每日经济新闻记者发现，各大央企负责人在2015年的税前薪酬，最高达到上百万元，最低竟然仅为四五万元，平均水平大致在50万元到70万元左右。而在所有央企中，招商局集团公司的2位负责人获得的税前薪酬最高为120.24万元。
对此，香颂资本执行董事沈萌分析称，不能光看到钱的数量。相对于民营企业负责人，央企负责人拥有一定的行政级别，福利待遇完善，而民营企业高管都要自己解决。
15位央企负责人获百万年薪
记者发现，2016年底，中国国务院国资委要求各大央企公布的是2015年度央企负责人领取该公司的薪酬，而不是2016年。沈萌对每日经济新闻记者分析称，这是因为：

虽然各大央企公布的是2015年度央企负责人的税前薪酬，但是研究其中的数据发现，各大央企负责人的薪酬存在大幅差距的情况。
国资委考核分配局公布的数据显示，在2015年度，111家央企的负责人所获得的税前薪酬，既有高达上百万元的，也有仅获得四五万元的。不过，这与该央企负责人在2015年度实际到该央企工作的时间有关。
每日经济新闻记者统计发现，2015年度，在111家央企的负责人中，税前薪酬能够达到上百万元的有15位，集中在招商局集团有限公司、华润(集团)有限公司、中国港中旅集团公司。
其中，招商局集团有限公司董事长、党委书记李建红和总经理、党委副书记李晓鹏，均为120.24万元的税前薪酬，是2015年度央企负责人税前薪酬收入最高的2位。
而税前薪酬在80万元以上的央企负责人，超过了40位。除去在招商局等企业获得上百万元税前薪酬的央企负责人，超过80万元以上税前薪酬的央企负责人，主要分布在了电力行业。
而一直受到市场关注的“三桶油”，则无一位央企负责人的税前薪酬超过80万元。
沈萌分析称，类似于招商局集团有限公司这样的企业，是作为国家的窗口，虽然是央企，也有一定的参考标准，但是会根据企业的特点来做一些调整。
薪酬标准有一定计算公式
从上述统计数据来看，拥有百万税前薪酬的央企负责人并不少，只是与2015年度同时期的一些民营企业高管相比，就显得有点少。
据同花顺数据，2015年度税前薪酬超过上千万元的上市公司高管共有5位，其中方大特钢董事长钟崇武以税前薪酬2019.34万元，蝉联上市公司高管税前薪酬排行榜榜首。这意味着，李建红和李晓鹏从招商局集团有限公司分别获得的120.24万元税前薪酬，仅为钟崇武的5.95%。而同是钢铁企业，并且是钢铁行业龙头的宝钢集团，其原党委书记、董事长徐乐江，2015年度从宝钢集团领取的税前薪酬为61.18万元，仅为钟崇武的约3%。
对此，沈萌分析称，央企负责人的薪酬标准，都有一定的计算公式，央企一级子公司负责人要严格按照这个公式计算薪酬，而二级子公司的负责人就可以非常市场化。但是央企负责人除非出现非常大的错误，一般不会出现大幅度扣薪水的问题。对于公司业绩的要求，更多的是压在了市场化聘用的公司高管身上。
据国资委考核分配局资料，央企负责人的薪酬收入由3个部分组成，税前报酬=应付薪酬+社会保险、企业年金、补充医疗保险及住房公积金的单位缴存部分+其他货币性收入（境外补贴）（单位万元）。其中，应付薪酬由中国国务院国资委核定。
记者注意到，上述央企负责人在2015年度的税前薪酬情况，主要是根据《国企薪改办法[2016]1号》和中国国务院国资委《关于做好2015年度中央企业负责人薪酬信息披露工作的通知》（考分函[2016]6号）的要求。
