按照通讯公司客服人员的解释,一张身份证最多只能登记30个预付费号码、10个后付费号码,也就是说一个人名下最多可以有40个手机号码。那么,多出的这些手机号码是通过何种途径登记的?

工信部《电话用户真实身份信息登记规定》自今年9月1日起正式实施,规定明确要求手机号码实行实名制。对以前登记注册的手机号码,电信运营商也要进行补充登记。那些多挂的手机号码,理应被暂停服务。但从目前看,实名制的规定并未严格落实。在手机实名制的制度下,多挂的671个号码可能会给高先生带来许多意想不到的苦恼甚至是麻烦,比如恶意欠费,以手机实施诈骗等。

虽然运营商工作人员上门道歉,强调是系统的错误,并提出1000元的赔偿方案,但这显然无法打消高先生和公众的疑虑。一方面,电信运营商应该拿出有说服力的证据,确实属于系统的错误,而且不会给高先生带来不良影响；另一方面,电信运营商还应该拿出具体的解决方案,如何避免类似问题的发生。

当然,电信运营商更应严格落实《电话用户真实身份信息登记规定》,真正实现手机实名制,其意义不仅在于保护消费者的信息安全,而且还能有效打击手机诈骗等不法行为。
