  第二天9点多,记者来到宜宾县交通运输局,经过耐心细致地沟通协调,当天下午记者总算看见公路验收报告等材料,验收单位是宜宾县交通建设工程质量监督站;验收日期是2012年6月5日。上面明确写有:项目于2011年5月开工,2011年8月完工,总投资95.2万元;该项目建成里程2.8公里。


  同一条乡村公路,宜宾县交通局的报告是2.8公里,村委会公布是2.65公里,而村民实地测量却只有2.5公里,对于三个不同的公路里程数,到底哪一个是准确的?
