案件发生后，咸阳市委、市政府，旬邑县委、县政府高度重视，相关部门领导赶赴事故现场，带领公安、卫生、民政、应急办等市级部门负责人和旬邑县委、县政府负责同志主持召开了现场办公会议，研究制订了处置措施，组织开展伤员救治和善后处置工作，并赶赴县医院看望慰问受伤群众。目前，村民情绪稳定，各项善后工作正在有序进行。
据当地警方介绍，犯罪嫌疑人刘德章长期居住在陕北老家，2013年3月独自一人返回户口所在地旬邑县黑牛窝村，家庭生活不如意，性格孤僻暴躁，与本村多数群众关系紧张。
66岁的伤者张万金在接受媒体采访时称，刘德章今年回村后，发现其所在的村民小组组长有利用职务之便，贪污约10万元的情况，即联合村民进行检举揭发，事发后该村民组长被免。在进行新的村民小组长改选时，刘德章与众多村民意见不合，发生争执，怀恨在心。
据悉，在请村民吃饭实施引爆未果的情况下，犯罪嫌疑人刘德章借12月6日晚参加村民小组会议之机，引爆自制装置，导致这一悲剧发生。
发生爆炸的地点是一座四合院靠东边的房间，爆炸产生的冲击波造成金属防盗门扭曲；窗户被炸成一个大洞，玻璃散落满地。
陕西省旬邑县委宣传部外宣办吕主任昨日向早报记者表示：“犯罪嫌疑人刘德章已经在爆炸中身亡，还有一名死者为女性，大概60岁左右。”
“当时正在举行黑牛窝村村民小组会，一共有十六七个人在场。”吕主任说，“会开到一半的时候，刘德章带着一个保温瓶进入了会场，而保温瓶里面装的就是他自己制造的爆炸物。在场的人都以为他带的是自己喝的水。”
据吕主任介绍，刘德章祖籍是榆林的，1980年户籍迁到了旬邑，“刘德章是在陕北跑车的，经常来往于陕北和旬邑之间，间歇性的在旬邑居住。今年3月回来住了一段时间，在旬邑没有工作，自己种了一些地，没有家属在旬邑。”
“刘德章性格孤僻，比较暴躁，以前就和部分村民不和，经常有矛盾，刘德章认为由于自己是外来人，所以村民一直在欺负他，这次很有可能是为了报复村民，而制造了爆炸。”吕主任说，“具体的事故原因，公安机关正在调查中。爆炸中的3个重伤员都没有生命危险，现在已经转西安继续接受治疗。”
