  央广网北京12月5日消息 据中国之声《央广夜新闻》报道,3年前,从2010年2月起,深圳市行政机关已全面启动公务员分类管理改革,新进的公务员一律实行聘任制,跟企业一样签订劳动合同,购买社会养老保险,养老保险的标准是月工资的21%,其中有13%由单位代缴,个人只需缴纳8%。2012年8月开始,深圳机关事业单位新进人员已经开始全部实行这一新制度。


  中央台记者车丽今天专访了深圳市人力资源和社会保障局工资管理处副处长刘静姝。


  记者:现在的模式是什么?


  刘静姝:我们现在在事业单位新人这一块,已经实施了新的养老保障制度,就是社会养老保险加职业年金的一个新型养老制度,这个改革的主要内容就是一方面实行了社会统筹和个人帐户相结合的社会养老保险制度,事业单位新人在基本养老保险和地方补充养老保险这一块跟企业员工是完全并轨的,实行了统一的制度。


  记者:完全并轨?


  刘静姝:对,同时建立了职业年金制度,职业年金制度指的是事业单位新人在参加社会养老保险的基础之上,单位为保障其退休的待遇,所建立的一个补充养老保险制度。


  记者:大概职业年金的比例是多少?


  刘静姝:职业年金这一块的缴费基数也是按照月工资总额来的,有两个比例,一是月工资总额在上年度社平工资3倍以内的,缴费比例设定在8%,月工资总额达到或者超过上年度社会平均工资3倍以上的,缴费比例就是9%。这种设计基本上能够填补掉社会养老保险和原来的差距。


  刘静姝:目前推进的比较顺利,职业年金以前没有先例、模板参考,所以现在职业年金怎么管好,怎么运营好,实现保值增值,能够保障新的制度下,公职人员的养老待遇,是我们面临的崭新的课题。


  记者:除了新人以外,有一部分被称作"中人",就是委任制的公务员,那么对于他们有没有一些改革的举措?


  刘静姝:我们现在也在研究论证,不便向外面透露。


  记者:实现了这种养老保险改变之后大家的反响您有没有了解到?


  刘静姝:新型养老保障制度实现了机关事业单位新人与企业员工社会养老保险制度的完全并轨,实现了制度上的衔接和统一,很好的解决了饱受社会诟病的双轨制问题。从公务员和职员个人来看,新的养老保障制度解决了养老的后顾之忧,社会养老保险可以转移和接续,职业年金便于清算和携带,流动已经没有障碍了。从用人单位来看,职业年金和公职人员在机关事业单位的服务年限和工作表现、奖惩情况挂钩,既有利于个人贡献与养老保险待遇的挂钩,又有利于促进公职人员廉洁从政,为单位提供了更加丰富的管理手段。


  目前中山市公务员和事业单位工作人员已全部参加社会养老保险,公务员、事业单位人员按企业职工的办法,每月交纳社保进入个人账户。当这部分人群退休之后,养老金一部分从个人账户中出,差额部分由财政补齐。虽然在待遇上仍比企业职工优越,但在国家没有打破双轨制的情况下,已经是一种探索。


  中山市劳动和社会保障局养老失业保险科科长张锦宁:原来的做法是国企干部和固定职工实施养老保险制度,现在我们把养老保险扩大到全市所有的用人单位,包括个体工商户。市委市政府觉得公务员要起到表率作用,首先参加养老保险,给群众一个表率。


  在广东省中山市,大多数受访者对目前养老保险制度改革表示赞同,认为社会保险制度的统一性肯定是未来改革的方向,但改革之路还很漫长,还亟须进一步细化改革内容、完善改革配套措施。


  实际上在这样的改革之后,养老金一部分从个人帐户出而差额部分由财政补齐,最后公务员退休之后所拿到的金额和按照原来国家公务员退休制度的金额上实际上没有任何变化。此举仅仅是公务员养老制度改革的"摸冰"之举。


  聘任制公务员养老保险制度为公务员退出政府机构奠定基础


  连线深圳综合开发研究院公共政策与政府绩效评估研究中心主任王梅。


  王梅:新聘任制公务员养老保险制度的实施,意义体现在两个方面,一是说把从双轨制转变成单一制,不管怎么说,这是一个制度上的进步,会起到示范作用。二是通过这种公务员养老保险制度的建立,是为公务员建立一种退出制度,便于将来政府事业单位人才跟企业社会人才交流。是一个比较好的开端。


  王梅:其实推行公务员聘任制是为了减少改革的阻力。公务员养老保险制度的建立,扫除了公务员退出政府机构的障碍。最后都是希望政府的人员有进入有退出。


  王梅:我们所有的制度改革、健全,在完善的过程中都有一个与时俱进的问题,养老保险制度改革也在不断的完善中,随着社会、经济发展状况的变化,随之调整。
