　　韩长赋指出，构建新型农业经营体系的问题，是三中全会提出的一项重大改革，韩长赋认为这是深化农村改革的首要任务，也是解决今后谁来种地、怎么种地这个问题的应对之策。

　　第一，在构建新型农经营体系方面要坚持家庭经营在农业中的基础性地位。因为中国有2.6亿多承包农户，从总体上讲，在相当长一段时期内，家庭承包经营仍将是农业生产经营重要基础。2亿6千多万的小规模农户会逐渐减少，但肯定是比较长的过程。

　　从个体上讲，承包农户也不会一成不变，鼓励支持有条件的农户扩大经营规模，发展家庭农场，这也是承包农户的升级版。

　　第二，推进家庭经营、集体经营、合作经营、企业经营共同发展的农业经营方式创新，新型的农业经营主体具有旺盛的生命力，它将和家庭经营一起构成多样化的经营主体，中国对新型的经营主体是支持、鼓励发展的。

　　第三，关于鼓励和引导工商资本到农村发展现代农业。改造传统农业、发展现代农业，离不开工商资本的支持和参与，所以要鼓励工商资本到农村去参与现代农业发展。

　　同时既要鼓励又要引导，还要规范，鼓励工商资本到农村去重点发展适合企业化经营的现代种养业，能够带动农业发展，带动农民增收致富，而不是取代农民，更不是兼并土地。所以要对工商资本到农村租赁农户的耕地有一定的规范和管理的措施。

　　韩长赋进一步表示，总而言之，要探索建立土地流转的相关制度，工商企业流转土地绝不能土地农转非，绝不能土地非农化，更不能变相地搞庄园、别墅、度假村，这是不可以的。

　　韩长赋还介绍了下一步怎样促进农业的可持续发展，一是地，首先要保护耕地，皮之不存毛将焉附，同时建设高标准农田。二是水，要搞节水农业，旱作技术的推广。三是要加强环境农业保护，包括减少面源污染，推广节本增效技术，科学使用化肥，减少农药使用，推进畜牧业规模化养殖粪便的资源化利用等等。

　　四是要加强农业后备资源的保护，不要轻易开垦，存得方寸地，留与子孙耕。保护农业资源，提高农业资源利用效率，实现农业的可持续发展，保持粮食的稳定发展，保持重要农产品的有效供给，还是有信心的。
