今年9月，农业部、共青团中央分别向公安部通报，一些犯罪分子假借农机购置补贴和希望工程助学名义，分别对购置农机的农民和希望工程受助学生实施电话诈骗，部分农民和贫困大学生钱财被骗。公安部对此高度重视，迅速部署各地梳理排查线索、串并侦查，召开案件侦办协调会组织相关省区市公安机关集中开展专案行动，并成立专案指挥部统一指挥协调，派出工作组赴重点地区指导督办，提供反电信诈骗犯罪专家支持。各涉案地公安机关抽调强有力的侦查和技术力量全力投入专案行动，彻查深挖犯罪，坚决消除危害，最大限度为被骗农民和学生挽回损失。经过大量艰苦细致的工作，专案行动取得了圆满成功，各地公安机关先后查获假借农机补贴名义电信诈骗团伙19个、破案600余起，查获假借助学名义电信诈骗团伙9个、破案150余起。
经查，犯罪嫌疑人非法购买或通过有关管理系统非法获取购置农机农民的相关信息，冒充农业部门工作人员向各地农民拨打电话，骗称要发放农机购置补贴，同时以申请购买农机时所留的银行账户号码有误、余额过低诚信度不够为借口，要求更改账户或往原账户汇款。犯罪嫌疑人要求受害人持银行卡到ATM机上操作，诱骗进入英文转帐界面后，以输入序列码名义将受害人银行卡上的钱转到犯罪嫌疑人账户中，诈骗成功后随即安排取款人员将钱转走。有的还以帮助受害人争取农机补贴、代办补贴为由骗取钱财。受害农民被骗金额从200元至上万元不等。在电信诈骗学生钱财系列案件中，犯罪嫌疑人采取同样的手法，非法获取受助贫困学生相关信息，冒充财政、教育部门工作人员拨打受助大学生电话，以汇助学金为名要求提供银行卡号，且银行卡内要有2000元或更多的存款，之后诱导受害人持银行卡到ATM机上操作，以输入所谓财政部门专门账号及验证码等名义，电话操纵将受害人卡内钱款骗走。
随着公安机关对电信诈骗犯罪打击力度的不断加大，犯罪分子的犯罪手段、方法也在不断变化、升级，但所有骗术万变不离其宗，其最终目的就是要将受害人的存款非法占有。对此，公安部有关负责人表示，公安机关将不断研究新情况新问题，采取更加针对性的措施，依法严厉打击各类电信诈骗犯罪活动，决不松懈。同时，这位负责人也提醒广大群众要切实增强防骗意识，对任何名义、任何形式、任何部门的汇款要求都要谨慎查证，不泄露自己的银行账户和密码，有疑问时及时拨打110咨询、报警。
