新华网北京12月6日电 12月5日，在第28个“国际志愿者日”来临之际，由北京团市委、北京市志愿者联合会和英国海外志愿服务社主办的2013中国志愿服务国际交流大会在京举行。联合国开发计划署(UNDP)、联合国志愿人员组织 (UNV)、中国国际经济技术交流中心(CICETE) 、北京市委社会工委、首都文明办、首都综治办、北京市妇联等机构和单位负责人出席会议，来自国际国内的300多家志愿者组织共约500余人参加会议。
这次会议的主题是“汇聚志愿力量，共筑中国梦想”。大会共设“汇聚国际力量”、“汇聚绿色力量”、“汇聚社会力量”、“汇聚企业力量”、“汇聚青年力量”和“汇聚先锋力量”等6个分论坛，分别就志愿服务国际合作、环境保护志愿服务、志愿服务基层服务平台建设、志愿服务与企业社会责任、青年志愿者工作、党团员带头参与志愿服务等内容开展研讨。会上还设立了中国青年志愿者行动实施20周年图片展、志愿服务集市、志愿者组织展示交流等内容，为各类志愿者组织提供了一个展示和相互学习志愿服务成果的平台。
开幕式上，中国志愿服务联合会筹备委员会秘书长赵津芳，联合国志愿人员组织执行协调员丁查德(Richard Dictus)，北京大学心血管病研究所所长、大医博爱志愿服务总队队长胡大一、澳大利亚国际志愿者组织(AVI) 项目服务执行经理戴夫？琼斯(Dave Jones)，国际奥委会委员、冠军基金和“快乐运动”志愿服务项目发起人杨扬，英国海外志愿服务社北京代表处首席代表陈婉芬，北京志愿服务发展研究会会长、中国青年政治学院青年发展研究院院长陆士桢先后发表了主旨演讲。
赵津芳在演讲中介绍了中国志愿服务联合会筹备成立的情况。中国志愿服务联合会是经民政部批准成立，由志愿者组织、志愿者自愿组成的全国性、联合性、非营利性社会组织，在中央文明委指导下开展工作。成立中国志愿服务联合会，是贯彻落实党的十八届三中全会提出的支持和发展志愿服务组织这一战略任务的实际举措。中国志愿服务联合会成立后，将从建设和谐社会和人民群众需求出发，设计开展形式多样的志愿服务活动，发挥共产党员、共青团员的示范带头作用，动员公务人员、社会公众人物积极参加志愿服务活动，推动我国志愿服务事业有一个新的更大发展。
会上，联合国志愿人员组织发布了《世界志愿服务发展状况报告》(中文版)。
北京志愿服务发展研究会会长、中国青年政治学院青年发展研究院院长陆士桢教授介绍了《中国志愿服务大辞典》编纂情况。该辞典是国内第一部关于志愿服务的权威性辞书，全面反映了中国志愿服务发展状况和理论研究成果，预计将于2014年3月出版发行。
在志愿集市区，此次志愿服务国际交流大会邀请了联合国志愿人员组织(UNV)、英国海外志愿服务社(VSO)，四川、广东省志愿者组织等国际、北京及外省市志愿者组织、志愿服务示范站30余家，在志愿集市上宣传和交流志愿服务的经验做法。
在推介发布区，北京市志愿者联合会将介绍编制《北京志愿服务指南》情况，推介“志愿北京”志愿者实名注册计时系统，推介北京园博会大型活动志愿服务模式。北京环保志愿者协会、北京教师志愿者联盟宣布成立。北京企业志愿服务联盟发布《中国企业志愿服务发展报告2013》。
