　　经多方打听，此庙并不是宗教局拨款修缮，那么善款从何而来？难道真是移民局局长柳皓投资修缮？吴建宇等人将线索向检察长汇报后，遂组成专案组进行分析研究。经分析认为，柳皓作为移民局局长，负责移民安置、稳定、移民住房建设、基础工程、公益设施等工作，掌握众多移民项目工程申报、拨付工程款的大权，极有可能涉嫌移民工程建设领域腐败问题。据此，该院决定开展初查。

　　由于案情重大，加之当事人在当地颇有影响。反贪侦查人员分兵两组，一组对柳皓的基本情况、亲属、主要社会关系、兴趣爱好、生活习惯、银行存款等情况进行外围摸查；另一组则以预防调查为由，重点调取柳皓主管的移民住房建设、基础工程、公益设施等项目的有关资料。

　　经过一个多月的调查，结果让侦查人员大吃一惊，柳皓及其家人的银行账户上仅有10余万元的存款，一家人只有普通单元房1套，除此之外没有任何资产。秘密调取柳皓的通话记录，前十大密切联系人与承包移民项目工程的负责人也并不相符。柳皓的银行账户也与这些负责人没有异常往来。反查柳皓的前十密切联系人的通话记录，却发现其密切联系人之一的钟某竟然与承包移民项目工程的负责人联系频繁。

　　收贿赂

　　以捐钱修庙为名

　　钟某何许人？与承包移民项目工程的老板们联系如此密切？经调查，钟某只是县城一家经营汽车轮胎店的老板，自己并不从事建筑行业，而根据通话记录显示，通常是在承包移民项目工程的负责人与钟某联系后，钟某再与柳皓联系。而且钟某通常转账给柳皓大额资金，由柳皓再取出。钟某很有可能是柳皓受贿的中间人。侦查人员决定从钟某这一关键性人物身上入手，寻求突破口。

　　在强大的攻势下，钟某的心理防线被彻底击溃，供述了自己与柳皓合伙在石柱山上修庙的事实，并坦言应柳皓要求，自己替柳皓收受以捐钱修庙为名索取的钱物的事实。

　　侦查人员秘密接触钟某提到的涉嫌行贿的人员。在调取某建筑设计有限公司财务账时，发现有一张2012年钟某打的5万元收条。但2015年3月份这5万元钱又收回。经询问总经理李某得知，2008年，李某所在的公司承揽了唐河县移民安置房的设计工作，2010年在工程款拨付之际，柳皓找到李某，给他5万元的发票，要求他捐5万元修庙。为顺利拿到设计费，李某被迫同意。

　　2012年3月，柳皓听说检察机关在调查原主抓移民工作的一名县领导，遂找到李某，要求先将这5万元钱放在公司财务处，等风声过了再送给他。2012年9月份，钟某按照柳皓要求将5万元拿走，并给该公司出具收条。固定柳皓索贿5万元的再生证据后，经检察长决定，果断对柳皓涉嫌受贿立案侦查。

　　“不审势则蜿蜒皆误，善攻心则出奇制胜。”审讯是突破贿赂犯罪的关键，能否拿下柳皓的口供关系到案件的质量和进展，是突破案件的重中之重。

　　柳皓成长经历坎坷，幼时体弱多病，家庭环境较差，这都形成了他坚韧、多疑的性格特点。侦查人员制定了政策攻心，以证促供的审讯策略。柳皓多年从事领导工作，心理素质好，反侦查意识强，到案后，他先是利用自己得过几次脑梗、患有高血压、心脏病等体弱多病的身体做文章，说什么也记不清了，没有任何经济问题，甚至以绝食向办案人员施压。

　　柳皓自幼家境贫寒，1983年，柳皓顺利考入大学，他是方圆十几里地范围内建国以后的第一个大学生，1987年大学毕业后又顺利地分配到县城工作。

　　走上工作岗位后的柳皓兢兢业业，埋头苦干，2005年9月，被组织任命为县移民局局长。履职伊始，柳皓决心干好工作以不辜负组织的信任，他和同志们一道兢兢业业的工作，唐河县移民工作走在了全市乃至全省的前列。

　　随着柳皓手中的权力越来越大，身边吹捧他的人也越来越多，他自己也飘飘然起来。面对别人送去的钱物，他半推半就地收下，事后感到心里不踏实，他竟然想到从鬼神处寻求庇护。

　　据柳皓多次给别人介绍，一天夜里他做了一个奇怪的梦，修建20座庙宇，到阴曹地府之后，就可以超度托生了。于是，在一位大师的指引下，柳皓到处寻找“风水宝地”，最终锁定了石柱山。2009年9月，柳皓便开始在石柱山上筹建能保佑自己的“天柱宫”。

　　思想上的防线一旦松动，私心杂念就占了上风，曾经严格遵守的纪律和规矩就会被打破。山村里飞出的金凤凰，满怀雄心抱负的一个有为青年，家中客厅显眼的位置，竟供奉着佛像，摆放着宗教用品和算命书籍，他老家的大门，也是找高人指点后改变方向，和村里其他人家的大门朝向形成明显的另类，就连他的办公室里也供奉着佛像。

　　移民迁安是一副如山般沉重的担子，它一头挑着国家行动，一头挑着百姓利益，当地党委政府把它列入“一号工程”。然而，就是这样的工程，柳皓为了圆自己的梦，把罪恶的双手伸向了移民安置工程的每一个角落。

　　2011年，唐河县阳光职业技能培训学校承担南水北调源头丹江口库区移民实用生产技能培训，由唐河县移民局负责管理和培训费用的拨付工作。2011年12月，柳皓在石柱山的庙宇建造工作因为资金短缺即将陷入停工状态。培训学校负责人潘某宴请柳皓，让其尽快拨付培训款。柳皓避而不谈培训款的事情，一味地诉苦说，修建庙宇造福苍生，可资金紧张。心领神会的潘某当即答应愿意捐款10万元。随后潘某分别于2012年1月和3月先后为柳皓修建的石柱山庙宇捐款10万元。阳光技能培训学校也顺利地拿到了移民局拨付的培训款83.5万元。

　　经检察机关查证，柳皓任职唐河县移民局局长期间，在对外承揽移民工程项目、移民工程监理项目、拨付工程款、移民自建房差价款、移民生产实用技能培训、移民安置点住房设计、为他人结算工程款、移民工作评先表彰以及人事调整等工作中，利用职务上的便利，先后多次非法索要、收受21人贿赂款38.2万元，全部用于石柱山庙宇建设。

　　柳皓在“边贪腐，边修庙”中寻求心理慰藉，寄希望于鬼神来消除自己违纪违法后内心的不安，进而越陷越深，虽然他受贿没有装进自己的腰包，但触犯了法律仍然落得锒铛入狱的下场。此时的柳皓幡然悔悟：“作为一名共产党员，我辜负了党的培养，忘记了党的宗旨，放弃了共产主义信仰，大搞封建迷信那一套。作为一名领导干部，我收了不该收的钱，办了不该办的事，一步步走向犯罪的深渊。”
