新加坡装甲车在香港被扣 中国外交部：你坏了规矩啊
新华社北京1月5日新媒体专电（记者刘一楠）新加坡的九辆装甲车在香港码头被扣留，其实已经不是新闻了。
从去年11月底到本月3日，中国外交部发言人一共六次在记者会上回应这批装甲车的问题。倘若中国和新加坡的有关部门都有朋友圈，画面大概是这样的：
说来说去，其实原因很简单：
这批装甲车是新加坡派到台湾去参加军事训练的，在运回新加坡的途中过境香港，可惜，没办证。
根据香港《进出口（战略物品）规例》，装甲车、坦克车等被列为战略物品，无论是进口、出口，抑或属过境物品，必须领有由贸易署署长所发出的许可证。
当然，这是一层意思。而另一层意思，中国外交部也说得很明白了：
中国政府一贯坚决反对与中国建交的国家与台湾地区开展任何形式的官方往来，包括军事交流与合作。我们要求新加坡政府切实恪守一个中国原则。
新加坡一开始大概把这事想简单了，等该补的手续补全了，该敲打的事也敲打过了，中国应该很快就能给我们发货了吧。
新加坡中国国防部还在去年11月底的一份声明里说，预计这批装甲车及相关装备很快就能运抵新加坡。
结果……
在昨天的中国外交部例行记者会上，又有人问到了这批装甲车！这是从去年问到了今年啊！
提问的记者说，据香港媒体报道，
过去一个多月在香港一个露天仓库扣留的这批装甲车，最近突然消失了…… 记者接着问中国外交部，对这批装甲车的去向有没有了解？
答：香港特区正按照相关法律法规处理此事。
咳咳，看来装甲车还在香港扣着呢。
香港海关也回应说，所谓“失踪”，不过是把这些装甲车从露天场地挪进了房子里。
其实，早在一个月前，香港《南华早报》就推测装甲车被扣一事可能不会很快解决，并且指出，新加坡引起中国不满的原因，不仅在于同台湾长期保持军事合作，而且在于其南海问题上偏向美日的立场。
而无论台湾问题，还是南海问题，事关中国主权和领土完整，都涉及中国的核心利益。
按照《南华早报》的说法，对北京而言，查扣新加坡的装甲车是一个风险很低的警告。而对新加坡来说，处于进退两难的境地，必须非常小心。
