  2016年12月17日一大早,记者在青银高速淄博服务区看到了这样的一幕。几位身穿制服的男女招揽乘客,并输送到各自要乘坐的客车上,而后依照上车的人数,向车主收取费用,这种费用被客车车主称为“人头费”。由于客车司机觉得这种收取“人头费”的行为实在不合理,所以就跟这些制服男女吵了起来。


  客车司机提出质疑:“我先问你几个问题。你说,您属于哪里管理?有工作证吗?”制服男女告诉客车司机自己淄博总站的工作人员,但是没带工作证件,而且还扬言:“要不你别进要不就别来”。他们告诉客车司机,他们管辖整个服务区内的客车车辆,进站上客必须缴纳费用。这也就是司机所说的“人头费”。

  在青银高速淄博服务区,一辆客车从服务区搭载乘客,必须要缴纳数额不等的人头费。而记者在继续调查中发现,刚才发生的那一幕并非个例。第二天,记者再次来到了青银高速淄博服务区展开调查。服务区的西南角是客运车辆上下旅客的位置,昨天那几位身穿制服的人也都站在那里。此时,一辆从莱州开往济南的客车正巧进入服务区,记者上前询问,“往济南的走吧?还有座是吧?”制服女子告诉记者收费30元,但是当记者提出要票时,该女子却声称没有车票。


  卖票的竟然没有车票,就让人十分费解了。但是接下来记者看到的一幕,就更让人震惊了。“上了三个一共15”。客车司机刚准备给这几位制服男女缴纳“人头费” 。没想到制服男子却十分的不满,“一人多少钱?一人五块吗? 一人10块! ” 就这样经过这几位制服男女一倒手,客车司机就要按人头每人缴纳10元的费用。

  强收人头费 究竟谁来管?


  按人头收费,强行拦车,殴打司机,恐吓乘客,这些身穿工装却不出示工作证件制服男女究竟属于哪个部门,这种按人头收费的行为是否合理呢?记者随后赶到了淄博市运管处展开调查。


  记者向淄博市运管处的工作人员展示了暗访拍摄的视频后,运管处的工作人员十分肯定地告诉记者:“不是我们的人!”记者提出问:“不是你们的人?可是穿着你们的制服 ?”“不可能,你看看来, 穿着这样的制服吗 ?上边是交通执法吗 ?”


  那么,不是运管处的工作人员,那么这些人到底属于哪个部门,淄博运管处的工作人员表示一定要进行调查。然而令人遗憾的是,至今记者也没有接到淄博市运管处的任何答复。
