各地究竟何时才能出台相关的细则，成为老百姓最迫切想知道的答案。杨文庄解释说，各地有一些必要的调研工作正在紧张进行中。
各地的政策要通过人大常委会履行有关的法律手续之后再有序地实施，目前各地已经向党委政府做出了汇报，正在对当地的人口形势，启动实施人口政策以后的目标人群，已经政策实施之后的生育水平的变动，可能带来的工作方面的压力，都在做预案。
据了解，目前黑龙江、上海等地正在组织开展摸底调查，以全面摸清单独夫妇及其生育子女情况的底数。北京、云南等地启动了立法程序，积极做好立法研究论证和协调工作。河南正在进行调查研究和科学测算论证，为调整完善生育政策提供依据。杨文庄表示，未来各地制定的细则将会有所差异，国家卫生计生委也建议各地尽快落实单独两孩的政策，让老百姓尽早受益。
杨文庄：“计划生育政策是基本国策，各地政策也略有不同，民族之间，城乡之间，东部西部都有一些差别。这个政策是面向全国的，面向全国城乡的，各地都会执行这个政策，我们也建议各地启动的时间不要拉得太长，要尽快把利民、惠民的好政策落实下去，让群众受益。 ”
