逃费威胁安全
青海省交通厅提供的资料显示，2012年全省公路各收费站冲卡车辆累计27.89万辆次，偷逃通行费1708.83万元；2013年1至8月，全省公路收费站冲卡车辆累计17.5万辆次，偷逃通行费1217.75万元。
“不仅仅是通行费用流失的问题，收费站工作人员的安全也面临着极大威胁，冲卡司机轻则辱骂，重则拳脚相加甚至持刀冲卡。”青海省高等级公路管理局法规处处长赵长生说。今年7月4日，一辆无牌货车恶意冲卡使多巴收费站一名收费员内踝骨骨折；9月3日，一司机持刀冲卡致使两名收费员受伤；9月19日，冲卡车辆将大水桥收费站工作人员当场碾轧致死。
青海省公路路政执法总队总队长李志超告诉记者，目前，青海收费公路冲卡逃费有以下特点：从单车到聚众冲卡；从小型货车到大型重载车辆冲卡；从凌晨零星车辆到大批量集中冲卡；从逃避收费到公然抗拒冲卡；从套牌、遮挡号牌到以暴力胁迫手段冲卡；从一般超载到严重超载冲卡。
违法成本过低
为什么如此多的货车超载冲卡逃费？
记者采访了解到，在发生“9·19”事件的共和到茶卡高等级公路，一辆六轴55吨大货车在不超载的情况下，全程164公里收费218.28元，每吨每公里的费用不到3分钱。
然而，常年在青海境内跑车的王师傅对记者说：“现在关卡多，过路费零星加起来吃不消，占运输成本的约40%。如果不超载，拉货根本挣不上钱。”
青海省高等级公路管理局收费处副处长张丽娟说，一超载通行费就高，其实这些钱还不够每年高速公路养护费。根据相关规定，超限0-30%部分按基本费率2倍计费；超限30%以上-50%部分按基本费率4倍计费；超限50%以上-80%部分按基本费率6倍计费；超限100%以上部分按基本费率的8倍计费。
“青海收费公路通行费标准不是收费站定的，而是交通、财政和发改委等部门综合制定，处于全国中下等水平。”京藏高速倒淌河收费站站长王海东说。
“对冲卡逃费行为的处罚力度小、违法成本低，难以起到震慑和惩戒作用。”青海省高等级公路建设管理局收费处负责人张浩明说，根据《高速公路管理办法》，对于强行冲卡车辆的处罚，收费站最多只能追缴其实际缴费额3倍的通行费用，为拒缴、逃缴、少缴车辆通行费而故意堵塞收费道口、强行冲卡、殴打收费公路管理人员、破坏收费设施等是违法行为，但现有法律法规对此还没有明确规定，也没有处罚的法律依据。
“一阵风”难治理
“9·19”事件发生后，青海省公安厅和省交通厅联合发布《关于严厉打击冲卡偷逃收费公路车辆通行费用违法犯罪行为的通告》。10月1日起，依法对收费公路上车辆暴力抗法、恶意冲卡、偷逃漏费等违法犯罪行为进行严厉打击。对偷逃收费公路车辆通行费或相关行为构成犯罪的，公安机关依照相关法律规定追究刑事责任。
“专项治理前，我们站每天冲卡量在250到300辆次之间，10月初专项整治活动开始后迅速下降到日均10多辆，11月10日冲卡量为零。”冲卡逃费12个重灾区之一—湟西一级公路申中收费站站长吕志魁说。在日均最高冲卡800辆次的倒淌河收费站，11月11日只有11辆次车辆冲卡逃费。
收费站一线职工担忧，现在开展专项整治，冲卡车辆数量下降了，但行动结束后冲卡行为有可能会报复性反弹。
“打击超限超载、强行冲卡，不是一朝一夕的事情，必须建立长效机制。”青海省收费公路交通秩序专项整治领导小组负责人说，治理冲卡逃费要综合施策，在重点和重要的收费站设立警务室，与公安部门建立联动机制，同时省市(州)县三级联动，每年重点时点开展专项整治；加强信息化建设，配备记录取证设备，并与公安等部门信息共享，共同建立“黑名单”制度；加强政策宣传，对依法处罚的违法案例及时向社会广泛宣传。
相关运输企业负责人表示，杜绝超载车辆上路和冲卡，还需要重新设定合理收费标准，促使运价回归合理区间，给货运企业和司机“减负”，从而形成良性的运输市场秩序。
