相比这些井外人，王和他井下的邻居们最害怕警察或管道的管理人员：“随时都会把我们撵出去”，他说“那样我们就没家了”。
王无“家”可归的最长一段时间，是2008年奥运会，当时在有关部门的工作下，井盖都被打上了大拇指粗细的螺栓。不过没多久这些螺栓都被撬走，井下又成为王的家。不过这次遭遇后他发现，住在井下越来越难。
城管来检查时，把井口都给焊上，全老太向城管求情，城管给她留了一个井盖，但这个井盖有水，她只能又把城管焊的井给锯开。
12月4日晚11点，“邻居”老祝头到了老薛的井下“串门”，说话声音大了些，引来了附近派出所的民警。
民警让三人从井下钻出，问他们需不需要去救助站，“青岛输油管道爆炸知道吧？地下管道多危险，万一出点事，是你们出门赚钱重要还是命重要？”
民警作势叫警车过来送三人去救助站，冻得直哆嗦的三个老人慌得双手乱摆，一致回绝。
“老有城管和民警发现我在井下，把我叫上来，问我去不去救助站。”王秀青说，他每次的回答都一样，要救助就连我们一家五口都救助了，救助我一个，一家人没吃喝。
民警前脚走，王秀青和老薛们后脚又钻到了井下。
回“家”
12月5日清晨，北京雾霾。这天早上，王秀青和他的邻居们看见，很多人陆续来到他们“家”的“屋顶上”。人群里有警察，有记者，还有城管队员。
十年的井下经验让这些井下人知道，家回不去了。
王秀青、老薛和老祝头三人一起离开了他们长住的那片地下井，“来了好多记者，城管和民警肯定不让我们在这住了，每回都这样，等风头过去再回来。”
5日上午，王秀青选择回到怀柔的家“避风头”，这天下午，他接到了一名同在附近打工的保安打来的电话，保安告诉他，他住了10年的地下井口围了很多人。
他踟蹰着要不要当晚返回丽都饭店附近那个“家”，“我要是一天不在那，那些司机可能以后就不来找我擦车了。”
虽然媒体的报道让王失去了居住十年的家，但当大家知道他的经历后有人决定为他做些事情。
昨日下午，怀柔区长哨营乡遥岭村村委会主任彭新田说，村里人只知道王秀青不常回家，还以为他在外打工还可以，没想到会在地下井住了10年。
“我们村有4户低保户，要按王秀青家的状况，谁评不上低保他家也能评上，但他家实在有特殊情况。”彭新田说，王秀青家超生3胎，按照规定，超生户没有评低保户的资格。
彭新田称，今年6月，王秀青交了罚款后，三个孩子的户口已经上上，“村委会会问问上面，交了超生罚款是不是就有资格评上低保户了。”
彭称，如果能够评上低保，王秀青家有4个本地户口，按月每人能领到200到300元的低保金，“这样他们能过得好点。”
王秀青知道，低保金不足以保证三个女儿求学的开销，昨晚他又回到丽都地区。
他不敢回到那口井盖附近。夜深了，他蹲在经常擦车的路口一处不起眼的角落，念叨着他那些“邻居”。“那些老太太怎么办呢，好歹我在北京还有个家。”
就在王秀青念叨时，全老太趁着警察和城管不在，又钻进了井底。
“我没地方可去。”她说。

热力集团
发现井下住人会劝离
昨天下午，针对有人居住热力井20年的问题，市热力集团负责人表示，经查，该热力井并不属于热力集团所辖。
市热力集团宣传部长张传东说，这些年在检查中，经常发现有人在冬天住进热力井。“热力井下有控制用的阀门，人员进出要蹬踏阀门，时间长了易对阀门造成损坏。另一方面，一旦管道泄漏，高温热水足以致人死亡。”此前，本市曾发生过热力管道漏水致路人死亡的惨剧。
张传东表示，近年来随着社会发展，再加上热力井都更换为防盗井盖，没有特殊工具无法打开，井下住人的情况已经很少见。“热力集团的所有热力井，每周都会有人检查三遍，发现下面有人会劝离，不听劝阻的就报警。”
派出所
出了井归城管负责
昨日下午，朝阳区将台路派出所民警称，得知井底住人的情况后，他们已安排社区民警去寻找住在井下的人，一旦出了井，这些人则属于城管负责。
救助站
救助需当事人同意
昨日上午，朝阳区救助站工作人员表示，假如这群人是北京户口，他们有低保，不属于救助范围。她称，救助站的主要职责是救助外地“三无”(无居住地，无生活来源，无工作)人员，一旦发现有人住在井下，警方首先会询问他们是否需要救助，需要救助，警方会通知救助站，“按规定，居住人拒绝救助，他们无权强制执行。”

住井下多因家庭原因
随手街头救助负责人樊银华表示，在他救助的人群中，他从没碰到过流浪人、乞讨人员生活在井内，他们大多聚集在桥下，“这可能跟城市管理方面有关系，或是个人经济条件有一定关系。”
樊银华称，不管在全国哪个城市，基本上是外地人。这群人生活有共同特点，总是留恋第一次流浪时盘踞的地方，他们有这一种情结，很多人不愿意“挪窝”，要么活动范围就局限在附近。
樊银华说，中国人潜意识都有落叶归根的思想，但种种原因促使他们不愿回家，比如家庭变故或个人思想因素，但家庭情况占据较大比例，“一些人在老家甚至可能连房子都没了，在家的生活条件，还不如流浪生活的条件好。”
