据悉，中国公安部A级通缉令下发后，广西壮族自治区武宣县公安局多次组织人员上门对韦海恩家人做思想动员工作，12月23日，韦海恩向武宣县公安局刑侦大队投案自首。据查，犯罪嫌疑人韦海恩在今年10月至11月间，伙同他人流窜江西省南昌市、贵州省贵阳市、河南省郑州市、江苏省徐州市、湖南省衡阳市、常德市、邵阳市、益阳市、广东省佛山市等地，实施盗窃在校大学生手机案件200余起，受害学生200余人。
