合肥雾霾从何而来？
多日来，雾霾笼罩在合肥上空，污染指数不断飙高，市民不得不呼吸着严重污染的空气。
专家分析认为，出现如此严重的雾霾，是因为天气条件不佳，空气几乎不流动，导致污染物集聚在大气中，难以扩散出去。虽然合肥环保部门对雾霾的成分成因分析研究尚需时间出台成果，但三大污染源已经在社会上形成共识，那就是扬尘污染、工业污染、以及机动车尾气。其中，工业污染主要是一些企业燃烧各种燃料，产生了污染物排入大气中。而扬尘污染则是建筑工地施工时，细小的扬尘飞入空气中。机动车尾气污染的影响也越来越大，其中规模为15万到20万辆的黄标车不断排放尾气，就像一个个移动的烟囱。
要消除雾霾，必须针对三大污染源出手。但记者探访发现，对面雾霾，合肥几乎是“坐以待毙”，鲜有建筑项目暂缓暂停施工，鲜有工地采取特别措施降尘，夜间渣土车依然跑得很欢。
应急预案为何不出？
近日来，许多读者拨打热线提出疑问：合肥能不能采取应急措施？记者了解到，北京、武汉等城市早已出台了雾霾天气的应急预案，出现严重空气污染时，各部门根据预案部署相应应急措施。
记者从合肥市应急办了解到，合肥目前还没有针对雾霾天气的应急预案，但正在制定中。
“预案已经上报合肥市政府，等待市政府通过后会征求各个部门意见，最后向社会公示。”负责雾霾应急预案起草工作的合肥市环保局污防处处长沈建群告诉记者。
昨天，记者拨通了合肥市委常委、副市长周善武的电话，他得知记者的采访意图后，委婉拒绝了采访要求，他表示，全国范围都是这样，不是合肥一个城市的问题。记者通过短信再次表达了市民对雾霾的关切，周善武随后安排合肥市环保局局长王斌接受了记者采访。
据王斌介绍，环保部门已经建议建筑工地、道路增加洒水降尘。至于雾霾应急预案，有望在春节前后出台。
机动车会不会限行？
“目前来说，肯定不会有单双号限行这样的举措，但在遭遇重度污染日时会倡议市民尤其是党政机关、事业单位带头绿色出行，尽量选择公共交通出行。”合肥市环保局副局长裴先长透露，应急预案主要是从减少机动车尾气排放、强化工业企业污染减排、加强建筑工地扬尘管理、加大道路保洁时喷洒水次数等方面采取应急措施。
合肥市环保局污防处处长沈建群则表示，方案涉及公车停驶，但是硬性要求还是倡导建议，现在还不好说，毕竟方案目前只走完了第一步。应急预案还没有成文，但面对严重雾霾天气，相关部门难道不该先做点什么吗？昨天，很多合肥市民吐槽说，污染不是一时就能消散，也不是政府做几件事就能解决，但至少要让在雾霾中挣扎的市民感受到政府部门在行动，这样多少能让人感到一点安慰。

环保总是首当其冲
昨日下午，合肥市环保局副局长裴先长接受了记者的专访，对于空气污染，裴先长称“我们都是受害者”。
记者：前天是重度污染，昨天是严重污染，这样的情况以前出现过么？
裴先长：自从去年11月30日监测PM2.5以来，还是第一次遇到。持续时间这样长在往年也不多见。不过，这次全国很多城市都出现了这样情况，不只是合肥。
记者：什么原因导致的？除了大家都知道的气象、季节原因，还有别的原因么？
裴先长：合肥一直在发展，城市越来越大，人口在增加，机动车在增多，这么多年污染量也在增长。
记者：环保部门没有采取一些行动？
裴先长：加紧推行应急预案出台，正在起草通知，下发给一些重点行业如水泥、煤电，要求他们进一步提高脱硫脱硝设备的运行效率。我们还加大了巡查力度，确保企业达标排放。明天开始，我们每天下午召开新闻通气会，通过媒体回应市民的关切。
记者：应急预案何时开始起草？
裴先长：今年4月份左右。
记者：4月份就启动了，要到春节前后出台，时间跨度为何这么长？
裴先长：起初交给局里一个科室负责起草，初稿出来后被毙掉了，后来又交给污防处。市政府通过后还要转给多个部门，程序多，时间跨度自然长。现在省里也在制定有关方案，合肥的预案还得结合省里情况做参考。
记者：有市民质疑预案制定进程缓慢。
裴先长：即将出台的扬尘立法涉及多部门多行业，从起草走到现在的完成征求意见历时4年，预案虽然不是一部法律，但由此可以想见中间的种种不易。
记者：对于市民的埋怨，环保部门怎么看？
