  很多人好奇央企领导的年薪是多少,现在终于有机会看到了。2016年底,各大央企“晒出”了自家领导2015年的工资条。


  每日经济新闻记者发现,各大央企负责人在2015年的税前薪酬,最高达到上百万元,最低竟然仅为四五万元,平均水平大致在50万元到70万元左右。而在所有央企中,招商局集团公司的2位负责人获得的税前薪酬最高为120.24万元。



 


  对此,香颂资本执行董事沈萌分析称,不能光看到钱的数量。相对于民营企业负责人,央企负责人拥有一定的行政级别,福利待遇完善,而民营企业高管都要自己解决。


  15位央企负责人获百万年薪


  记者发现,2016年底,中国国务院国资委要求各大央企公布的是2015年度央企负责人领取该公司的薪酬,而不是2016年。沈萌对每日经济新闻记者分析称,这是因为:


  一是2016年的数据还不完整;二是央企牵涉的因素会有很多,对外进行信息披露,会有一个比较长的周期,对于企业的经营业绩,有点类似审计这样的周期性工作,不能像上市公司那样,在会计年度之后的一个季度就可以公布企业负责人的税前薪酬。


  虽然各大央企公布的是2015年度央企负责人的税前薪酬,但是研究其中的数据发现,各大央企负责人的薪酬存在大幅差距的情况。



 

  国资委考核分配局公布的数据显示,在2015年度,111家央企的负责人所获得的税前薪酬,既有高达上百万元的,也有仅获得四五万元的。不过,这与该央企负责人在2015年度实际到该央企工作的时间有关。


  每日经济新闻记者统计发现,2015年度,在111家央企的负责人中,税前薪酬能够达到上百万元的有15位,集中在招商局集团有限公司、华润(集团)有限公司、中国港中旅集团公司。


  其中,招商局集团有限公司董事长、党委书记李建红和总经理、党委副书记李晓鹏,均为120.24万元的税前薪酬,是2015年度央企负责人税前薪酬收入最高的2位。



  而税前薪酬在80万元以上的央企负责人,超过了40位。除去在招商局等企业获得上百万元税前薪酬的央企负责人,超过80万元以上税前薪酬的央企负责人,主要分布在了电力行业。


  而一直受到市场关注的“三桶油”,则无一位央企负责人的税前薪酬超过80万元。


  沈萌分析称,类似于招商局集团有限公司这样的企业,是作为国家的窗口,虽然是央企,也有一定的参考标准,但是会根据企业的特点来做一些调整。


  薪酬标准有一定计算公式


  从上述统计数据来看,拥有百万税前薪酬的央企负责人并不少,只是与2015年度同时期的一些民营企业高管相比,就显得有点少。


  据同花顺数据,2015年度税前薪酬超过上千万元的上市公司高管共有5位,其中方大特钢董事长钟崇武以税前薪酬2019.34万元,蝉联上市公司高管税前薪酬排行榜榜首。这意味着,李建红和李晓鹏从招商局集团有限公司分别获得的120.24万元税前薪酬,仅为钟崇武的5.95%。而同是钢铁企业,并且是钢铁行业龙头的宝钢集团,其原党委书记、董事长徐乐江,2015年度从宝钢集团领取的税前薪酬为61.18万元,仅为钟崇武的约3%。


  对此,沈萌分析称,央企负责人的薪酬标准,都有一定的计算公式,央企一级子公司负责人要严格按照这个公式计算薪酬,而二级子公司的负责人就可以非常市场化。但是央企负责人除非出现非常大的错误,一般不会出现大幅度扣薪水的问题。对于公司业绩的要求,更多的是压在了市场化聘用的公司高管身上。



 

  据国资委考核分配局资料,央企负责人的薪酬收入由3个部分组成,税前报酬=应付薪酬+社会保险、企业年金、补充医疗保险及住房公积金的单位缴存部分+其他货币性收入(境外补贴)(单位万元)。其中,应付薪酬由中国国务院国资委核定。


  记者注意到,上述央企负责人在2015年度的税前薪酬情况,主要是根据《国企薪改办法[2016]1号》和中国国务院国资委《关于做好2015年度中央企业负责人薪酬信息披露工作的通知》(考分函[2016]6号)的要求。
