截至中国青年网记者发稿，腾讯公司向中国青年网记者反馈的处理结果是，目前已查明封停涉及这起事件的色情直播QQ群19个，相关群主和管理员账号31个。
沉迷网络色情：14岁初中生用零花钱发红包
小冬是2016年6月份开始接触色情QQ群的，哥哥发现后十分愤怒，将群内露骨的聊天内容截图打包保存了下来。他为此制作了一个PPT，痛心的写道：“难道社会就这么默认这风气发展，这色情交易继续”。
2016年12月31日，小冬的哥哥告诉中国青年网记者目前虽然管住了他的一个小号，却无法完全约束小冬的行为。

中国青年网记者调查了解，遭举报的色情QQ群包括了总群和临时群两类，先后建立群的数量达到400多个。网名为“东方”的山东济南人是这些群的群主，每个群的名字往往都包含“风采”字样，群中一般都有200-500人。
这些QQ群内有后勤、管理人员，还有数量众多的提供色情视频服务的女性群成员。群内早上九点到下午五点，晚上九点到凌晨十二点进行色情直播，还会开临时群大秀图，图片内容包括各种裸露的女性敏感器官、甚至自慰的图片。

在“风采依然总群”内，中国青年网记者看到，成员共有268人。男性群成员被称为“土豪帅哥”，按照贡献大小分为情郎、护法、护花、护群、名誉副主、名誉正主、风采亲王7个等级。群主制定了一套升级规则，方式是在群内发红包，男性群成员只能抢自己发的红包，抢错了必须发出来，否则会被移出群。女性群成员提供色情聊天服务，可以抢所有的红包。

为了规避打击，往往临时群用来做裸聊直播，总群用来发红包、进行人员管理。12月30日，中国青年网记者看到这个群的名称变成了“风采美女管理部”。小冬的哥哥认为，这种聊天模式实际就是卖淫活动。他还告诉中国青年网记者，小冬进入QQ群一个多月的时间，便已花5000元左右的零花钱发红包。
中国青年网记者搜索了部分群内成员的注册信息，都是18岁以上，很难从资料上辨认成员的实际年龄，从群内的聊天记录来看也没有人注意这个问题。
裸聊2.0版本：社交媒体直播之痛
在QQ群视频中进行色情直播的行为应当如何界定？北师大刑事法律科学研究院副教授赵军对中国青年网记者表示，“点对点”的裸聊在通常情况下并不涉及违法犯罪，但采用群视频的方式进行“裸聊”，也就是进行“点对面”或“面对面”的“裸聊”，只要相关行为达到“淫秽表演”的程度，“裸聊”的组织者就可能构成《刑法》中的组织淫秽表演罪。如果淫秽表演的观摩者涉及未成年人，则属于这种犯罪的从重情节。

赵军分析，相较于传统互联网网站以及前网络时代的“色情信息”传播，社交平台中的色情信息传播出现了一些新特点。
一是传播内容由从前的书籍、光盘等实物性的“淫秽物品”，变成了电子书、音视频文件等“淫秽电子信息”，现在则进一步发展为不能再现的(除非录制)、实时的视频聊天，传统以“淫秽物品”为中心构建起来的反色情法律体系已“力不从心”。
二是社交平台去中心化、弥散化、匿名化、大众化、以及平等自愿参与等特征，为行政管理和司法介入设置了层层障碍。面对这种情况，司法机关在法律允许的范围内已尽可能加大了规制力度，譬如将非实物的“淫秽信息”扩张解释为“淫秽物品”，对涉及儿童色情的淫秽物品犯罪降低入罪门槛等等。然而，对于类似的“无被害人”的市场化行为，一味加大打击及规制力度很难收到预期效果。
值得注意的是，过度规制还会对网络信息技术的进步、公民信息获取与表达自由的实现、个人隐私及公民身份信息的保护等重大价值构成潜在威胁。即便对于未成年人本身的社会化进程，过度规制也未必全然有利。
“未成年人成长受制于多方面因素的综合影响，不检讨、不改善家庭环境、学校教育、交友状况等方面存在的问题，仅指望加大网络色情管制力度来解决未成年人问题，可谓本末倒置”，赵军说。
保护未成年人：“外划底线，内增免疫”
社交网络兴起后，未成年人在互联网中遭遇不良信息侵害的现状也引起了政府部门和互联网企业的关注。
腾讯公司告诉中国青年网记者，针对传播淫秽色情的行为，他们采取高压技术打击策略，不断加强对涉黄QQ群的筛查力度，并利用色情主动识别技术，对违规行为进行技术判定。目前，除了在QQ聊天对话框设置举报入口外，还有110.qq.com、腾讯客服kf.qq.com等通道进行举报，对于情节严重的情况会移交司法机关。2016年11月，腾讯发布了首份《中国网民网络素养研究报告》，报告显示56.8%的青少会主动投诉、举报网络不良信息，青少年群体良好的用网习惯在逐渐形成。

2016年12月，文化部出台《网络表演经营活动管理办法》。文化部市场司网络处沈婧在2016年12月24日召开的未成年人网络保护与犯罪预防研讨会会议上介绍说：“在这里面对未成年人也有单独的条款，要求加强未成年人的保护，未成年人参与的网络表演不得侵害未成年人的权益，这是我们近期开展的相关工作。”
目前正在征集意见的《未成年人网络保护条例》中，第二十二条规定：“网络信息服务提供者提供网络游戏服务的，应当要求网络游戏用户提供真实身份信息进行注册，有效识别未成年人用户，并妥善保存用户注册信息”，对第三方平台对用户年龄识别提出了严格的要求。
“我们是同意使用身份证来进行实名注册的，我们认为采取了身份证就进行了实名注册”，沈婧在会上说。
上海政法学院刑事司法学院院长姚建龙教授则观察到，现在很多未成年人特意不用微信，而都在用QQ。“我问他们为什么？他们说用微信父母都看，QQ父母都不太用，所以这样可以不让父母管住他的生活”。姚建龙说，在网络时代需要尊重未成年人的成长规律以及网络已经成为未成年人社会化方式的特点。
对于小冬案例中的情况，姚建龙告诉中国青年网记者，这类色情QQ群视频的存在无疑已触碰底线，属于违法犯罪行为。在防治上，应倡导“外划底线，内增免疫”的模式，而不是对未成年人进行单纯的隔离保护模式。
新的一年新气象。19个色情直播QQ群和31个相关群主和管理员账号在跨年夜以被查处。彻底铲除网络色情的毒瘤，保障未成年人的健康成长，依然任重道远。
