　　今年粮食生产实现“十连增”，但依然从东南亚一些国家进口粮食，对此，韩长赋解释道，这几年粮食的进口数量在增加，增加的原因从根本上讲，就是增产幅度还不能够完全满足消费刚性增长的幅度。

　　韩长赋表示，中国人口在绝对增长，城市化人口在快速增加，另外生活水平提高、消费结构升级，加上农产品加工的因素，所以还增加了需求。

　　韩长赋指出，从贸易角度讲，有两个原因：一是中国粮食还需要一些品种调剂，比如不缺少小麦，库存也比较丰富，但是要进口面包粉。二是价格因素，国际上一定的时段粮食价格比国内低，所以这在一定程度上也刺激了进口。

　　但中国进口总量并不多，去年谷物进口也就200多亿，占总产量的比例很小，今年1—9月进口的数量是下降的。

　　“总之，我们还是要立足国内解决我们的吃饭问题，同时也适度利用国际市场。”韩长赋说。
